ERBIL — After ten days of non-stop negotiations with the federal government and political factions in Baghdad, the Kurdistan Regional Government (KRG) negotiating team has not yet reached any concrete agreement, but it is optimistic about one, head of the delegation, Deputy Prime Minister Qubad Talabani, said.

SULAIMANI — Iraq’s Minister of Finance Ali Allawi said on Saturday (December 19) the Kurdistan Regional Government (KRG) and the federal government has reached an agreement on the 2021 budget, with the KRG delegation currently in Baghdad.

Allawi said during a televised interview with al-Arabiya that the federal government is discussing the stipends of 2019 and 2020 with the KRG delegation, without giving further information on the recent agreement. 

The delegation has been in Baghdad since last week.

Tensions between the two governments came to a head in April when Baghdad cut off all funding to the KRG following Erbil’s fifteen-month refusal to send oil to the federal government as it was required to under the 2019 Federal Budget Law.

Regarding the increase in dollars’ value in the country, Allawi said that $1 has been set at 1,450 Iraqi dinars in draft 2021 budget bill. 

He added that the meeting of the federal Council of Ministers for voting on the 2021 budget bill has been postponed for Sunday.

ERBIL, Kurdistan Region — Baghdad has come to an agreement with the Kurdistan Regional Government (KRG) regarding the 2021 draft budget bill, Iraq’s finance minister announced on Saturday.

"The ministry reached an agreement with Kurdistan on the 2021 budget, and the present delegation is discussing its allocations for the year 2020," Ali Allawi told state media on Saturday. 

The Kurdistan Region’s allocation of the federal budget has been a sight of contention with Baghdad. Iraq has not sent the autonomous region money for several months of 2020, preventing the KRG from paying the salaries of its public servants.

Allawi also revealed that "the [draft] budget may reach parliament within a week."

Several delegations have visited Baghdad this year in attempts to settle the prolonged dispute. The latest delegation, led by Deputy Prime Minister Qubad Talabani, left for the Iraqi capital on December 16.

Talabani has said that the Kurdish delegation in Baghdad will not return to Erbil until a deal is reached with the federal government. 

The already-existing budget dispute between the two governments was further complicated on November 12 when Iraqi MPs passed the Fiscal Deficit Coverage Bill to approve loans for civil servant salaries in Iraq and the Kurdistan Region for the last two months of this year.

The bill passed with a majority vote, despite a walk-out staged by Kurdish MPs, who were angered that Erbil is obliged to hand over an unspecified amount of oil in exchange for funds- a clause they say was not in the original bill.

KRG officials have expressed their disapproval of the deal, but said they would comply with it. 

The KRG has struggled to pay its civil servants in full and on time for five years, due to the war against the Islamic State (ISIS), economic mismanagement and crisis, disputes with Baghdad, as well as a drop in oil prices.

Iraq is also struggling to pay its civil servants as the country has plunged deeper into an economic crisis caused by low oil prices, delaying public sector salaries and causing frustration among civil servants.

Angry over months-long delays in receiving their salaries, civil servants and their supporters staged large protests in the Kurdistan Region’s city of Sulaimani, beginning on December 2. The demonstrations quickly spread to other areas of the province, Halabja province, as well as the Garmiyan and Rasparin administrations. Security forces were deployed in large numbers and used tear gas, live and rubber bullets, and water cannons to end the protests. 

Eleven people have been killed during clashes between security forces and protestors, including a Peshmerga who died of a stroke.

The Iraqi finance minister announced the news after extensive negotiations in Baghdad with a KRG delegation headed by Deputy Prime Minister Qubad Talabani.

“The delegation is currently discussing its allocations for the year 2020,” Allawi said in a statement. He added further that the Iraqi parliament might discuss the draft budget next week.

In mid-November, the Iraqi parliament passed a budget deficit law with a majority of its members. Kurdistan Region lawmakers boycotted the session over disagreements about a clause they described as “unfair” for the autonomous region’s share in the federal budget.

The controversial law stipulates handing over the region’s oil and non-oil revenues to the federal government. Qubad Talabani indicated that the regional government was ready to abide by this condition.

Oil and budget have been the major source of dispute between the central government and KRG since the region began to export its oil independently despite Baghdad’s opposition.

Due to Baghdad’s refusal to release funds allotted for the payment of salaries of the autonomous region’s employees, the Kurdistan Region has suffered a severe economic crisis amid the COVID-19 pandemic. This led to protests in the Sulaimani province that ended last week.

In early December, the KRG announced it had borrowed 205 million dollars to pay the salaries of the autonomous region’s employees.

Kirk H. Sowell, the principal of Middle East-focused political risk firm Utica Risk Services, told Kurdistan 24 that is unlikely the latest deal will resolve the disputes between Baghdad and Erbil.

“The Iraqi Parliament recently amended the borrowing law to take a very strong stand against independent KRG exports, and it will be up to MPs whether to reject or amend this,” he said.

