He did produce a book that was done in the seventies showing Iraq had a fiscal year that ended in March.  He thinks since they didnt do a budget for 2020, then it automatically reverts back to that time period.  Why?  I have no idea.  But he has never been right.  I looked at his past videos.

Today, Tuesday, the Kurdistan Regional Government announced the approval of the financial conditions regarding the borrowing law.
The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, said, in a statement received by Al-Rasheed, that "the region has formally agreed to the conditions of federal finance with regard to Article 7 of the law of bridging the fiscal deficit."

He added, "The Ministry of Finance in the region has officially responded to a letter of the Federal Ministry of Finance by accepting to abide by what is stated in Article 7 of the law to bridge the fiscal deficit towards the region despite our objection to the method of passing the law."

On the other hand, the head of the Office of the Presidency of the Regional Government, Omid Sabah, confirmed that "we have no objection to all laws and constitutional articles related to our relationship with Baghdad, but there is a slowdown by the federal government."
He pointed out that "advanced understandings were reached regarding the 2021 budget, and in the draft budget law, we emphasized the implementation of our obligations."
For his part, Finance Minister Awat Sheikh Janab said, "We received an official letter from the Federal Finance regarding the loan law, and our response was to accept what was mentioned in the content of the book and the ball is now in the court of the federal government."

The Kurdistan Regional Government's Minister of Finance Awat Sheikh Janab yesterday announced that the government will abide by the fiscal deficit bill obliging Erbil to hand unspecified amounts of oil to the federal government in Baghdad in return for federal revenues.

"Yesterday [Monday] our ministry received a letter from the Federal Ministry of Finance regarding the fiscal deficit bill and we replied that we are ready to abide by the bill," Sheikh Janab told reporters in Erbil, adding that "from now it is up to the federal government and Kurdish representatives in Baghdad to do their job."

On 12 November, the Iraqi parliament approved the fiscal deficit coverage bill, which allows the government to borrow 12 trillion dinars [about $10 billion] to cover the fiscal deficit resulting from the drop in oil prices as well as delayed salaries of civil servants.

The law stipulates that the Kurdistan Regional Government (KRG) must hand over "unspecified amounts of oil" to the federal government in return for revenues which had been rejected by the Kurdish MPs.

For days, violent protests have erupted in the Kurdish cities and towns of Sulaymaniyah over the deteriorating economic situation and delayed salaries.

Earlier, a member of the Parliamentary Finance Committee, Faisal Al-Issawi, confirmed that the salaries of employees during the next year are insured, while indicating that the Ministry of Finance can be exchanged for an automated teller machine, he said

A member of the Kurdistan Democratic Party, Sobhi Al-Mandoulay, affirmed the Kurdistan Regional Government's keenness to end all disputes with the center.
Al-Mandalawi said, "The Kurdish delegation that will arrive in the capital, Baghdad, is among dozens of delegations that came in advance with the aim of reaching radical solutions to all outstanding problems, and the priority will be for the economic side and securing the salaries of employees."
He pointed out, "The closer we approach the agreement, we see there is a deviation from some sides (he did not name it) that intend to obstruct any joint understanding with Baghdad, and we do not know the purpose of these measures," stressing, "the Kurdistan government's keenness to continue understandings that are in the interest of both parties." .
"The stability of the region is an important factor for the stability of Baghdad, and vice versa," Al-Mandalawi added.
He continued, "The delegation that attended on the 3 of this December was headed by Minister of Finance Awat Sheikh Janab, and met his counterpart in the federal government, Ali Abdul Amir Allawi, and the 2021 budget issue was confirmed and the approval of the regional government was notified on the provisions of the borrowing law voted by the House of Representatives." However, "we are trying not to create any justification for obstructing any agreement and approving everything that is proposed constitutional."
Al-Mandalawi added, "There are debts on the region, and Baghdad bears many of the financial dues of Kurdistan by cutting the region's budgets for three years and the benefits of oil companies, and these matters have been discussed and solutions reached with Baghdad, and we are trying to reach an agreement regarding the salaries of employees."
He also stressed "the Kurdistan government’s readiness to deliver oil to the SOMO company, and all of that the issue of the ports was resolved during the visit of Prime Minister Mustafa Al-Kazemi to the region," indicating, "We were on the threshold of signing a comprehensive agreement with Baghdad, but the parliament’s decision on borrowing was shocking for the region."
Regarding the ability of the Kurdistan Regional Government to secure the salaries of employees, Al-Mandalawi said, "We are not a state until we export oil and go to international borrowing to secure salaries," blaming Baghdad and the politics of "refusing to pay the region's dues."
He continued, "The region needs 900 billion dinars to secure salaries at a time when we agreed with Baghdad to receive 320 billion dinars," and Al-
Mandalawi concluded , "There is an economic crisis in all countries of the world and stifling in Baghdad, which is also unable to secure the salaries of employees. Therefore, the crisis is common and we seek to secure it." ".

ERBIL - A high-level delegation of the Kurdistan Regional Government (KRG) arrived in Baghdad on Wednesday, where they met with the Ministers of Oil and Finance.
