Mubasher: The President of the Kurdistan Regional Government, Masrour Barzani, said today, Wednesday, that the KRG will continue to search for a balanced constitutional solution to budget issues with Baghdad, and will work hard to address these issues and continue its reforms to reduce costs, increase revenues and improve governance.

Barzani added, during a press conference held today, that the financial resources of the Kurdistan Regional Government have already been affected by the Corona virus pandemic, internal revenues and oil prices.

Barzani explained that the regional government has been working hard for many months to reach a fair constitutional settlement with the federal government.

He continued, "The right to peaceful protest is vital, but violence in recent days is unacceptable. It is our common responsibility to maintain the safety and security of everyone, including the demonstrators and public and private property."

Barzani stressed that the regional government is practically ready to work with the budget deficit law, despite reservations about its content and the way it is approved, expecting reciprocal steps with Baghdad to reach an agreement and implement it.

The President of the Kurdistan Regional Government indicated that the federal government in Baghdad owes the KRG budget payments for the months of May, June, July, and October of 2020.

The leader of Asaib Ahl al-Haq called, Qais Khazali, to pay the salaries of the Kurdistan Region from the central government, directly.

Earlier in the day, Cabinet spokesman Hassan Nazim confirmed that the government had received support from the leaders of political forces regarding the budget, revealing that Prime Minister Mustafa Al-Kazemi had invited the Kurdistan Region for a round of discussions on salaries, while announcing that the Kurdistan Regional Government had approved the borrowing law.

Nazem said in the weekly press conference that Al-Kazemi had directed an extraordinary session to be held on the budget for next year 2021, adding that the coming days will witness the development of a plan to pass the budget law.

On the demonstrations taking place in Sulaymaniyah Governorate, the spokesman for the Council of Ministers stressed the peaceful demonstrations in the Kurdistan Region, the safety of citizens, and the preservation of public and private property.

And before that, the Democratic Party, the National Union and the Movement for Change in the Kurdistan Region decided during the tripartite meeting that brought them together today in the presence of the President of the Kurdistan Region Nechirvan Barzani and the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, to send a political and governmental delegation to Baghdad for dialogue with the federal government and the Iraqi parties to reach an agreement and solve the outstanding problems between two sides.

It was also decided during the meeting to emphasize support for the reforms of the Kurdistan Regional Government regarding revenues and expenditures, and to take the necessary steps to secure monthly salaries for employees and meet their requirements.

According to the statement, the attendees stressed the need for the demonstrations to be peaceful, away from violence and attacks on official institutions and citizens' property, noting that "demonstrations are a peaceful and legitimate right."

Several cities in the Kurdistan Region have been witnessing for days, widespread protests interspersed with acts of violence and the burning of party and government headquarters, during which there were deaths and injuries.

“For many months now, we have worked hard to reach a fair constitutional settlement with the federal government,” Barzani said during a press conference.

“The federal government has not shown flexibility in our talks. Baghdad has not paid any budget share to Kurdistan for six months this year,” he said, adding that the KRG will continue to work hard to address outstanding areas of disagreement and continue reforms to reduce spending, increase revenues, and improve governance.

“Our problem is not only salaries, but our rights have been violated for years,” Barzani argued.

Tensions between the two governments over oil and budget transfers came to a head in April when Baghdad cut off all funding to the KRG following Erbil’s fifteen-month refusal to send oil to the federal government as it was required to under the 2019 Federal Budget Law.

As a result, the KRG was unable to pay its employees, missing several months of salary payments and cutting disbursements by almost a quarter.

Last week, Baghdad and Erbil reached a technical agreement over the Region’s budget share that would see the KRG send 250,000 barrels of oil per day and customs income to the federal government in return for 12.67 percent of the federal budget, which largely mirrors the language of the 2019 budget.

A high-level delegation led by KRG Deputy Prime Minister Qubad Talabani is expected to visit Baghdad on Wednesday to continue the negotiations and finalize a budget agreement with Iraqi officials. 

During his press conference, Barzani also addressed the deadly protests in Sulaimani governorate, saying that “the right to peaceful protest is vital, but the violence in recent days is unacceptable.”

The current round of protests began on December 2 in Sulaimani city with local residents and civil servants voicing their anger about the Kurdistan Regional Government’s (KRG) handling of deteriorating economic conditions. The demonstrations quickly spread to outlying towns in the governorate.

At least seven people have been killed in the governorate since Monday, including six protesters and a Kurdistan Democratic Party’s (KDP) cadre.

