IMPORTANT MILITARY MOVEMENT.; DFPARTURE OF UNITED STATES TROOPS FOF FLORIDA. AFFAIRS OF THE NATION. Montgomery Correspondence of the Mercury.

On Wednesday, orders were were issued from the head-quarters of the army, in this City, directing Major HOLMES to prepare three Companies of United States soldiers for the Florida Forts, Capt. MEIGGS, who recently arrived from Fort Taylor at Fort Jefferson, having expressed a desire for reinforcements to work the extra ordnance brought by him to the latter place. The Government had already chartered the steamer Daniel Webster to convey the troops, who embarked yesterday afternoon, in charge of three commissioned tile territory uncultivated in Texas, and may have are long the silver mines of Arizona, and the teeming States of Mexico, to populate and reduce to agricultural productiveness -- it seems to us shortsighted, weak and sentimental to preclude forever, by fundamental enactment, the adoption of a policy that may become essential to our appropriate growth and expansion, and to our successful competition with the hypocritical notions of Europe.

 

But the Constitution as adopted, is only provisional and temporary, and may, therefore, be excusable on that account. We hope the permanent Government will he made and established speedily, and without reference to anything going on outside of the Confederate States. These have complete success within their grasp, if they will only act fearlessly and with the confidence of men who are competent to control their destinies. Too great a deference and delay for the Border States still in the Union, will only encourage their dilatoriness and prolong their stay. Let the Confederate States but perform their duty, and their whole duty to themselves irrespective of the owners, and we will answer for the result in a final Confederacy of all the Slave States.

 

MONTGOMERY, Sunday, Feb. 10, 1861.

The Provisional Constitution being disposed of, I understand that yesterday a Committee was raised, of two from each State, to frame and report a permanent Constitution for the Confederacy. The members of this, Committee from your State, I learn, are Mr. RHETT and Mr. CHESNUT. Not much was done in the Provisional Constitution by way of improvement on the abandoned United -- States Constitution. The taxing power seems as vague as in the United States Constitution; whilst there is an implied stigma on the institution of Slavery, by going beyond the Constitution of the United States, which only authorized Congress, after a certain time, to prohibit the African Slave-trade; whereas, it is prohibited in the Provisional Constitution itself. All debates on the Constitution being secret, the course of your delegation is unknown, but the Conventions of Alabama and Georgia both instructed their delegates to prohibit it in the Constitution. I suppose it to be a beg to the frontier States, which is about as respectable as the present course of those States, who are begging the Abolitionists. So far, the Abolitionists have shown most decidedly the highest and most consistent spirit in vindicating their positions and principles. As the Congress has adopted all the nine volumes of the United States laws, tariff and all, I do not see what is to keep the Congress long here. If there is to be no war, they can certainly rise by the 4th of March, and by that time this fact will be known, if it is to exist. I believe it will not exist. If the frontier States do not join us, and join their Northern confederates, they will control them, and then there will be no war; and if they join us there will be no war. In either event, therefore, there will be no war. War from Fort Sumter, since Col. HAYNE'S return is followed by no action, is here considered as pact hoping for. Fighting in South Carolina is confined to the Poet's Corner in the Mercury -- that is what an Alabamian said to me to-day.

Good point really......a time of concern for US security is always during the transition of office... 

This year more than ever the uncertainty could possibly lead to problems...

 

Recall the last year of Carter and the Iran hostages..... America was perceived to be weak....RR was elected and said if the hostages weren't freed before he was sworn in there would be Hell to pay....they were released..

 

Trump stays....Iran will cave to his pressure.....

Biden gets in.......well....the 1st caravan is already forming in Honduras....

 

Transition in Government...Local, State, Federal.....all seats.....is always a good time to be watchful of our enemies......both foreign and domestic....

The United States has always positioned troops to defend her borders during times of transition. Due to the nature of this election and how divisive the United States has become (don't care who started it or to blame anyone side at this time) it comes down to a little bit more paranoia in such transitional periods. However, the paranoia is not without its merits because the security of the USA appears at its most vulnerable to foreign players and they believe it would be the best time to attack the USA. But what they don't know is that just because the CiC changes doesn't mean everything else does. The biggest mistake a foreign entity can make is to attack the US during its transition period.

By the way, I've been following this story for quite some time now. We usually have some 200 military flight opps overhead in the U.S. a day, but for some time now we're flying upwards of 800 to 900. We even have a nuclear armed B-52H flying off the east coast of Canada. 

So much for China sending troops in that way.

I've seen a few explanations from more than one source that seem reasonable.  Of course it is just an interpretation, but I trust their learned interpretation over your opinion.
