I recall seeing this rate (($1.17 or $1.19) on the Ministry of Planning website several years ago, maybe 7-8 years ago. Seems like there were 3 or 4 different rates listed for different applications....which I never quite understood why it was so presented. One protester, who was speaking as a representative of the shopkeepers, told reporters that they initially paid a monthly fee of $10 to the bazaar’s managers following the Downtown bazaar’s reconstruction in 2007, but the fee increased to $15 during a period of good business. Since then, the Kurdistan Region has been buffeted by economic, political, and security crises that have decreased business at the markets, but the increased fee remained in place. Most goods sold in the bazaar are imported from abroad, largely requiring dollar-denominated purchases. The federal government’s decision to devalue the Iraqi dinar has made it more expensive for local traders to buy those goods, squeezing their already hurting pocketbooks. The protesters said that having to continue to pay the monthly fee was an added burden. “We have visited the mayoral district several times and they promised us they would resolve our problems, but they are telling us right now to ‘go and do what you can,’” the representative said. “We do not know what to do and where to go. We are not rioters and do not make trouble…we have taken a stance by closing down our shops, but that will cost us greatly,” he added. Erbil mayor Nabaz Khalid visited the protesters on Monday and expressed his support for them. The shopkeepers said that some of them had received threatening phone calls about their opposition to paying the fee and Mayor Khalid said that legal measures will be taken against the perpetrators. After the federal government announced that devaluation would be included in the draft 2021 Federal Budget Law, the value of the dinar saw increased instability, Fathi told the Kurdistan Democratic Party’s (KDP) official media outlet. “The trade ministry will continuously monitor prices in the markets,” he said, adding that it will follow up with the interior ministry if they find evidence of price gouging. He said that several businesses have already been sued for unfairly taking advantage of the situation and called on the public to inform the authorities if they witness illegal behavior.
