The House of Representatives intends to extend its legislative term to discuss the budget bill next year, while parliamentarians stipulated that the bill would not be received without political consensus.
This step may end the differences over the budget, especially with the presence of "controversial" clauses, most notably the reduction in employee salaries and the imposition of taxes and deductions.
A member of the Parliamentary Finance Committee, Jamal Cougar, said in a statement to "Al-Sabah": "The 2021 budget needs many amendments, especially deductions from employees' salaries," indicating that "Parliament will not pass these deductions."
He added that «the employee is the target in the budget after raising the value of the dollar against the dinar and the cost of some materials», indicating that «Parliament intends to host all those involved in the budget».
For his part, a member of the committee, Sherwan Mirza, said in a press statement that Parliament Speaker Muhammad al-Halbousi confirmed during the previous meeting between the three presidencies and the leaders of the political parties that he would not receive the draft budget law without political consensus on it. 
He added, "This step is good and logical because it will end the controversy and differences in the House of Representatives and contribute to expediting the legislation of the budget."
A member of the Parliamentary Economic and Investment Committee, Nada Shaker, said that Parliament will extend the legislative term until the budget is voted on, according to the internal system.
She added that the Finance Committee will record observations before submitting them to the Council.
In turn, a member of the House of Representatives, Ahmed Al-Kinani, said that «the draft budget law for the next year will be discussed in a detailed and accurate manner in line with our economic situation and facing the current crisis afflicting the country».
Al-Kinani pointed out that "among the points that will be discussed is the issue of deducting employee allocations that we consider a red line, and we will not accept the deductions contained in the budget," adding that "Parliament has no objection to deducting the salaries of the three presidencies and special ranks." Regarding the salaries of employees, Representative Ahmed Al-Saffar explained that "the salaries of state employees will be secured for the end of the entire fiscal year if the budget is approved," noting that "the current financial data is supposed to be insured for the months of January and February of the next year until the general budget is approved." 
He pointed out, in an interview with "Conscious", that "the financial deficit is financed and treated through the abundance achieved in the price of oil and the quantities exported from it, since the exported quantities are usually more than the planned quantities and thus achieve abundance and the estimated price on which the budget is based is lower." Representative Hussein Arab, spoke about the possibility of changing the current dollar exchange rate, while noting that the decision to change it is in the hands of the Finance Ministry.

Arabs said in a televised interview, followed by (Baghdad Today), "We have not discussed the government yet in the parliament about the basis on which the new exchange rate was built," adding that "raising the exchange rate to 1450 dinars against the dollar is surprising because oil prices are on the rise and it is possible that It reduces the size of the financial fortune, and therefore it is not necessary to go towards changing the exchange rate under the pretext of reducing the deficit.

With regard to the trend in covering government expenditures, the MP saw that "raising the exchange rate solves a small part of the deficit problem, and there are alternatives and other better solutions," adding, "We believe that the exchange rate will change once the 2021 budget is discussed in Parliament."

He continued, "I tell the Minister of Finance that raising the dollar exchange rate is illogical, and will cause the market to collapse. What you did will not be merciful to you by history," he said.

Arab confirmed that "the Ministry of Finance is the one who determines the exchange rate, and the Central Bank has nothing to do with that," noting that "all MPs agree not to allow prejudice to the salaries of employees."

Before that, the deputy of the Saeron Alliance, Ali Saadoun, confirmed that Parliament will host the Minister of Finance, Ali Allawi, in its first session next year, to discuss the reasons for raising the dollar exchange rate against the Iraqi dinar.

Saadoun said in an interview singled out (Baghdad Today), "The House of Representatives will host the Minister of Finance in the first session of the Council at the beginning of next year, to discuss the reasons for raising the exchange rate of the dollar against the Iraqi dinar, and its negative effects on many groups of the Iraqi people." He explained, "The Kurdistan delegation agreed on the provisions of the borrowing law, and dialogue is continuing regarding the region's share."

Regarding the elections, Nazem explained that "the government asked the Electoral Commission to sign memoranda of understanding with the authorities," stressing that "the government secured the funds and requirements for conducting the elections."

Regarding the Ministry of Culture, Nazem mentioned that "the Tourism Authority in the Ministry of Culture is a loser and receives its salaries from the budget," noting that "in the previous months, many leaders of the Ministry of Culture were changed due to suspicions of corruption."

And he went on to say that "there are departments that have been created in the Ministry of Culture, which are not necessary," stressing work on structuring the Ministry of Culture, while "we have created a new section in the Ministry that deals with cultural pluralism in Iraq."

He pointed out that "there are grants provided by friendly countries to rebuild important landmarks in Mosul, and we have begun work on rebuilding the Al-Nuri Mosque."

In addition, a member of the Parliamentary Finance Committee, Abd al-Hadi al-Saadawi, stated that “Parliament will open its sessions after the end of the holiday by discussing and studying the draft budget law for 2021,” indicating that “the budget needs time to scrutinize the numbers mentioned in it.”
And that "there is a general trend within the House of Representatives not to cut employee allocations completely," noting that "the employee will bear only income tax and this procedure is in place in most countries of the world."

Al-Marsoumi continued, however, that Iraq is the only country in the world that has resorted to reducing the exchange rate of its national currency as one of the methods of financing the budget deficit, and it is also the only country that has been deducted from the salaries of its employees to pressure public expenditures.
 

And published "Yes Iraq", earlier, the draft budget for 2021 voted on in the Council of Ministers, which arrived in Parliament earlier in the day.

The expenditures included in the general budget for 2021, allocating an amount of (164206006155), one hundred and sixty-four trillion two hundred and six billion and six million, one hundred and fifty-five thousand dinars.

The total deficit planned for the federal public budget for the fiscal year was (71046051671) one thousand dinars (seventy-one trillion and forty-six billion, fifty-one million, six hundred and seventy-one thousand dinars).

According to the tables that came in the budget and received it (Baghdad Today), the deduction will start for someone whose salary is more than 550 thousand dinars, with a deduction rate of up to 5 thousand dinars from his monthly salary as a tax, and 10 thousand dinars are deducted from the salary of the employee who receives 600 thousand dinars, and 25 are deducted One thousand dinars from the salary holder 750 thousand dinars.

Deduction from the aforementioned salaries continues to the higher salaries, as the deduction rate increases all that increases the employee's monthly salary, bringing the deduction to the highest salary in the state, which is 10 million dinars, so that this salary is deducted two million and 700 thousand dinars, so that the net salary is 7 million and 300 thousand dinars.

The government that conducted this fiscal policy to reform the economy, as it puts it, considers that this deduction is a monthly tax on every salary, and the salaries of those who earn 500 thousand dinars or less will not be deducted.
