Saleh pointed out that, “Otherwise, if substantial changes take place in the budget by the House of Representatives in a manner that bears the government the burden of managing a new financial situation or causes financial exhaustion when legislating it, the government may resort to the Federal Court when absolutely necessary, requesting the annulment of the additions and amendments that it has made. The legislative authority without the will and ability of the executive authority, and this is what actually happened in previous years, and the Federal Court nullified many cases.

The financial expert continued, "I hope that the federal budget for 2021 will be passed smoothly for the benefit of Iraq and prosperity, and this is what I expect."

A member of the Parliamentary Services Committee, Beeston Zangana, revealed, on Wednesday (December 30, 2020), a parliamentary tendency not to pass the tax deduction and reduce the salaries of employees in the 2021 budget.

Zangana said in an interview that "the general tendency of the members of the Council after the arrival of the 2021 budget is not to make any tax deduction or reduce the salaries of employees in any way."

He added, "The general parliamentary trend towards the salaries of simple employees comes due to the large increase in prices in the Iraqi market, which negatively affected the shoulders of citizens of all segments, especially after raising the dollar exchange rate."

Zangana pointed out that "there is no problem in applying tax deduction and reducing salaries for the three presidencies, especially special ranks and general managers, according to a gradual principle that takes into account the size of their salaries."

He stressed that "the council will discuss in detail the budget and will have determinants that support the situation of simple employees, which is not to prejudice their salaries or financial allocations, and come out with an appropriate formula that supports all poor segments in the country."

Yesterday, Tuesday, the House of Representatives announced the arrival of the 2021 budget to Parliament by the government, while the Speaker announced the extension of the current legislative term for one month.

The 2021 budget included imposing a tax on the salaries of the three presidencies, special ranks and employees, which included deductions from allocations, transportation, hospitality, disconnected, and university service.

"This year's budget is the highest in the history of modern Iraq, in dinars, but in dollars it is less than 2020," Cougar told Al-Furat News.
He added, "In the budget, very exaggerated numbers," noting that "the general amount spent in the past year was 72 trillion dinars, while the current budget only in the 2021 budget is more than 163 trillion dinars, meaning twice this amount and more."
It is noteworthy that the House of Representatives received, last week, the draft fiscal budget bill for 2021.
The budget sparked several parliamentary and popular criticisms of what it included in the deduction of salaries and the absence of appointments amid expectations of approval this month.
Parliament extended its current legislative term for a period of one month, in order to "complete many important legislations for the coming period, including the budget."
The Presidency of the Council of Representatives confirmed that "the legislative procedures to complete the federal budget law may take 20-30 days, and that the parliament will begin the first reading of the bill in early January." 
She added, "There will be serious and intense discussions towards reducing unnecessary expenditures in the budget law, and reducing the deficit ratio for the benefit of the middle classes, the poor and those with low incomes."

ERBIL - The Iraqi parliament is expected to convene on the 2021 Budget Bill next week, a lawmaker revealed on Sunday.

"The Iraqi Council of Representatives is expected to convene next week to discuss the budget bill, after which, the first and second readings will be conducted within four days, and then other details will be completed within one month and it will be approved," Kurdish MP Sherwan Mirza explained to BasNews.

Economic expert Mahmoud Alloush confirmed, on Sunday, that the plan to support the private sector, especially the government industry, will save huge sums if the conditions for its success are provided, indicating that the industry's profits will be equivalent to the value of selling oil.

The draft Iraqi federal budget law for 2021, which was approved by the Iraqi Federal Council of Ministers on (December 21, 2020) and submitted to the House of Representatives, imposes income tax on the salaries of all salary recipients in Iraq, excluding those whose total monthly income is 500 thousand dinars or Less.

10% is deducted from everyone whose monthly income ranges between 500 thousand and one million dinars (but the first 500 thousand are not taxed) and it is imposed by 20% on those who earn a salary of between one million and one and a half million Iraqi dinars and 30% for everything that exceeds 1.5 million dinars .

This tax includes civilian and military retirees, at the same rates. It also imposes a flat 10% tax on retirement benefits and end of service benefits.
