Before this meeting, the Kurdish delegation held a meeting with the political body of the Sadrist movement in Baghdad, during which the head of the political body of the Sadrist movement, Nassar al-Rubaie, confirmed that the wealth of Iraq belongs to all Iraqis, and expressed its support for a legal and constitutional solution to the problems between Baghdad and the region in a way that guarantees the public interest of all. 
Since last Wednesday, a delegation from the Kurdistan region headed by its deputy prime minister, Qubad Talabani, has visited Baghdad, and held a meeting with the ministers of finance and oil, the Iraqi national security advisor and the parliamentary committee charged with resolving disputes between Baghdad 
And Erbil.
These negotiation meetings come at a time when protests continue in Sulaymaniyah Governorate, which were met by regional forces using excessive violence, and a number of protesters were killed.

A few days ago, large numbers of Kurdish employees took part in a demonstration in the city of Sulaymaniyah, which is under the authority of the "Patriotic Union of Kurdistan" party, to protest the delay in their salaries and the postponement of school attendance, calling on the regional government to agree with its federal counterpart to hand over oil imports and customs.

The protesters also criticized the Kurdistan Democratic Party and the Patriotic Union of Kurdistan, which controls the Sulaymaniyah region.

SULAIMANI — As difficult budget negotiations between Erbil and Baghdad continue, Fatah Alliance lawmaker Thamer Theban said on Sunday (December 13) that any agreement between the federal government and the Kurdistan Regional Government (KRG) that does not adhere to the terms of laws passed by the Council of Representatives will be dismissed as not binding.

An agreement with the Region outside legislative authority without handing over revenue from oil and border crossings to the federal government cannot be accepted in absolute terms,” said Theban, a member of the Council of Representative’s Finance Committee.

He added that his committee would reject as “void” any funding agreement with Erbil that does not follow the recently passed Fiscal Deficit Financing Law, which has been criticized by prominent figures within the Kurdistan Region.

The law authorizes the federal government to borrow 12 trillion Iraqi dinars ($10 billion) from domestic and foreign sources in order to pay public sector salaries and other expenses during the final three months of 2020.

During the vote on the legislation, the Region’s major parties abstained from the vote, saying that Region’s share was not sufficient to meet its needs.

Theban’s statement follows a warning by First Deputy Speaker Hassan al-Kaabi said that any agreement that contradicted the provisions of the deficit law would be not be acceptable.

Member of the federal finance Committee Faisal Al-Issawi said on Saturday that Baghdad would send 320 billion dinars ($269 million) to the KRG within two days.

On Saturday, Prime Minister Mustafa al-Kadhimi and Speaker of the Council of Representatives Muhammed al-Halbusi met in Baghdad with a KRG delegation led by KRG Deputy Prime Minister Qubad Talabani.

Talabani’s spokesperson Samir Hawrami told state-run Iraqi News Agency (INA) that the KRG delegation will meet on Sunday with the federal finance and oil ministries and state oil marketer SOMO to determine the amount of oil that the KRG will export and total non-oil imports.

“The Region’s [budget] share will be determined in accordance with the provisions of the Fiscal Deficit Financing Law approved by the Council of Representatives,” Hawrami added.

In April, the federal government cut off all budget transfers to the KRG after the latter failed to send any of the 250,000 barrels of oil per day that it is required to under the 2019 Federal Budget Law.

The decisions placed a heavy burden on the cash-strapped KRG, which proved unable pay its civil servants on time and full.

The two sides reached a temporary agreement in early August where Baghdad would send 320 billion Iraqi dinars ($269 million) to Erbil, in return for bringing customs procedures at the Region’s international border crossings under federal control.

In early December, the KRG paid public servants the salary that it planned to distribute in October, upon which it imposed a twenty-one percent cut.

The KRG’s handling of the economy has promptedmajor protests in Sulaimani governorate this month, adding pressure on Erbil to secure a deal that would increase funding transfers from Baghdad.

ERBIL — The high-level delegation of the Kurdistan Regional Government (KRG) is set to meet with Iraqi ministers of finance and oil to discuss a solution to their oil and budgetary disputes.

Led by Kurdistan Region Deputy Prime Minister Qubad Talabani, the Kurdish delegation is in Baghdad since last Thursday in pursuit of a settlement to the financial disagreements between Erbil and Baghdad.

Samir Hawrami, a spokesperson for Talabani’s office, told Kurdistan 24 that the delegation will also meet with officials from Iraq’s State Organization for Marketing of Oil (SOMO).

Despite the fact that the Iraqi factions at the parliament passed the budget deficit law last month without the Kurds, the KRG has agreed to fully comply with the law in order to show goodwill in its negotiations with Baghdad, and leave no excuses for the federal government.

A member of the Kurdistan Democratic Party, Repin Salam, confirmed that the President of the Kurdistan Region, Nechirvan Barzani, will visit Baghdad on Monday to sign a comprehensive oil agreement with the federal government.

Salam said in a press statement, today, Sunday, that the agreement will stipulate the delivery of 460,000 barrels of oil per day to the region, in exchange for Baghdad handing over the region's share of the budget and the salaries of employees.

 
 

The Iraqi Oil Minister, Ihssan Abdul Jabbar, revealed in a previous interview with Al-Arabiya TV that his country's targets for production capacity had changed from 7 million barrels per day in 2025 to 8 million barrels per day in 2027.

The minister attributed this change in the targets to the financing market conditions and the repercussions of Corona. The Iraqi Oil Minister added that the Covid 19 pandemic has changed oil and gas production strategies and targets.

Oil prices rose, supported by the introduction of an anti-Covid-19 vaccine, which could stimulate a recovery in fuel demand, despite a large increase in US crude stocks.

On a weekly basis, Brent increased 1.5% and West Texas Intermediate rose 1%. It was the sixth consecutive weekly increase for the first time since June.

The Parliamentary Finance Committee confirmed that the federal government did not send any money to the Kurdistan region outside the framework of the Fiscal Deficit Law.

"The federal government did not send any sums to the Kurdistan region outside the framework of the fiscal deficit financing law voted on in Parliament," said Adnan Al-Zarfi, a member of the committee, in an interview broadcast on state television and followed by Al-Iqtisad News.

He added: "The regional government is obligated according to the law to pay the exported oil revenues of 460 thousand barrels from the outlets in the Kurdistan region, as well as the revenues of the ports," stressing that "the region's dues are conditional upon payment after Erbil's commitment to hand over the revenues to Baghdad."

The village of Balkana belongs to the Sarkran district, west of the city of Kirkuk, and it was inhabited by 56 families before the events of October 16, 2017. In addition, 11 expatriate families settled in the village.
