A member of the Parliamentary Finance Committee, Jamal Cougar, confirmed, Thursday, that the financial agreement between Baghdad and Erbil regarding the 2021 budget is still vague, pointing out that the borrowing law caused confusion between the two governments, which needs to be reviewed.

Cougar said to "the information", "The parameters of the agreement between Baghdad and Erbil are still unclear about what was agreed upon in the 2020 budget, as there was no budget for the current year, and therefore the progress of this agreement in the next year's budget is still ambiguous."

"The vote on the fiscal deficit law confused the agreement between the governments of the center and the region, and made the two sides reconsider the agreements," he added.

And Cougar said, "The government is confused about the issue of agreements between Baghdad and Erbil, especially that what was agreed upon within the 2020 budget was marginalized when voting on the borrowing law." 25 n

This is the same ole BS and I doubt if they get anything done, The only thing these pre historic thinking people can agree on is stealing and bombing. I hate to say it but I was confident things were going to happen and now "the Government is confused". These flunkies are bought and sold buy Iran and they don't believe fat meat is greasy. If things don't manifest with a RV I will be forever ashamed I invested in this foolishness! How in the hell can Maliki have someone released from jail. What kind of message does that send and look at the timing that it happened. I hope I am wrong but I don't see this budget getting passed. We have spent trillion of dollars, thousands of Solders have been killed and injured, millions of Iraqis have lost their lives, our economy is in shambles because of this plan pandemic and we have invested our hard earned money and to no avail. If they don't get the budget done and implement the rate Iraq will get everything coming to them!!

sometimes it helps to bring the speculation , expectation , investing stress down a notch or two and i try to focus more on what I'm able to change , this is exactly the way iraq has always rolled since i've been following along hopefully one day we will all be able to with a ( international iqd ) freely exit ( exchange ) out of this speculation when one desires ..

Baghdad and Erbil are accelerating the pace to resolve financial disputes

Shafaq News / On Thursday evening, a meeting took place between the high-ranking delegation of the Kurdistan Regional Government, which is visiting Baghdad, headed by Deputy Prime Minister Qubad Talabani, with the committee formed by the Iraqi Parliament authorized to negotiate and find an appropriate and constitutional solution to the problems between the Kurdistan Region and the federal government.
A statement by the regional government received by Shafaq News stated that the meeting witnessed a clear discussion of the causes of the problems and how to solve them for the sake of the citizens of the region and Iraq.
The head of the Kurdish delegation, Qubad Talabani, told the assigned committee that the regional government has shown all its preparations to deal with the financial rights and entitlements of the region in accordance with the constitution and applicable laws, expressing his readiness to reach an agreement.
The committee in charge of Parliament had held meetings with the competent Iraqi authorities and was busy preparing its recommendations in order to find an appropriate mechanism as soon as possible for the pending issues, especially the oil and financial problems.
At the conclusion of the meeting, the committee asked the region’s delegation to present its proposals and recommendations, in order for the parliamentary committee to be able to unite them with its plans in order to formulate an appropriate exit and provide facilities for defining the duties and rights of the Kurdistan Region in the 2021 budget.
It is scheduled that the Parliamentary Committee will hold its meeting during the next two days with the federal government in order to crystallize a way to solve the problems that are in the interest of both sides.
The region’s delegation arrived in Baghdad yesterday to resume talks with Baghdad with the aim of reaching a solution regarding financial disputes and the Kurdistan Region’s share in the financial budget for the next year.
Since last April, the federal government cut the salaries of Kurdistan Region employees, which put the Kurdistan Regional Government in a stifling financial crisis.

According to an informed source who spoke to Nass (December 11, 2020), “Prime Minister Mustafa Al-Kazemi and President of the Republic Barham Salih are organizing tonight an emergency and expanded meeting that includes a number of officials and deputies from the federal and regional authorities.”
And he continued, "Among the attendees - in addition to Al-Kazemi and Saleh - is the Vice President of the Kurdistan Regional Government, Qubad Talabani, who heads a financial and technical delegation from the Kurdistan region, in addition to the deputies of the Finance Committee in the Federal Parliament, and a number of relevant federal ministers."
He adds that "the meeting is expected to finalize an agreement to end the financing crisis in the Kurdistan region with the approval of all parties." It is likely that important developments will be announced after the end of the meeting, which will be held at the home of the President of the Republic, Barham Salih.
According to the information, the high-level meeting will develop solutions to the problem of financing the Kurdistan region from the 2020 budget in addition to discussing a mechanism for a solution to the financing problem in the 2021 budget.
On Friday, a member of the leadership body in the Kurdistan Democratic Party, Ali Awni, described the Sulaymaniyah demonstrations as "anarchism and overbidding."
In a statement followed by People (December 11, 2020), Awni said, "The Sulaymaniyah protests are chaos and overbidding by people who define themselves as defenders of people's rights in conjunction with the start of preparations for the Iraqi parliamentary elections."
He added, "It would have been better for the protesters to direct anger and blame to the federal authorities, as they are the first responsible for cutting the region’s share of financial allocations." .
On Friday, Sulaymaniyah Governorate witnessed a security alert and massive deployment of security personnel at the entrances and main streets, following a call by activists to renew protests in what they called "Friday of Solidarity and Continuity", while the checkpoints at the governorate's entrances prevented 4 opposition MPs from entering the city.
The "People Kurd" correspondent (December 11, 2020) stated that the governorate witnessed since the morning hours, a security alert, and an intense deployment of security forces around the governorate building.
This followed a call by activists, via social media, and statements to launch large protests, to condemn the killing of several protesters during the past days.
The call was issued by a body that identified itself as representing the protesters, and was made up of former politicians and MPs, in addition to activists, university professors, and book journalists.
These members pledged, through a statement that "PeopleCord" received a copy of, "not to nominate themselves and not to take up any position in the future."
Dozens of military vehicles were seen deployed in the governorate's streets, near the local administration building, in preparation for any upcoming demonstration.

