A delegation from the Kurdistan Regional Government arrived in the capital, Baghdad, on Sunday evening, to hold discussions about the region's share in the federal budget.   

The delegation is headed by the Minister of Finance, and its members consist of the Minister of Planning, the Minister of Baghdad Affairs, and the Prime Minister of the Kurdistan Region.   

It is scheduled that the delegation of the region will meet with the Finance Committee of the Federal House of Representatives, to discuss the share of the Kurdistan region from the draft general budget law for 2021.   

Faris Issa, the representative of the Kurdistan Regional Government in Baghdad, said in an interview with the official TV of the party, which was followed by "People Kurd": "The delegation of the region will meet with the financial committee in the Iraqi parliament on the budget, with the aim of coordinating an agreement between the region and Baghdad on the draft 2021 budget.     

And Issa stated that "the financial committee represents the parliament, because every block has a representative, so if the region’s share passes from the financial committee in the parliament, there will be no internal problems."   

The visit of the region’s delegation to Baghdad coincides with the discussions of the Finance Committee on the articles related to the region’s share of the budget, which was set at 12.6 percent, in exchange for handing over 250 thousand barrels of oil revenues per day.   

Issa pointed out that "the postponement of the parliamentary elections in Iraq created a positive situation for the negotiations, as several parties opposing the region made statements before the postponement, but now after the vote is postponed, they will not make such statements."   

And, and that "discussing the region's share of the budget by the Parliamentary Finance Committee is the last task of the committee before Parliament votes on the project."   

For his part, a member of the Finance Committee, Jamal Cougar, told the official newspaper, and "People" followed him (January 24, 2021): "The Finance Committee continues its discussions on the draft budget bill, and it is likely that it will be put to the vote by the end of this week or early next week." .

He pointed out that "the Kurdistan region produces 450 thousand barrels of oil per day, of which an average of 425 thousand is exported and 25 thousand are consumed."  

Shwani indicated that "forming a committee of financial oversight solves the problem of obligations between the center and the region," noting that "some differences between the center and the region are raised for electoral reasons."

Talabani’s spokesman, Samir Hawrami, told Shafaq News that Talabani went to Baghdad today to install the agreement concluded at the end of 2020 between the governments of Iraq and the region and to determine the region’s share in the draft budget law for 2021.

 

A high-ranking delegation from the Kurdistan Regional Government arrived yesterday, Sunday, to the capital, Baghdad, to engage in a new round of talks in order to secure the region's share in the federal financial budget for 2021.

 

The delegation included: Minister of Finance Awat Sheikh Janab, Minister of Planning Dara Rashid, Minister of the Region Khaled Shawani, and Chief of the Cabinet of the Provincial Council of Ministers, Omid Sabah.

 

The Finance Committee in the Iraqi Council of Representatives has been conducting, for more than two weeks, a series of meetings in the parliament building with the aim of collecting observations and making the necessary amendments to the draft budget law.

 

Parliamentarians and politicians say that the budget needs political consensus, so a political delegation from the region will visit Baghdad later this week with the aim of reaching an agreement with the blocs not to block the passage of Kurdistan’s share in the budget.

The leader of the Patriotic Union of Kurdistan, Ghayath Al-Surji, confirmed today, Tuesday, that they have reached understandings with Baghdad, describing them as "very excellent and satisfying both parties, while noting that today's meeting was very long."

{Baghdad: Al Furat News} The leader of the Kurdistan Democratic Party, Saeed Memo Zaini, revealed that the Kurdish negotiating delegation did not obtain any assurances from Baghdad regarding the region's share in the federal budget for 2021.

"There are unresolved problems between the center and the region about the budget, and more than once, Kurdish delegations visit Baghdad in order to solve the problem by negotiation," Zaini told Al-Furat News.
He added, "The initiatives of the Kurdish delegation in the Baghdad ministry come from the aspect of goodwill, and dealings should be reciprocated by counting Kurdistan as part of Iraq." 
"The region asked the center to come and verify all the oil resources, borders and ports, and there is nothing opaque in Kurdistan," Zaini said.
Regarding the Kurdish delegation coming to Baghdad regarding the region’s share in the federal budget for 2021, Zwini said, “The Kurdish delegation has not received any assurances until the moment regarding the region’s share in the budget.”
And that "the first winner from ending the controversy of the region’s share in the budget is Iraq and ensuring stability," calling on Baghdad to "secure the salaries of Kurdistan's employees as they are an integral part of the country."
The Deputy Prime Minister in the Kurdistan Regional Government, Qubad Talabani, arrived in the capital, Baghdad, Monday evening, and began holding a series of meetings within the framework of the visit.
The provincial government delegation headed by Talabani yesterday held his first meeting with the Finance Committee in the House of Representatives to discuss the draft federal budget bill for 2021.
The spokesman for the head of the Kurdistan region’s delegation, Qubad Talabani, explained what happened during the delegation’s talks in Baghdad with the Parliamentary Finance Committee.
 Samir Hawrami said in a press statement that, the meeting discussed the volume of imports and expenditures with precision, and that the delegation of the Kurdistan region provided all the information and documents related to the Kurdistan region and to the Finance Committee in the House of Representatives.
 He indicated that the Kurdistan Regional Government delegation’s meetings will continue to consolidate the agreement that was concluded between the regional government and the federal government in the last month of last year in the federal budget for 2021.

