The 34th session was the first reading which pass. After that vote, they ended that session and open the 35th session in the same sitting.  I understand what the message is, but per the articles....

The Parliamentary Services Committee stated that there is a parliamentary move to end the file of slums and limit their spread through legislation of the law related to them.
"The Ministry of Planning has completed a study on the issue of slums, and a sub-committee has been formed from the Services Committee to discuss the study presented by the Ministry of Planning," said a member of the committee, Mudhar Al-Azirjawi, in an interview with Al-Sabah. We need to know the developments to include them in the law, stressing that “the Ministry of Planning wants to end the slums file, set a time limit and a law that limits their extension and addresses them.” He continued: “The law will set an action plan for slums by treating them and ending their extension.”
It is noteworthy that the number of slums in the country is approximately 4 thousand slums, inhabited by more than 3.5 million people, which constitutes 10% of the population of Iraq, and the capital Baghdad includes more than a third of the slums nationwide.

Mubasher: The Parliamentary Finance Committee in the Iraqi Council of Representatives confirmed that the 2021 budget will make amendments to most of its provisions, while imposing taxes on the salaries of employees and retirees is considered a legal violation.

Committee rapporteur, Ahmad Al-Saffar, said that the "Al-Tenth" program, which is presented on the Iraqi News Agency (INA) channel, today, Sunday, that his committee is continuing with the first discussion of the budget, pointing out that "the amendments will include most of the items of the 2021 budget."

Al-Saffar added, "Administrative and legal violations in the 2021 budget due to the delay in sending it and the deficit percentage, stressing that the citizens’ income decreased by 23 percent due to the increase in the exchange rate for the dollar. "

Al-Saffar pointed out that the budget is expansionary and does not reflect the orientations of the economic reforms paper, and it contradicts reality, indicating that imposing taxes on the salaries of employees and retirees is a legal violation.

For his part, Deputy from Basra Governorate, Hassan Khalati, confirmed that the House of Representatives proceeded to approve the budget and not return it to the government.

Khalati said to the "ten" program: The budget will be approved, but after substantial changes, pointing out that Basra's previous budget was two trillion and now 1.1 trillion dinars.

He added: We called for fixing Basra’s petrodollars dues as debts to the federal government, stressing that Basra Light Oil approached $ 52 per barrel.

He pointed out that the Ministry of Finance had not received the dues from Basra border crossings.

Local industry, whether in the private or public sector. "
 
 
Al-Kinani explained that "despite the difficult experience he went through Iraq During the year 2020 due to the decline in oil prices and the rentier economy of the country and its dependence on the export of oil, we note that the government has re-produced the same budget that depends on the export of oil and neglected to support the sectors through which the government’s imports of non-oil could increase, including support for foreign investments and local industries, support for the agricultural sector and increase domestic production ".

Shafaq News / The Finance Committee in the House of Representatives announced, on Monday, that it needs another week to discuss the General Budget Law for 2021, confirming that it will convert all notes into texts to amend the law.

 

Committee member Jamal Cougar told Shafaq News Agency, "The sessions of the Parliamentary Finance Committee to discuss the draft general budget law are continuing and have not ended yet," stressing that "the committee needs another week to finish the initial discussion of the budget law."

 

He added that "the Finance Committee will work in the coming days to study all the observations that were made and convert them into texts to amend the articles and paragraphs of the budget law."

 

The House of Representatives, in its thirty-fifth session, which was resumed under the chairmanship of Hassan Al-Kaabi, First Deputy Speaker, ended the day before Saturday, the discussion of the budget bill for 2021.

 

A statement issued by the Council, received by Shafaq News Agency, stated that the deputies demanded, during their interventions, to distribute revenues fairly between governorates, taking into account the disbursement of petrodollar dues and the benefits of border crossings, allocating and disbursing financial dues to mobilize the Ministry of Defense and doubling the sums allocated to the Reconstruction Fund for Liberated Areas and imposing taxes on materials Imported products that have similar local products in support of it, as well as supporting the Ministry of Education by increasing financial allocations and paying attention to scientific research centers, asking about the reasons for the decrease in support for the ration card items.