“And the budget is one of those laws where it has wide latitude to amend, and so they could change it completely, as they did with the borrowing law. So while this news is notable, I’d not make too much of it. It means nothing from a legal standpoint without parliament’s approval.”

Sowelll noted that if the Iraqi parliament approves the deal and the KRG complies with it, the agreement could be a meaningful step forward. He also explained that Baghdad, under former prime minister Adil Abdul Mahdi—who resigned amid unprecedented nationwide protests in late 2019—, made “half-payments” to KRG but then completely cut them off starting early 2020.

However, under Kadhimi, who came into office in May, the federal government has made payments to the KRG “every other month.”

Iraqi Currency Devalued

The Iraqi finance minister also announced today that the government was taking steps to devalue the currency, raising the exchange rate from one US dollar to about 1,450 Iraqi dinars.

Another Iraq analyst, the author of the Musings on Iraq blog Joel Wing, told Kurdistan 24 that the “draft 2021 budget relies upon monetary policy (devaluing the dinar) rather than the spending cuts the Al-Kadhimi government talked about in its White Paper on economic reform.”

Iraq’s economy, and indeed that of the Kurdistan Region, has suffered in recent years due to the global fall in oil prices, the war against the so-called Islamic State, and now the COVID-19 pandemic.

“It (Iraq) still has a huge budget deficit and relies upon some questionable predictions about revenues,” Wing added. “So it’s likely Baghdad will still have problems paying its bills and salaries next year.”

It was also agreed to cooperate to overcome all the obstacles that the network’s offices face in the provinces of the region while organizing political and media workshops in Kurdistan. For his part, Talabani expressed his admiration for the work of the network and the effectiveness of the Board of Trustees in monitoring the performance of the state media, and directing the speech to all Iraqis in the service of the democratic process.

Iraq, Kurdistan Region reach deal on 2021 draft budget,

Iraq’s finance minister Ali Allawi on Saturday announced an agreement with the Kurdistan Regional Government (KRG) on the 2021 draft budget bill. However, experts say the Iraqi parliament will make the final decision on the dispute.

The Iraqi finance minister announced the news after extensive negotiations in Baghdad with a KRG delegation headed by Deputy Prime Minister Qubad Talabani.

“The delegation is currently discussing its allocations for the year 2020,” Allawi said in a statement. He added further that the Iraqi parliament might discuss the draft budget next week.

In mid-November, the Iraqi parliament passed a budget deficit law with a majority of its members. Kurdistan Region lawmakers boycotted the session over disagreements about a clause they described as “unfair” for the autonomous region’s share in the federal budget.

The controversial law stipulates handing over the region’s oil and non-oil revenues to the federal government. Qubad Talabani indicated that the regional government was ready to abide by this condition.

Oil and budget have been the major source of dispute between the central government and KRG since the region began to export its oil independently despite Baghdad’s opposition.

Due to Baghdad’s refusal to release funds allotted for the payment of salaries of the autonomous region’s employees, the Kurdistan Region has suffered a severe economic crisis amid the COVID-19 pandemic. This led to protests in the Sulaimani province that ended last week.

In early December, the KRG announced it had borrowed 205 million dollars to pay the salaries of the autonomous region’s employees.

Kirk H. Sowell, the principal of Middle East-focused political risk firm Utica Risk Services, told Kurdistan 24 that is unlikely the latest deal will resolve the disputes between Baghdad and Erbil.

“The Iraqi Parliament recently amended the borrowing law to take a very strong stand against independent KRG exports, and it will be up to MPs whether to reject or amend this,” he said.

“And the budget is one of those laws where it has wide latitude to amend, and so they could change it completely, as they did with the borrowing law. So while this news is notable, I’d not make too much of it. It means nothing from a legal standpoint without parliament’s approval.”

Sowelll noted that if the Iraqi parliament approves the deal and the KRG complies with it, the agreement could be a meaningful step forward. He also explained that Baghdad, under former prime minister Adil Abdul Mahdi—who resigned amid unprecedented nationwide protests in late 2019—, made “half-payments” to KRG but then completely cut them off starting early 2020.

Erbil and Baghdad Reach Agreement on 2021 Budget Bill: Minister

The minister spoke to reporters from Baghdad after days of extensive dialogue with a KRG delegation in the capital.

The KRG has dispatched a high-level delegation to Baghdad where they have been negotiating a solution to the prolonged disputes between Erbil and Baghdad over budget and oil.

Head of the KRG delegation, Deputy Prime Minister Qubad Talabani, said on Friday that they were optimistic about an agreement with the federal government.

It is noteworthy that the negotiating delegation of the Kurdistan region, headed by the deputy head of the regional government, Qubad Talabani, has been in Baghdad for 12 days, in order to reach a solution to disputes over the region's dues and salaries, and the two oil and ports files.
