The delegation of the Kurdistan region conducted "difficult" negotiations regarding the salary crisis, due to the federal government's adherence to the fiscal deficit law, which, in its seventh article, stipulates the obligation to pay the payment of exported oil and revenues that are not Oil. 
The media advisor to the head of the Kurdistan Democratic Party, Kifah Mahmoud, told Al-Sabah that the delegation of the Kurdistan region held “difficult” negotiation discussions during the meetings it held in Baghdad with the prime ministers and parliament, the ministers of oil and finance, and representatives of the oil marketing company “SOMO”.
Mahmoud revealed that the conclusion of the talks had reached "understandings" for a new agreement, to be signed, according to protocol contexts, in the presence of the President of the Kurdistan region with the federal government.
Pointing out that the new agreement relied on its predecessor, which was signed in 2019 with some development, which placed points on most of the problematic letters related to the region’s share, which would stipulate the region’s delivery of 460,000 barrels of oil per day in exchange for Baghdad’s handing over of the region’s share of the budget and employees ’salaries.
The data indicate that this agreement may intersect with the region’s agreement with Turkey, known as the "50-year agreement" because it includes the inability of the regional government to dispose of crude oil, and it is allowed to dispose of the proceeds only.
On the other hand, the Patriotic Union of Kurdistan (PUK) denied what was rumored about the collapse of the ongoing talks between Baghdad and Erbil, and the return of the Kurdish delegation to the Kurdistan region without achieving any results, revealing another Kurdish delegation that will visit Baghdad after the end of the current negotiations.
The Deputy Speaker of Parliament, Bashir Al-Haddad, also confirmed that the Kurdistan region has shown full readiness to implement its constitutional obligations towards the federal government, indicating that negotiations between Baghdad and Erbil have led to a good rapprochement to resolve differences.
Al-Haddad stressed the importance of intensifying discussions and dialogues in order to resolve issues and issues in order to reach common understandings, converge visions on pending issues and overcome differences in this difficult stage, which requires everyone to make more efforts, efforts and joint cooperation.
Al-Haddad added that "negotiations are continuing, and the two parties are very close to the agreement and mutual understanding, and we hope to reach practical solutions within the framework of a fair agreement between Erbil and Baghdad that is in the supreme national interest, and the two parties are obligated to implement its provisions."

IMO they are agreeing on a 3 year budget with expectation from both sides, obligation's to all of the region. The displaced, salaries, the Special Needs Folks, the security, border crossing, Govern agency so much more, the list could go on and on, tying to combine 2 governments, without havoc. Dang the flag issue years ago was a problem. Just as they say the Oil is the wealth of the people. That everybody, doesn't matter, ensure the representation of minorities and the rights of nationalities in the preamble to the constitution,. They keep stating according to the constitution. (the way it worded) Well that highlighted parts go back when all these articles state according to the constitution. The HCL Oil and Gas Law need another reading in Parliament, which IMO the Amendments to the Constitution would take place prior to reading the Oil and Gas Law. But then again it Iraq, you never know..

, Head of State of Law Coalition, Nouri al-Maliki, received the Kurdistan Regional Government delegation headed by Qabbad Talabani, today, Monday, calling for intensifying efforts, dialogues and resolving the problems existing between Baghdad and Erbil.

A statement of his office, a copy of which was received by "Al-Nur News", stated that "during the meeting, developments in the political and security situations in Iraq and the region were discussed, as well as the relationship between the federal government and the region."

Al-Maliki stressed, "the need to solve the problems existing between Baghdad and Erbil, apply the principles of the constitution without being selective by any party, and achieve the interests of the Iraqi people everywhere," expressing his "solidarity with the demands of the Kurdish people that are consistent with the legal and constitutional contexts."

The head of the State of Law coalition called on the political forces to "intensify efforts and dialogues in order to agree on the approval of the law on the distribution of natural wealth in the House of Representatives."

Last Saturday, Prime Minister Mustafa Al-Kazemi and Parliament Speaker Muhammad al-Halbousi discussed with the negotiating delegation for the Kurdistan Region headed by the Deputy Prime Minister of the region, Qubad Talabani, the mechanisms for implementing the fiscal deficit law "in a manner that takes into account justice in the distribution of financial allocations to all regions of Iraq."
Since last Wednesday, a delegation from the Kurdistan Region headed by the Deputy Prime Minister, Qubad Talabani, has visited Baghdad.

Member of Parliament, Alaa Talabani, said that the Kurdistan Regional Government is ready to implement the fiscal deficit bridging law recently voted by the parliament.

She added that the Kurdish delegation is in Baghdad, in order to implement Article Seven of Saad’s Financial Deficit Law, as the region will grant the amount of oil agreed upon with SOMO as well as half of the non-oil revenues.

And she stressed that it requires the region to solve the problems with Baghdad to overcome the current and future crisis that will arise after the implementation of the 2021 budget.

Shafaq News / The head of the Agriculture Committee in the Parliament of Kurdistan Region, Abdul Sattar Majeed, announced on Tuesday that the Iraqi Ministry of Trade has pledged to send financial dues to the region's farmers for marketing the wheat for a period of three years.

 

Majeed said in a press conference held today, after a visit with a delegation to Baghdad, that in order to follow up the financial dues of farmers for marketing wheat for the years 2014, 2015 and 2016, we held a meeting with the President of the Republic, the Ministers of Agriculture and Trade, the Speaker of Parliament, and his deputy.

