On Monday, the Iraqi Council of Ministers approved a draft budget for 2021 worth 150 trillion Iraqi dinars ($ 103 billion), as the country grapples with a severe economic and financial crisis due to low oil prices.

Two government sources said the budget deficit is expected to reach 63 trillion dinars ($ 43 billion).

The two officials added that the 2021 draft budget is based on a global oil price of $ 42 a barrel, and expected crude exports of 3.25 million barrels per day, including 250,000 barrels per day from Iraqi Kurdistan .

But a prominent economic advisor to the government said that despite the approval of the budget, which must be referred to parliament for final approval, disputes between the central government and the Kurdistan Regional Government of Iraq remain unresolved.

He added, "Differences between Baghdad and the Kurdish delegates are still going on regarding Kurdish oil exports and the region's debt. The matter is now very complicated to reach an agreement."

While affected by a decline in revenues, the Central Bank of Iraq increased, on Saturday, the selling price of US dollars to banks and the exchange rate to 1460 dinars from 1182 dinars, seeking to bridge the inflation gap in the 2021 budget after the collapse of global oil prices, which is a major source of Iraq's financial resources.

He said the central bank governor Mustafa Ghalib said in a statement, said that the Ministry of Finance provides the Central Bank of dollars on the basis of a price of 1450 dinars to the dollar.

Iraq has the fourth largest oil reserves in the world, and relies on oil revenues to finance 95 percent of the country's budget.

ERBIL, Kurdistan Region  Iraq's Council of Ministers voted to approve the Federal Budget Bill for 2021 in a meeting led by Iraqi prime minister Mustafa al-Kadhimi on Monday night, Kadhimi's office has announced.

Controversy was sparked when a draft version of the bill leaked last week said that there would be a cut in the salaries of Iraqi civil sector employees, but Iraqi state media reported that Kadhimi had rejected that section of the bill on Sunday.

"The budget bill does not affect the salaries of employees that make up the majority of Iraqi people," Kadhimi said at a press conference soon after the vote. "The targets of this bill are people in higher positions."

"The budget bill includes taxes on senior employees, and protection of employees with low or medium wages," he said. "The bill includes reforms in many fields, and supports industries and agriculture."

"People with a wage of less than 500,000 dinars have not received any cuts, and people with one million dinar wages will only receive a symbolic cut," he said.

"The three presidencies will receive a 40 percent cut in their salaries, and all MPs and ministers will receive a 30 percent cut," labor minister Adel al-Rikabi told press conference attendees.

The bill has received the approval of "the different political parties," Kadhimi added.

Iraq has had an economically woeful 2020, thanks in part to a global crash in the price of oil and the coronavirus pandemic. The country will have a 58 trillion dinar (approximately $48.7 billion) deficit in 2021, according to the leaked draft of the bill.

The bill's approval comes amid the devaluation of the Iraqi dinar by the government on Saturday in a bid to ease the country's liquidity crisis.

On Monday protesters took to Tahrir Square, an epicenter for anti-government protests since October 2019, to voice their disapproval of the devaluation.

Kadhimi told the press conference that Turkey will be providing Iraq with financial assistance to further ease the country's economic woes.

Kadhimi and foreign minister Fuad Hussein visited Turkey last week, but no reference to financial assistance from Ankara was made in the joint press conference between the Iraqi premier and Turkish president Recep Tayyip Erdogan.

"The Turkish government is willing to help Iraq with $5 billion," Kadhimi said.

On the continuing budget dispute between Erbil and Baghdad, Kadhimi said "we are working on resolving our issue with the [Kurdistan] Region soon, God willing," adding that Kurds are also people of Iraq. "We will reach a deal."

Within minutes of the bill's approval by the Council of Ministers, Iraqi Twitter users had the hashtag "Reject_Kadhimi's_BudgetBill" trending.

After Cabinet conference shows political and economic details

Al-Kadhimi said, "The Green Zone rockets attack is a terrorist act, and we will not accept any attack on diplomatic missions in Iraq."

He added, "in this regard, we have arrested suspects, and officials of security forces."

In another context, he said that the 2021 fiscal budget will not affect all the employees’ salaries, but rather only the senior ones.

The PM said that all the political blocs agreed to the budget.

In turn, Minister of Labor Adel Al-Rikabi indicated that 40 percent of the salaries of the three presidencies and 30 percent of the total salaries of MPs and ministers will be deducted according to the 2021 budget.

A table attached to the budget showed details about the taxes imposed on officials and senior employees in the Iraqi state.

Details of what Al-Kazemi said after approving the 2021 budget

Prime Minister Mustafa Al-Kazemi confirmed, on Monday, that the 2021 reform budget takes into consideration the protection and support of vulnerable groups, as part of a comprehensive economic reform project, and in return, the revenues of those with high salaries from politicians and stakeholders will decrease, as it includes reforms in various fields, and will contribute to Supporting the national industry and the agricultural sector .

This came in Al-Kazemi's press conference, which was held this evening, (December 21, 2020), after the 2021 budget was approved. The following are the most prominent things in it as reported by his media office: -

The rockets that fell yesterday hit civilians and private property, and they aimed to create a kind of chaos.