SULAIMANI — A delegation of officials from the Kurdistan Regional Government (KRG) led by KRG Deputy Prime Minister Qubad Talabani met with members of the Sadrist Movement’s political wing on Friday (December 11) to discuss ongoing negotiations between Baghdad and Erbil.

During the meeting, Talabani stressed the need to strengthen relations between the Kurdistan Region and the federal government and to find constitutional solutions to outstanding financial issues, according to a statement released by the KRG.

He expressed the Kurdistan Region's readiness to adhere to the content of the Fiscal Deficit Financing Law passed by the Council of Representatives on November 12. 

Sadrist official Nassar al-Rubaie stressed that Iraq's assets belong to all Iraqis, including those in the Kurdistan Region, and also expressed his movement’s support for a legal and constitutional solutions.

Earlier on Thursday, the KRG announced that the delegation had met with the Council of Representatives’ committee tasked with facilitating negotiations between Baghdad and Erbil.

Tensions between the two governments over oil and budget transfers came to a head in April when Baghdad cut off all funding to the KRG following Erbil’s fifteen-month refusal to send oil to the federal government as it was required to under the 2019 Federal Budget Law.

As a result, the KRG was unable to pay its employees, missing several months of salary payments and cutting disbursements by almost a quarter.

Baghdad and Erbil recently reached a technical agreementover the Region’s budget share that would see the KRG send 250,000 barrels of oil per day and customs income to the federal government in return for 12.67 percent of the federal budget, which largely mirrors the language of the 2019 budget.

Parliamentary negotiation meets to come up with a solution formula for "the region's salaries"

The correspondent of the Iraqi News Agency (INA) confirmed, yesterday, Friday, that the security services in the Kurdistan region released the owners of the Iraqi Kurdish channel (Amin Ahmed and Sirwan Barzan) after their arrest in Sulaymaniyah.
The correspondent stated that «the Al-Iraqiya Al-Kurdi TV team was arrested while covering the demonstrations».
In addition, it is hoped that the parliamentary committee authorized to negotiate with the Kurdistan Regional Government will hold a meeting with the federal government within the next two days, to come up with a "solution" formula, amid expectations of mounting protests in Sulaymaniyah province due to the salary crisis that was accompanied by acts of violence condemned by the nations

Talabani stressed, during the meeting, the regional government's position on the obligations stipulated in the law on financing the fiscal deficit in exchange for securing financial dues.
 The delegation also held a meeting with the parliamentary committee to find an appropriate and constitutional solution to the problems between Erbil and Baghdad.

Today, Saturday, the federal government and the regional delegation will hold a meeting on securing salaries for Kurdistan employees.

A spokesman for the Deputy Prime Minister of the Kurdistan Regional Government, Samir Hawrami, said, according to the official agency, that “a high-level delegation from the regional government headed by Deputy Prime Minister Qubad Talabani will hold an important meeting in Baghdad with Prime Minister Mustafa Al-Kazemi, Speaker of Parliament Muhammad Al-Halbousi, and President The Parliamentary Finance Committee to discuss how to conclude an agreement between the region and Baghdad.

Hawrami added that "the region’s delegation will try to secure an amount of 320 billion dinars for the salaries of the region’s employees and the financial dues for the Kurdistan region in the deficit and borrowing law."

He pointed out, "Qubad Talabani stressed, during previous meetings with the Iraqi government and political parties, the region's readiness to agree on oil and financial issues in accordance with the law and the constitution, and the commitment to implement them, and in return, the financial rights and entitlements of the region must be determined."

Oh, should’ve clarified at the beginning: wasn’t referring to OUR government but Iraq’s

that's definitely part of the iraq constitution , imo what needs passage is whats been talked and avoided since 2003 , article 140 and the HCL they both work together for the citizens , the HCL = the central gov. distributing oil revenues throughout the nation on a per capita basis and imo that is the catch , when the oil revenues are dispersed on % to citizens it cuts into the oil corruption cash cow and since iraq has never worked to develop the country or begin a market economy it's been the main source of thievery along with the currency auctions for those in power and foreign countries to exploit .. cheers

The Parliamentary Integrity Committee confirmed, on Saturday, that the Kurdistan Regional Government has not yet committed to exporting the oil specified by Baghdad.

A member of the committee, Abdul Amir Al-Mayahi, said in a statement to "the information", that "the Kurdistan Regional Government has not committed itself to exporting oil and handing over the funds of the border crossings to the federal government so far," pointing out that "the regional government is primarily responsible for what is happening in the popular escalation in Sulaymaniyah and some Regions of the region ”.