Shafaq News / On Wednesday, the Presidency of the Iraqi Parliament held a meeting with the Kurdistan Regional Government delegation to discuss the region's share of the federal budget for 2021.

 

A parliamentary source told Shafaq News that both the Vice-Presidents of the Council, Hassan Al-Kaabi and Bashir Al-Haddad, and representatives of the committees and political forces within the House of Representatives met with the regional government delegation today and discussed the share of Kurdistan and its financial dues in the budget.

 

On Sunday, a high-ranking delegation from the Kurdistan Regional Government arrived in the capital, Baghdad, to engage in a new round of talks in order to secure the region's share in the federal financial budget for 2021.

 

The delegation includes: Minister of Finance Awat Sheikh Janab, Minister of Planning Dara Rashid, Minister of the Region Khaled Shawani, and Chief of the Cabinet of Ministers of the region, Omid Sabah.

 

Qubad Talabani, Deputy Prime Minister of the Kurdistan Regional Government, joined the delegation on Monday, after making sure that it had made a full recovery from infection with the new Corona virus.

The MP, the Kurdistan Hope Alliance, Bahar Mahmoud, said today, Wednesday, that Baghdad will compliment the Erbil government in the budget at the expense of the Kurdish people, while noting that the Democratic Party is the only one controlling the oil file in the region.

The First Deputy Speaker of Parliament, Hassan al-Kaabi called, Wednesday (January 27, 2021), to keep conflicts and political differences away from the ongoing discussions on the draft fiscal budget for  2021, while  the Kurdistan Regional Government expressed its willingness to hand over Baghdad tables of the region’s oil and non-oil imports in order to reach a solution to all Differences between the two parties.

The media office of Al-Kaabi said in a statement received on the IQ NEWS website  , that the latter "received in his office today, in the presence of the Deputy Speaker of Parliament Bashir Haddad, the Kurdistan Regional Government delegation headed by Deputy Prime Minister Qabad Talabani, where an expanded meeting was held to discuss the draft budget bill. "The Federal General Assembly for 2021 and discussing ways to find a common vision regarding the contentious points in the budget law."

He pointed to "the necessity of keeping the arena of conflict and political disagreement away from all ongoing discussions regarding the draft federal budget law 2021," adding that "members of Parliament are serious about the necessity of organizing the financial relationship between Baghdad and the Kurdistan region and finding radical solutions to remove the existing problems regarding the budget  ."


He stressed "the importance of continuing to hold sessions and consultations between the region’s delegation, the Parliamentary Finance Committee and the various political forces regarding the budget law, far from differences and in a way that guarantees its fair and equitable release for all the Iraqi people," stressing that "the budget affects the people's strength and we must be entrusted to ensure justice." In turn, the statement quoted Deputy Speaker of Parliament Bashir Haddad as saying, during the meeting, that “the presidency of the parliament with the concerned financial committee is determined to remove the technical problems and obstacles facing the federal budget law for 2021 and approve it as a realistic, fair and equitable budget that meets the needs of citizens in all governorates and the Kurdistan Region.” .

Haddad pointed out that the council was keen to reduce expenditures in proportion to the volume of imports to reduce the financial deficit within the budget .

For his part, the Kurdish delegation headed by Talabani expressed, according to the statement, "its complete keenness to provide the Iraqi Parliament and the Finance Committee with all financial data and details and accounting tables related to oil and non-oil imports for the region in a way that serves the interests of all spectrums of the Iraqi people and to reach a permanent and radical solution to all existing disputes."


It is noteworthy that a Kurdish delegation headed by Vice President of the Kurdistan Regional Government, Qubad Talabani, held talks with the federal government over the past few days regarding the share of the Kurdistan region in the financial budget.


And Talabani announced on (December 22, 2020), reaching an agreement by the federal government in Baghdad regarding the region's share in the budget.

(Baghdad: Al Furat News) Vice President of the Kurdistan Regional Government, Qubad Talabani, met today, Wednesday, at the Parliament building with the First Deputy Speaker of Parliament, Hassan Al Kaabi.

The deputy of the Patriotic Union of Kurdistan, Hussein Narmo, said in a press statement that "Talabani met today with Al-Kaabi to discuss solving financial problems between Baghdad and Erbil, explaining that Talabani also met with the Parliamentary Finance Committee."

He added, "Talabani's continuous efforts to overcome the obstacles to reach an agreement on the dues of the Kurdistan region, expressing optimism that the two sides will reach good results."

The Finance Committee had held two meetings with the delegation of the Kurdistan Regional Government to discuss the draft federal budget bill for 2021 and the region’s share of it.

The members of the Finance Committee requested some information about oil and non-oil imports in the Kurdistan region, as the negotiating delegation presented all that information to the Finance Committee and responded to the committee members ’questions.

Members indicated that there are reciprocal proposals submitted by the Kurdistan Region delegation and the Finance Committee, and the situation is not negative but positive. "