These operations are criminal and cowardly, affecting the name and prestige of Iraq, and they are rejected by the people, the authority, and all reasonable people .

Diplomatic missions protect Iraq within international law, and the state is the one who decides the decision on peace and war, and it is the one who concludes agreements, and any aggression or violation is unacceptable and punishable according to the law .

We carried out arrests last night, seized a number of other missiles and launchers, and prevented us from carrying out a second operation that was being prepared for .

We are working day and night for the stability of the country and the protection of the people, especially the deprived and oppressed groups, and we are working to repair the devastations of previous years that were done by the corrupt and the failures, so that an adventurous group comes and is involved in networks of corruption, murder and kidnapping, to involve the country in new crises and security, economic and political problems .

The budget that we worked on day and night is a reform budget, and it takes into account the protection and support of vulnerable groups, and in return the reduction of the revenues of high-paid politicians and stakeholders, and this is one of the reasons for the media attacks that these people get from the government .

The budget provided protection for the poor, as part of a comprehensive economic reform project, in light of a major global economic crisis afflicting all countries of the world .

The budget included taxes on senior employees, protection of small and medium-sized employees, and included reforms in various fields, and would also contribute to supporting the national industry and the agricultural sector .

What happened regarding the exchange rate is new evidence of the level of political targeting of the government after a great media fuss was raised against it.

For years, the talk has been going on about the corruption of the currency auction, go today to the window of selling the currency, and look at the banking activity, you will find an increase in the deposit in dinars because people trust it, especially after the increase in interest on deposits in Iraqi dinars .

We work to protect economic security and confront the weak-minded who try to manipulate prices, and we reject attempts to manipulate people's feelings .

I instructed the Minister of Interior and the Head of the National Security Agency to take all measures to prevent price manipulation in any way .

Shafaq News / Iraq’ Council of Ministers approved on Monday the 2021 state budget.

The cabinet held special meetings headed by Prime Minister Mustafa Al-Kadhimi and approved the fiscal budget of 2021.

No further details were shared.

A leaked draft of Iraq’s state budget sent Iraqis into a panic on Thursday as it confirmed the government’s intentions to devalue the national currency, the Iraqi dinar, and cut salaries to cope with the impacts of a severe economic crisis.

Discussions about devaluating the Iraqi dinar, which has been pegged to the dollar for decades, have been going on for weeks as the government worked to finalize the 2021 budget. The draft law, which has to go through a parliament vote first, gives an anticipated exchange rate of 1,450 Iraqi dinars for the dollar — a significant drop from the central bank’s current official rate of approximately 1,182 dinars for $1.

Iraq's cabinet approves 2021 draft budget of $103 billion

BAGHDAD (Reuters) -Iraq’s cabinet on Monday approved a 2021 draft budget of 150 trillion Iraqi dinars ($103 billion) as the country wrestles with an economic and financial crisis due to low crude prices.

The budget deficit would be estimated at 63 trillion dinars ($43 billion), two government sources said.

The draft 2021 budget is based on a world oil price of $42 a barrel and expected oil exports of 3.25 million barrels per day (bpd), including 250,000 bpd from the Kurdish region, the officials said.

But despite approval of the budget, which should be referred to parliament for final approval, disputes between the central government and semi-autonomous Kurdish region are still unresolved, a government senior economic advisor said.

“Differences between Baghdad and Kurdish delegates are still persisting over Kurdish oil exports and the region’s debts. It’s too complicated for now to reach an agreement,” said a senior government advisor.

Hit by squeezed revenues, Iraq’s central bank on Saturday increased the sale price of U.S. dollars to banks and currency exchanges to 1,460 dinars, from 1,182 dinars, seeking to close the gap of widened 2021 budget inflation after a collapse in global oil prices, a major source of Iraq’s financial resources.

The finance ministry supplies the central bank with dollars based on a price of 1,450 dinars against the dollar, Central Bank chief Mustafa Ghalib said in a statement.

Iraq has the world’s fourth-largest oil reserves and depends on oil revenues to fund 95 percent of its national budget.

A reading in Al-Kazemi’s speech yesterday ... the prime minister exposes the people with the truth and announces it forcefully: No backing down from reform, no backing from fighting corruption.

Policy  ,   2020/12/22 12:16   ,

Baghdad - Iraq today:

In his press conference that he held after the completion of the discussion and approval of the 2021 reform budget, the Prime Minister put points on the letters as it is said, and declared them explicitly that he is pursuing the approach of political, economic and security reform, whatever the cost of the matter, and that he will not retreat an inch from his plans The obvious in order to restore consideration for the Iraqi state, and to restore order after many years of failure, corruption, accumulation of errors, poor performance, and the accumulation of problems without practical and scientific reviews and solutions.