“It is our shared responsibility to maintain the safety and security of everyone, including protestors and public and private property,” he said,

“There are now two sides, the defenders of Kurdistan and some opponents who want to destroy the [Region’s] as an entity,” Barzani said. “Those who were unwilling to secure the rights of the Region’s people are those who are dreaming of destroying the Region’s entity.”

“Such demonstrations will neither provide salaries nor accomplish reform,” he said.

“Since the first day that our cabinet was inaugurated, reforms have begun and we have done a lot, but attempts have been made to conceal these achievements.”

Erbil: We will make every effort to reach an agreement with Baghdad

Barzani stated in a press conference held in Erbil, yesterday, that the regional government supports civilized demonstrations and understands citizens' protest, but some people distorted the course of the demonstrations for theft, violence and burning of institutions. Reaching an agreement with Baghdad and resolving all outstanding problems.

Barzani stressed that the Sinjar agreement was not implemented because the illegal forces did not withdraw.
Barzani said: "We have not seen any serious practical step to implement the agreement so far," adding that "the biggest obstacle to implementing the agreement is that the illegal forces mentioned in the agreement do not leave Sinjar, and that they remain, but under other signs and names." He added that "the headquarters that were evacuated and the forces that withdrew quickly returned to their same places, in addition to integrating some of them into the ranks of Iraqi forces as a kind of camouflage."
In addition, the Iraqi Observatory for Human Rights and 8 international organizations issued a statement calling on the Iraqi government to hold accountable those involved in the killing of protesters and activists and the release of detainees.
The statement was issued in conjunction with the International Human Rights Day that falls on Thursday, and called on the Iraqi government to conduct fair, thorough and effective investigations into cases of arrests that have taken place since the start of the popular protests in October 2019 and the enforced disappearance and extrajudicial killings of dozens of activists, journalists, lawyers and others. Of Iraqi civil society members. He called for the release of those arbitrarily detained in connection with their right to freedom of expression and peaceful assembly, and for all those responsible for these acts to be brought to justice, and it expressed its concern in particular about the lack of accountability for the extrajudicial executions that occurred this year, which targeted individuals for their peaceful expression.

According to an informed source who spoke to "People" (December 11, 2020), "The President of the Republic, Barham Salih, and Prime Minister Mustafa Al-Kazemi are organizing tonight an emergency and expanded meeting that includes a number of officials and deputies from the federal and regional authorities." 
 

He continued, "Among the attendees - in addition to Saleh and Al-Kazemi - a financial and technical delegation from the Kurdistan region, in addition to the representatives of the Finance Committee in the Federal Parliament, and a number of relevant federal ministers."  


He adds that "the meeting is expected to finalize an agreement to end the financing crisis in the Kurdistan region with the approval of all parties." It is likely that

 👉important developments will be announced after the end of the meeting👈 which will be held at the home of the President of the Republic, Barham Salih.  


According to the information, the high-level meeting will develop solutions to the problem of financing the Kurdistan region from the 2020 budget in addition to discussing a mechanism for a solution to the financing problem in the 2021 budget. 
 

  

The Kurdistan Regional Government’s delegation to Baghdad held a meeting with the Federal Parliamentary Committee in charge of dialogue with the region’s delegation.  
 

In a statement received by "People" a copy of it (10 December 2020), the delegation stated that "the regional government delegation headed by Qubad Talabani, Deputy Prime Minister, met with the parliamentary committee formed for the dialogue between Baghdad and Erbil headed by Representative Muhammad Shiaa al-Sudani, to discuss and find an appropriate and constitutional solution to the problems between The regional and federal governments. "   
 

The statement added that "Qubad Talabani announced to the committee that the regional government has expressed its readiness to work in accordance with the constitution and the law and expressed its willingness to reach an agreement with Baghdad on the basis of the rights and duties set forth by the constitution."  
  

The statement emphasized that "at the end of the meeting, the committee requested proposals and recommendations from the regional government delegation, to benefit from them in determining the rights and interests of the Kurdistan region in the 2021 budget."    


It is scheduled that the Parliamentary Committee will meet with the federal government during the next two days to develop a solution that is in the interest of both parties. 
   

  

On Friday, a member of the leadership body in the Kurdistan Democratic Party, Ali Awni, described the Sulaymaniyah demonstrations as "anarchism and overbidding."
  

