He added, "Baghdad wants to take a lot of us and give us a little, as well as there are attempts to thwart the agreement with it."


It is noteworthy that the member of the Kurdistan Democratic Party, Repin Rasul revealed, yesterday, Sunday (December 13, 2020) the expected arrival of the President of the region, Nechirvan Barzani, today, to Baghdad for talks with the parties and political blocs, as well as his presence in the signing ceremony of the agreement between Baghdad and Erbil 

on salaries and oil.

The village of Balkana belongs to the Sarkran district, west of the city of Kirkuk, and it was inhabited by 56 families before the events of October 16, 2017. In addition, 11 expatriate families settled in the village.

ERBIL, Kurdistan Region — Negotiations between Erbil and Baghdad over the Kurdistan Region’s delayed share of the federal budget have progressed, according to former Iraqi Prime Minister Haidar al-Abadi.

“There is a mutual understanding and only small details remain to be discussed,” Abadi told Rudaw’s Mustafa Goran on Sunday. “Civilians from Erbil, Sulaimani, Duhok, Basra, and Najaf are all the same and should be treated the same way.”

The newest delegation from Erbil arrived in Baghdad on Wednesday, and met with the Iraqi government to secure several months of the Kurdistan Region’s withheld shares of the federal budget. The Kurdistan Regional Government (KRG) says it is dependent on the money to pay the salaries of civil servants on its payroll.

Widespread protests over unpaid wages spread across eastern parts of the Kurdistan Region earlier this month. The heavy deployment of security forces and their use of force have largely halted attempted protests over the last two days. 

A number of residents in the autonomous region say their faith in the ongoing negotiations resulting in the Kurdistan Region receiving its share of the federal budget is low.

“Baghdad has never abided by the agreements. We always agree to their terms, but then they send money for a month or two and stop,” Khalid Bakozi, a resident of Duhok, told Rudaw.

“I do not think there will be a deal, because there have been previous attempts at reaching a deal however it failed because they (Baghdad) did not keep their promises,” Fazla Jalal, a Sulaimani province resident said.

“Even if they reach a deal, it will not be implemented properly,” says Muhammad Awat, a student in Sulaimani. “We have previously tried and compromised a lot of what we have, but Baghdad always eventually refused to send our rightful share of the budget.”

The KRG has struggled to pay civil servant salaries in full and on time for five years due to the war against the Islamic State (ISIS), a drop in oil prices, and disputes with the federal government.

The already-existing budget dispute was further complicated in November with Iraqi parliament’s passing of the Fiscal Deficit Coverage Bill. Kurdish MPs staged a walk-out, angered over the obligation of Erbil to hand over an unspecified amount of oil in exchange for the Region’s budget share for the last two months of the year. 

KRG officials have expressed their disapproval of the deal, but said they would comply with it. 

Negotiations over the terms for accessing the funds in the 2021 budget have already been decided on, according to several politicians in early December.

SULAIMANI — Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani said on Monday (December 14) that negotiations with federal officials continue and have not failed.

Last week, a delegation of officials from the KRG led by Talabani arrived in the Iraqi capital for face-to-face meetings about the federal budget and other financial issues.

Talabani said during a press conference that the delegation will remain in Baghdad until it is able to conclude an agreement about the Kurdistan Region’s share of the 2021 Federal Budget Law and oil exports.

“We have shown our commitment to the loan law to deliver oil and revenue,” Talabani said. 

Tensions between the two governments came to a head in April when Baghdad cut off all funding to the KRG following Erbil’s fifteen-month refusal to send oil to the federal government as it was required to under the 2019 Federal Budget Law.

As a result, the KRG was unable to pay its employees, missing several months of salary payments and cutting disbursements by almost a quarter.

Baghdad and Erbil recently reached a technical agreement over the Region’s budget share that would see the KRG send 250,000 barrels of oil per day and customs income to the federal government in return for 12.67 percent of the federal budget, which largely mirrors the language of the 2019 budget.
