ERBIL (Kurdistan 24) - The Kurdistan Region denied reports that recently talked about its agreement to hand over its oil file to the federal government, and said that what was circulated was not true.

A government source familiar with Kurdistan 24 said that the regional government had not agreed to hand over the oil file to Baghdad, adding that the allegations that had spread about it were "baseless."

"The conditions imposed by Baghdad (regarding the delivery of the oil file) are unconstitutional, and may create obstacles to reaching an agreement" between the two parties, he added.

The source added that the territorial government is committed to delivering "revenues of 250 thousand barrels of oil per day," and it has repeatedly expressed its agreement.

The Ministry of Natural Resources in the region previously said that handing over the oil file to Baghdad is unconstitutional, and affirmed the region's right to extract and sell oil.

It also indicated that the region is ready to hand over revenues of 250 thousand barrels of oil per day to the federal government in exchange for securing the rights and financial dues for the region.

The regional negotiating delegation has been conducting, about two days ago, the most recent round of talks in Baghdad on pending financial issues, especially those related to the federal public budget for 2021.

ERBIL (Kurdistan 24) - The reporter of the Finance Committee in the Iraqi Parliament, Ahmed Al-Saffar, denied on Tuesday a statement attributed to him that Baghdad and Erbil reached an agreement regarding the delivery of the Kurdistan Region oil file to the federal government, and said that what was published in his name is not true.

The local website Dew (Al-Hasad) carried a statement attributed to Al-Saffar, in which he claimed that the regional government had reached an agreement with Baghdad regarding the delivery of the oil file. For about two days, the Kurdistan Region delegation has been holding talks in Baghdad on the outstanding financial files, especially in the 2021 budget file.

In a written clarification received by Kurdistan 24, Al-Saffar said that the talks that took place during the Parliamentary Finance Committee meeting with the Kurdistan Region delegation yesterday, "were clear and announced" and aimed to reach an agreement regarding the region's share in the draft federal budget 2021.

He added that the media should report the facts as they are, and urged "not to tamper" with the statements and verify them by referring to their main sources.

As-Safar indicated that the regional delegation and the federal government had not yet reached an agreement, adding, "There is a need to exchange information, data and opinions" between the two sides.

This comes at a time when the Kurdistan Region denied reports that recently spoke of its consent to hand over his oil file to the federal government, and said that what has been circulated is not true.

A government source familiar with Kurdistan 24 said that the regional government had not agreed to hand over the oil file to Baghdad, adding that the allegations that had spread about it were "baseless."

Sulaymaniyah: We will deal with Baghdad "directly" to solve the financial problem

  Sulaymaniyah: Virgin Juma

The current economic crisis and the failure to distribute the salaries of employees for several months prompted the local government in Sulaymaniyah, cultural events and activists, to put forward the idea of dealing with Baghdad directly in the event that the federal government and the region did not reach an agreement on the oil file
 And imports.
And the federal government announced during April of last year 2020 to stop paying the salaries of Kurdistan employees because the region did not commit to handing over a quota of 250 thousand barrels to the government company (SOMO) as of the beginning of the aforementioned year, according to an agreement made at the end of 2019.
After Baghdad used to pay 453 billion dinars a month in salaries to Kurdistan Region employees.
A member of the Sulaymaniyah Provincial Council for the Patriotic Union of Kurdistan (Patriotic Union of Kurdistan), Rikke Wat, said to “Al-Sabah” that “in the event that no agreement is reached between the region and Baghdad regarding the oil file, a paragraph can be installed in the budget law that legitimizes the possibility of dealing with the local government in Sulaymaniyah in a manner Legal and constitutional with the federal government directly ”.
He cautioned that "the local government in Sulaymaniyah will be able to hand over the revenues to the federal government, and Baghdad will in turn distribute salaries among the governorate's employees," adding that "this is a legal provision for one year, and the two local governments in Erbil and Dohuk can do the same."
It is noteworthy that the last year, 2020, witnessed cutting seven salaries for the region’s employees in exchange for paying five, including deductions ranging from 18-22 percent, except for the month of January, when it was with a full salary, which created a wave of protests and popular discontent.
In turn, a member of the Supreme Council of the New Generation Movement, Omar Korda, told Al-Sabah: “All the employees of the Kurdistan region receive their salaries at the same time, but last year saw seven salaries cut off from them and received only five salaries, with a deduction ranging between 18-22 percent except for Canon’s salary. The second ka
Complete ”. He pointed out that «Sulaymaniyah Governorate does not think in isolation from Erbil, and there is an indication that Sulaymaniyah’s position is contrary to Erbil’s orders, despite the people’s weariness of the delayed distribution of salaries and their enduring bad economic conditions.

A source reveals the results of the negotiations on the regional budget and other options

{Baghdad: Al Furat News} A Kurdish source close to the atmosphere of the negotiations revealed the latest findings of the Kurdistan Region delegation's talks with Baghdad.

The source said in a press interview followed by {Al Furat News} that "negotiations are continuing to fix the region's share in the federal budget, and the priority is to prepare a budget project that is applicable and serves the interest of the country in general and the interest of the region."
The source pointed out that "the delegation of the region informed Baghdad frankly that it is fully prepared to deliver to Baghdad 250 thousand barrels of oil per day, or its revenues, if Baghdad desires, in addition to the delegation's agreement to pay 50 percent of the region's non-oil resources, such as customs revenues and border crossings." ".
But the source does not underestimate the importance of the difficulties inherent in the course of negotiations and said, "The region is thinking about the costs of extracting and transporting oil, because the 250,000 barrels, the region may cost about 400,000 barrels, given that the region sells its oil at a rate less than 10 dollars above the prices." To sell the Federal Oil Company. "
Regarding the reports that the region may resort to relying on its financial resources in the event of failure of negotiations with Baghdad, the source does not rule out that, and added: "This is a possibility that the Kurds have reached a dead end, but that will mean that perhaps he will be able to pay the salaries of employees for six months. During the year, in addition to imposing deductions of about 20-30 percent of the value of salaries, this will negatively affect the living conditions in the region, but let us hope that this does not happen.