In a statement followed by People (December 11, 2020), Awni said, "The Sulaymaniyah protests are chaos and overbidding by people who define themselves as defenders of people's rights in conjunction with the start of preparations for the Iraqi parliamentary elections."    


He added, "It would have been better for the protesters to direct anger and blame to the federal authorities, as they are the first responsible for cutting the region’s share of financial allocations." . 

   

  

On Friday, Sulaymaniyah Governorate witnessed a security alert and massive deployment of security personnel at the entrances and main streets, following a call by activists to renew protests in what they called "Friday of Solidarity and Continuity", while the checkpoints at the governorate's entrances prevented 4 opposition MPs from entering the city.   


The "People Kurd" correspondent (December 11, 2020) stated that the governorate witnessed since the morning hours, a security alert, and an intense deployment of security forces around the governorate building. 
     

This followed a call by activists, via social media, and statements to launch large protests, to condemn the killing of several protesters during the past days.      
 

The call was issued by a body that identified itself as representing the protesters, and was made up of former politicians and MPs, in addition to activists, university professors, and book journalists. 
     

These members pledged, through a statement that "PeopleCord" received a copy of, "not to nominate themselves and not to take up any position in the future."   
    

Dozens of military vehicles were seen deployed in the governorate's streets, near the local administration building, in preparation for any upcoming demonstration.  
     

  

  

In a related development, MPs in the region’s parliament stated that checkpoints prevented them from returning from Erbil Governorate towards Sulaymaniyah to participate in the upcoming protests. 
     

The deputies said, "The security authorities prevented them from entering the governorate, while they were on their way back to the city, coming from Erbil governorate, through the main entrance."       


In a later development, the lawyer and former deputy, Payman Jimmine, announced the arrest of a number of the organizers of today's demonstration, including Abdullah Al-Malanouri, the former deputy and his colleague Sherko Hama Jimin. 
     

In a live broadcast on Facebook, from one of the checkpoints, MP Ali Hama Saleh said, "Repression is the master of the situation now, and this type of judgment will not last for long." 
     

About 8 people have been killed so far in the December protests in Sulaymaniyah Governorate, including 5 university students and two racists, in about 15 towns, while the number of wounded exceeded 50 according to medical sources.

He added, "The delegation headed by Qubad Talabani announced the readiness of the Kurdistan region to agree with Baghdad on oil and financial files and the application of the agreement in accordance with the law and the constitution in exchange for guaranteeing Kurdistan's dues."

Over the past few years, the Kurdistan Regional Government has sent delegations to Baghdad to solve the outstanding problems between Baghdad and Erbil, the most prominent of which is the region's proportion of the budget and the salaries of employees in Kurdistan, but it does not find a radical solution to the problems.

ERBIL — Iraqi Prime Minister Mustafa al-Kadhimi and Parliament Speaker Mohammed al-Halbousi hosted a delegation from the Kurdistan Regional Government on Saturday in Baghdad to discuss financial disagreements.

During the meeting, attended by several Iraqi ministers and high-level officials, the Kurdish and Iraqi delegations discussed the Fiscal Deficit Financing Act, which the Iraqi parliament passed last month.

Kadhimi’s office said in an online statement that the meeting emphasized on a mechanism that would help the fair distribution and allocation of the funds to all parts of Iraq.

The KRG delegation is in Baghdad for the fourth day in pursuit of a solution with the federal government over prolonged budgetary disputes.

On Saturday, a high-level negotiating meeting was held in Baghdad between the federal authorities in Baghdad and the Kurdistan Region delegation.

The Prime Minister, Mustafa Al-Kazemi, and the Speaker of Parliament, Muhammad Al-Halbousi, chaired today, Saturday, the joint negotiation meeting between the federal government, the Parliamentary Finance Committee and the Kurdistan Region delegation, according to a government statement.

The meeting, which was held at the Government Palace, discussed the commitment to implement the Fiscal Deficit Financing Act, which the House of Representatives voted on last month, and discussed the mechanisms for its implementation, in a manner that "takes into account justice in distributing financial allocations to all regions of Iraq."

The protesters in Sulaymaniyah are demanding that the salary file be handed over to the federal government and that Baghdad be given full authority over the border crossings and the oil export file.

Hassan Karim Al-Kaabi, First Deputy Speaker of Parliament, considered today, Saturday, that “any“ agreement ”regarding the oil and dues of the Kurdistan region contradicts what was mentioned in the provisions of the Financial Deficit Law is considered“ null ”.
