SULAIMANI — Change Movement (Gorran) Lawmaker Hoshyar Abdulla said on Tuesday (December 22) that the Kurdistan Region is not legally allowed to sell oil directly without returning to Iraq.

Abdulla, who is a member in the Council of Representatives’ Finance Committee said in NRT’s Panorama program, that Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani, who led the KRG negotiating delegation, had said during the meetings in Baghdad that “halting the sale of oil is not in their power and is a historical decision.”

He said that he wished that Talabani “could have talked about the meetings with Iraq’s delegation frankly,” adding that “this time, Qubad Talabani spoke for the whole Iraq and not just for the Kurdistan Region,” referring to his speech in the press conference on Tuesday night.

Abdulla said the Kurdistan Region and Iraq are the same “in corruption and there are no differences” between them.

Talabani said during the press conference that the delegation was able to reach an agreement with the federal government setting the Region’s budget share in the draft 2021 Federal Budget Law at 12.67 percent.

The KRG and the federal government are engaged in a long-running dispute over financial entitlements and oil exports that has only grown deeper as economic conditions have deteriorated because of low oil prices and the coronavirus pandemic.

SULAIMANI — Spokesperson for the Kurdistan Regional Government (KRG) Jotiar Adil said on Wednesday (December 23) that the KRG cannot pay salaries to the Kurdistan Region’s public sector employees for the last two months in 2020 if the federal government does not send the Region’s funds.

During a press conference after a meeting of the KRG Council of Ministers, Adil said that the KRG has called for six months’ worth of salaries from the federal government as the cabinet incumbent Iraqi Prime Minister Kadhimi has sent two funds in seven months since its inauguration in May.

KRG has saved five months’ salaries in 2020 without determining any timeframe for repaying them and has fallen behind in paying other salaries on time and in full, as well as it withheld salaries for several months in the past few years under an austerity scheme.

Al-Khanjar pointed out that "the country needs a serious stand that addresses the issues with courage," noting, "We and other leaders of the blocs had proposals on the economic reform plan presented by the government, and ideas for amending some programs."

Earlier, Iraqi Prime Minister Mustafa Al-Kazemi assured young state employees that the general financial budget for the next year 2021 will not affect their salaries, but rather higher-ranking employees.

Last Monday, the Iraqi Council of Ministers approved the country's financial budget for the next year 2021 in preparation for sending it to Parliament for a vote.

The approval came after an emergency session of the Council of Ministers that lasted for three consecutive days.

The budget estimated the exchange rate of the dinar at 1450 per dollar, according to what was announced by the Central Bank, while the region’s share of it was determined at about 12 percent.

ERBIL, Kurdistan Region  The Kurdistan Regional Government (KRG) called on Wednesday for the United Nations (UN) to join its talks with Baghdad as an observer, according to a KRG statement, following an agreement between the two governments on the federal budget bill for 2021.

The KRG held a cabinet meeting in Erbil on Wednesday to discuss its latest talks with Baghdad over its budget share and entitlements. 

Prime minister Masrour Barzani “called on the United Nations to attend the discussions between the Kurdistan Region and the federal government as a third party, so that the rights and duties of each side are clear,” read the statement from the KRG.

Barzani did not elaborate on whether the KRG has yet directed such a request at the UN.

Jeanine Hennis-Plasschaert, chief of the United Nations Assistance Mission for Iraq (UNAMI), said during a virtual meeting of the UN Security Council on November 24 that “The payment of public civil servants should be shielded from political disputes; they cannot and should not be collectively victimized. A solution is urgent, and political will to find a way out will - once more - prove essential.” 

“It should be clear, however, that a Kurdish region public servant is not only a Kurdish region public servant: she or he is also an Iraqi citizen,” she added.

However, Barzani accused the Iraqi government of using budget issues as "a trump card against the people of Kurdistan Region.” 

Deputy Prime Minister of the Kurdistan Region Qubad Talabani said on Tuesday night that Erbil and Baghdad have reached a deal on Iraq’s Federal Budget Bill for the year 2021. “This budget bill keeps the common interest of all Iraqi people, including the people of Kurdistan Region.”
 
Talabani had been leading a KRG delegation to Baghdad which had met with several officials from the federal government and political leaders in the last two weeks.

Iraq's Council of Ministers voted to approve the Federal Budget Bill for 2021 in a meeting led by Iraqi prime minister Mustafa al-Kadhimi on Monday night.

The budget has been a point of contention between Erbil-Baghdad for several years, especially after the Kurdistan Region's decision to sell its oil through Turkey, and the Islamic State (ISIS) attack on Iraq in 2014.

Struggling to pay its civil servants, Baghdad decided to take out loans from the Central Bank of Iraq to pay its civil servants for the remaining months of 2020. The parliament passed Fiscal Deficit Coverage Bill on November 12. 

The bill passed with a majority vote, despite a walkout staged by Kurdish MPs, who were angered that Erbil would be obliged to hand over an unspecified amount of oil in exchange for funds – a clause they claimed was not in the original bill.

The law allowed the Iraqi government to borrow 12 trillion Iraqi dinars ($10 billion) from the central bank. 

KRG spokesperson Jotiar Adil told reporters on Wednesday that the KRG has shown its readiness to commit to the loans law, adding they have been promised their share. 

“Parliament and the political parties have promised to specify and send the budget share and salaries of the Kurdistan Region’s civil servants from the loans law before the New Year. I hope they implement this promise.” 

The KRG has not been able to pay its civil servants on time and in full for months since the collapse of oil prices, budget cuts by Baghdad, and the spread of coronavirus.

Shafaq News / The Patriotic Union of Kurdistan bloc in the Iraqi Parliament announced on Friday the intention of Kurdistan Region to form a high-ranking political delegation to visit the capital, Baghdad, before the federal budget for 2021 is approved, with the aim of settling financial differences between the two sides.

 

A member of the Union, Faiq Yazidi, told Shafaq News, "The Kurdistan Region continues dialogue with Baghdad and there is convergence of views, and work is currently underway to form a Kurdish political delegation to go to Baghdad before the general budget law is approved in the Iraqi parliament."

 

He added that "there is an agreement between Baghdad and Erbil that the region’s share is 12.60% in the public budget," noting that "there are political parties trying to use this for electoral purposes to reject the agreement and disburse the region's dues."

 

Regarding the region’s financial dues according to the borrowing law, Yazidi pointed out that "the fiscal deficit financing law has only been left for days and it will be completed," stressing that "there is no specific amount or time for Baghdad to send money to Erbil."

 

On Tuesday, the Kurdistan Regional Government’s negotiating delegation to Baghdad announced that it had succeeded in reaching an agreement with the federal government, which led to the latter’s approval to refinance the salaries of employees working in the public sector in the region in accordance with the fiscal deficit (borrowing) law legislated by Parliament in addition to fixing Kurdistan’s share in The federal budget for 2021.

Until this is put into a separate bill, Baghdad and Erbil will be here year after year. The Budget law is only good for one year. Unless this 2021 Budget law is for the three year budget they want to pass. Then it is only good for three years and I cannot see Erbil agreeing to a 3 year fixed rate on oil considering the state of the oil industry.