So, from a Dinar investor perspective, I guess the question is, "Will a Hydro Carbon Law be included in an annual budget, or would the proposed law go through the 'process' in the parliament and be voted on separately"?

Just trying to figure out if I should get revved if, when the 2021 budget is passed, there are some references to revenue sharing and oil production, and the like. Or will the HCL exist in its own processes.

Great question. I remember hearing multiple times that the HCL will be included in the budget. I dont recall the sources.

The new budget may even reveal a new exchange rate . I'm hangin' in with the dinar for sure , but god almighty this regurgitation of stall stall news has got me on my last nerve . It's a synergy of events that we're waiting for

Mubasher: Representative Hussein Al-Uqabi, a member of the legal committee in the Iraqi parliament, said that investing in state real estate could supplement the budget by 10 trillion dinars annually.

MP Hussein Al-Uqabi warned, in statements to the "Al-Tenth" program on Al-Iraqiya News Channel, today, Tuesday, that the major corruption system has legitimacy and sticks to the neck of institutions, stressing that "corruption threatens the future of the Iraqi citizen," according to the Iraq News Agency, "Conscious."

Al-Uqabi pointed out that the offices of the inspectors modern control coincide with work, and their cancellation is an execution of administrative control, noting that the Office of the Public Prosecutor is supposed to replace the offices of inspectors in every ministry.

He explained, that there are 3 thousand employees in the Office of Financial Supervision, and this number is not sufficient for monitoring in all parts of the state, pointing out that the Shiite Endowment Office has invested two trillion and 240 billion dinars in the establishment of one of the malls, and this amount is sufficient to build 1,200 schools throughout the country.

He indicated that there is great corruption in the state's real estate inside the Green Zone, and that there are 600,000 state properties throughout the country.

President of the Union Muhammad al-Dawoudi told Al-Sabah that “Deputy Speaker of Parliament Hassan Al-Kaabi directed the parliamentary committees, especially the legal ones, to involve the Jurists Union. In the maturing of laws before their enactment with the aim of ensuring their sobriety, since the Union is the closest legally to the work of all state institutions and they have the ability to diagnose defects and the instructions regulating them. He added, "This matter does not only apply to the Jurists Union, but to all trade unions, civil society organizations, research centers and academics in drafting laws and even proposing draft laws that are required by a certain stage." He indicated that "the Union will discuss all draft laws in which an order was issued, most notably the elections that will be discussed in a seminar this week, the Federal Court, and the 2021 budget," noting that "these seminars allow the opinion of experts and specialists in these laws to be sought." Al-Dawoudi added, "Union laws stipulate one of its paragraphs, that he has the right to reject, amend and cancel House of Representatives bills, as the three presidencies have been invited through official letters to the necessity to participate in discussing laws before voting on them in the House of Representatives, to no avail."

Baghdad / NINA / The Parliamentary Finance Committee hosted the Federal Service Council as part of its discussions for the 2021 budget.

A statement by the committee stated: "It hosted, headed by Deputy Haitham Al-Jubouri and the presence of its members and a number of other parliamentary committees, today Tuesday, Chairman of the Federal Service Council Mahmoud Al-Tamimi and the advanced staff in the Council, to discuss his needs in the draft Federal Budget Law for 2021."

The committee stressed: "The necessity of activating the Federal Service Council and taking its role in managing the employment file in the country, which is a pressure file to ensure the foundations of justice in it, as well as regulating the movement of owners and ensuring the rights of employees."

Al-Tamimi reviewed the most prominent problems facing the council, such as the lack of a staff and a special headquarters that matches the size of the responsibilities entrusted to it according to the law, as well as the council’s plans and projects for the current year.