 

And he added, "We have reached an agreement with the Minister of Trade that it is necessary to send farmers' dues, and the latter has pledged to send half of the sums and what is left of them will be paid in installments within a maximum period of 3 months."

ERBIL - The Iraqi federal government reaffirmed on Tuesday that the Kurdistan Regional Government (KRG) remained committed to the the Fiscal Deficit Financing Law.

Hassan Nazim, a spokesperson for the Iraqi government, said in a statement that the agreement between Erbil and Baghdad is also included in the draft general budget law for 2021.

He further noted that the deficit law will be "an umbrella for all agreements [between Erbil and Baghdad]."

Although the Iraqi parliament approved the Deficit Law without the presence of the Kurdish representatives, the KRG has reiterated its commitment to the law in the efforts to resolve its issues with the federal government, including its share from the federal budget.

A member of the committee, Representative Jamal Cougar, said, "The dialogues between the federal government and the Kurdistan region regarding the oil file are still going on, and we hear through the media about an introduction that has taken place in many aspects."
Cougar added, in an interview with "The New Morning", that the two sides have two options, the first is for the region to deliver 250 thousand barrels per day with half of the other resources.
He pointed out that "the second option is for the region to hand over all the oil, provided that the government takes responsibility for the consequences for that."
Cougar pointed out, that "obligating the region to hand over all of the oil, the federal government will sign obligations from the exploration process, through extraction, to selling."
"The federal government wants the second option, which we find is the best, and this has been legislated in the Deficit Financing Act recently voted upon in the House of Representatives," Cougar said.
He stressed, "The full delivery of oil, and the implementation of the government's duties, will lead to a radical solution to the oil file crisis, as this contributes to settling disputes with companies operating in the Kurdistan region as well."
Cougar explained, "The federal government, according to the proposed vision, will have the right to negotiate again with companies operating in the Kurdistan region and are working to find new agreements commensurate with the public interest,"
and indicated that "the companies that entered the Kurdistan region in 2014 were not approved by the federal government." It concluded partnership contracts, and this is contrary to the national law of the country.
Cougar concluded, "the possibility of modifying those contracts through new negotiations and converting them into service contracts, as is the case in the southern provinces."
For his part, another member of the committee, MP Abd al-Hadi al-Saadawi, stated in a statement to “The New Morning”, that “the Kurdistan region has become obligated to hand over all of its oil to the federal government in accordance with the law that finances the financial deficit.”
And Saadawi continued, "The negotiations with the Kurdistan region through delegations are continuing, and we hope that an agreement will not be concluded contrary to the law."
He stated, "The constitution charts the nature of the relationship between the federal government and the Kurdistan region, as well as the issue of oil wealth as the property of the people and no party can monopolize it and does not adhere to the state's general policy."
It is noteworthy that the Kurdistan region has sent a high-level government delegation to negotiate the budget, in conjunction with the outbreak of massive demonstrations in Sulaymaniyah to demand the handover of salaries of employees, which resulted in a number of casualties.

Majeed expressed his hope that the Ministry of Trade would commit With the promises that it made to the farmers in the region, calling for buying wheat and barley from farmers in the region and not buying them from international markets and continuing to support farmers and farmers in the region.
He considered what is happening in Kirkuk in terms of an attempt to evict some residents of some villages and to house Arab expatriates in their place as a new type of Arabization, and the federal government must prevent the continuation of such practices.

In an interview received by Al-Masalla, Ali said that there are technical and partial matters that are still being discussed, and that the Kurdistan Regional Government’s delegation will hold a meeting today, which includes the Presidency of Parliament, heads of political blocs, and members of the Finance Committee for the purpose of understanding with them on the contents of discussions and agreements with the government Federal.

He added that the regional government delegation is trying to reach an understanding with the heads of the blocs and members of the Finance Committee before the comprehensive signing, to ensure that the agreement is passed under the dome of Parliament.

He pointed out that the regional government and its delegation have shown full readiness to hand over the entire oil amounting to 460 thousand, and there is no problem about the matter.

ERBIL - A high-level delegation of the Kurdistan Regional Government (KRG) visited the Iraqi parliament on Wednesday to brief the lawmakers on the latest developments in regards with the negotiations between Erbil and Baghdad.

The KRG delegation, led by Deputy Prime Minister Qubad Talabani, met with Parliament Speaker Mohammed al-Halbousi, his two deputies, as well as the heads of relevant committees at the legislature’s Constitution Hall to discuss the "outstanding issues between the two governments," a KRG statement explained.

Talabani reaffirmed that the KRG remains committed to finding a peaceful solution to the disagreements, including the implementation of the Fiscal Deficit Law, noting that Erbil "is prepared to fulfill its duties and obligations in accordance with the law."

"He also urged the Iraqi Parliament to assist with the implementation of the Fiscal Deficit Bill, and preserving the constitutional rights and financial entitlements of the people of the Kurdistan Region," the statement added.

In return, Parliament Speaker Halbousi reiterated his support for a "comprehensive solution" to the remaining disputes between the KRG and federal government, which he believes requires commitment from both sides to respect the law.

"The meeting was arranged at the request of Deputy Prime Minister Talabani to allow both sides to exchange their views on proposed solutions to outstanding disagreements," the statement concluded.