The observer of this press conference will find that, "Al-Kazemi seemed tougher and stronger than before, and that he is determined to go this far and so on, and is ready to fight the confrontation to the end, with the forces of the state, the forces of the sublime, and the outlaw groups that want the legitimate state to share its decision." In war and peace, and to position itself as a substitute for the people, its parliament, and the government emanating from it. "

The man was speaking with all sincerity and clarity, and he did not relish behind sparkling slogans, nor did I use populist rhetoric for the purpose of gain, but rather highlighted the problem, defined the problem to people, clarified the hidden, and linked the results to those reasons that are deeply rooted. ”

He said very clearly, I will not allow anyone to To exercise state duties, undermine the country's reputation, and dismantle its deep strategic partnerships, under any name, and no one has the power to decide war and peace, except for the government, and it is absolutely impermissible for a party to rebel against this approach, promising unprecedented measures, amid popular support for this firmness in confrontation This unexplained breakdown.

In the hot hour issue, the prime minister was also very frank, and said what everyone should have heard from a long time ago, economic reform is a belated necessity, and a pure vision in order to save the country from the accumulation of its debts and the unjust dissipation of its financial wealth, and that "no one is harmed by the policies of Economic reform is nothing but the corrupt, who will lose their benefits, stolen from the livelihood of the Iraqi people, while the poor and middle classes will gain more opportunities for development, construction and active participation in the government's plans to advance the sectors of agriculture and industry.

The Prime Minister also promised not to prejudice the sustenance and salaries of these classes. Rather, he promised that the public treasury would contribute more financial contributions in order to support the vulnerable segments, and increase the standardized and systematic government support, and ensure that it reached them, while the impact on the middle class will be very limited, and it will have an impact as well. In the recovery of the economy, which is clearly exhausted due to wrong policies that were not based on a real vision for building a real economy. ”

Al-Kazemi at this conference summarized what everyone has been waiting for for 17 years, as everyone knew that continuing with electoral policies, and going after the processes of squandering wealth, the results of which would be disastrous Everyone must, and there must be a man who repairs the decline before reaching the bottom, as it is not possible to return the locomotive to the back, and he has found the man at the right time and is now embarking on his reform approach supported by a clear public desire for the rescue of Iraq.

The financial advisor to the Iraqi prime minister expects an increase in oil prices to $ 65

The financial advisor to the Iraqi prime minister expects an increase in oil prices to $ 65
Iraqi oil

Mubasher: The financial advisor to the Iraqi prime minister, Mazhar Muhammad Salih, predicted today, Tuesday, that oil prices will rise to $ 65, indicating that this rise will transform the 2021 budget deficit from an actual one into a hypothetical deficit .

Saleh said, according to the Iraqi News Agency (INA): The strategic analysis centers in the world expected oil to reach levels similar to average crude prices in 2019, at $ 65 or more per barrel.

Saleh added that these possibilities came as a result of the return of global economic activity and improvement in economic growth rates, especially the activity of the strong economic machinery of the group of countries with emerging markets that reap about 40% of the growth in the world, including China, India, Korea and others.

He pointed out that the development of the degree of openness in the global economy maximizes the sustainable demand for crude oil in the energy market, especially for transport purposes, which constitutes 70% of the global demand for oil products.

The financial advisor to the prime minister pointed out that the rise in oil will transform the planned deficit in the draft budget of 2021 from an actual deficit into a hypothetical deficit, which could be financed from oil rents and price escalation.

Saleh explained that if the optimistic price expectations are achieved in the crude oil markets, the return of which constitutes 92% of the general budget revenues in Iraq, the financing of the deficit will change from borrowing to the availability of automatic financing from the oil financial buffer of Iraq, which means a reduction in the actual deficit or fading, it becomes a virtual phenomenon rather than a real phenomenon.

And Abizaid: "Everything is possible in the world of economics, and that visibility in the global economy will reach its extent at the end of the first quarter of 2021."

If the cbi doesn't take a quick and serious step immediately ( no more delay and no more BS ) to increase the dinar to at least the previous rate 1190 before the condition will get worse and worse and out of control. And,the worst thing that could happen is a coup to take down the government of iraq and there is a riot and demonstration everywhere , and lastly the iqd rate will go down the toilet. And this is not what iraqi citizens want it.   Hopefully, this is not happening.

Let's take a step back for a bit. Do some yoga, snort some Xanax, or whatever calms you down.

We're going to be just fine. Have they said the 1450 rate is permanent? Is there any evidence that points to this rate as their endgame?

For years they've been talking about the project to delete the zeroes. For the past year they've shown images of a new currency. The white papers were written with the purpose to restore purchasing power. Would all that effort go out the window because of 8 months of a down oil market?

A reinstatement is a complicated process. It may occur in multiple steps that don't seem to make sense at the time. If there's anything we've learned from this investment, it's that it requires patience. There is not a historical road map that tells us what to expect, not even Kuwait's RV.

Regarding the xe price being 1190, it's because that's the price of their current supply. It doesn't work like the US fed interest rate where it changes automatically on the retail side. They have to sell their current supply before they mark down to 1450.

Let's not panic. Be reassured because of the movement we're seeing. It hasn't happened in many years. Something is cooking, and we should expect more significant developments very soon.
