Hassan said in a statement to / the information / that "the recent agreement between the federal government and the Kurdistan Regional Government provides for the region to hand over half of the outlets revenues, and basically neither the federal government nor the Ministry of Finance in the region knows the true size of those revenues."
He added, "All parties and their families have absolute control over the border crossings, and there are crossings that no one knows and are protected by the ruling party authorities, and their revenues belong to the parties themselves."
Hassan pointed out that "it would have been more appropriate for the federal government to assume absolute control and supervise the border crossings in the region to prevent smuggling and stop the parties from controlling them."
And the decision of the Finance Committee, Ahmed Al-Saffar, revealed that Baghdad and Erbil had reached an agreement regarding the 2021 budget, which guarantees the delivery of about 250 thousand barrels of oil and 50% of the proceeds of the border crossings to the federal government.

Kurdistan Region ruling parties meet over civil servant salaries as protests continue

ERBIL, Kurdistan Region — The Kurdistan Region’s ruling parties met on Sunday to discuss methods of securing the salaries of civil servants, as anti-government protests continue in Sulaimani province. Negotiations with Baghdad over the Region’s budget share and receiving loans to settle the unpaid salary were amongst the topics discussed by the parties.

A delegation from the Kurdistan Democratic Party (KDP) visited the city of Sulaimani on Sunday and met with the Patriotic Union of Kurdistan (PUK). The meeting was led by the PUK’s co-chair Bafel Talabani.

The parties emphasized the importance of holding a united front when negotiating with Baghdad on the dispute over the allocation of the Region’s budget, according to a joint-
statement released after the meeting.  

“The two parties also expressed their support for the efforts of the KRG in negotiating after the passing of the Fiscal Deficit bill by Iraqi parliament,” the statement reads. They also discussed the KRG asking for loans in order to pay the salaries of its civil sector employees, and further negotiations for the 2021 Iraqi Budget law.

Mass protests by civil servants and their supporters 
erupted in the city of Sulaimani on Wednesday over months-long unpaid salaries. The demonstrations have ended in the city after the use of tear gas, rubber bullets, and water cannons by security forces, who were deployed in large numbers to the area, but protests have spread to other parts of the province as of Saturday.

Several activists and journalists have been arrested at the protests, according to a Rudaw reporter in Sulaimani.

The ruling parties agreed to a three-sided meeting with leadership from the Gorran Movement on Tuesday to further discuss the economic problems facing the region, and decide on a united stance for Kurdistan Region representatives to take in Baghdad.

“We are worried about the people’s situation – and we (the ruling parties) are responsible for dealing with it – that is why we will meet, to know the reasons behind the bad situation people are in,” Dler Abdulkhaliq, the head of Gorran’s communications office told Rudaw’s Sangar Abdulrahman on Sunday.

“We believe that we can make reforms with the KDP and PUK [in government], and step-by-step fix the problems that the people of Kurdistan face,” he added.

The KRG has failed to pay its civil servants on time or in full for months. Kurdish officials have openly said they cannot pay civil servants without money from the federal government.

consensus has reportedly been reached between Baghdad and Erbil regarding the Region’s allocation of the 2021, according to a statement from the premier’s office. No information has been released regarding progress in securing the withheld parts of the 2020 budget.

“Negotiations are ongoing within the framework of the principles we have already agreed upon, leading up to a final agreement,” reads the statement, stressing the KRG “will not waive its financial and constitutional rights and dues.”

Today, Sunday, the Parliamentary Finance Committee announced that the agreement between the federal government and the Kurdistan region included the oil and port files, confirming that the agreement is fair to both parties .

The committee's reporter, Ahmed Al-Saffar, told the Iraqi News Agency (INA), which was seen by Al-Iktissad News .

He added: "The oil file is calculated for all oil production and exports in the region, excluding the share of the existing companies, and the remaining 250 thousand barrels per day, which are delivered to the SOMO company, in addition to 50% of the revenues of the border ports, according to the Financial Management Law, in exchange for determining a share. Territory from the federal budget, out of actual spending by 12.67 %. "

 Yesterday, Saturday, the Kurdistan Democratic Party announced a preliminary agreement regarding the 2021 budget .

A member of Parliament for the Kurdistan Democratic Party, Dana Jaza, told the Iraqi News Agency (INA): "The agreement includes the delivery of the region's oil and half of the imports of the border crossings to the federal government ."

Jaza added, "The agreement includes exporting oil through SOMO only, and the region's share in the budget is 12.67%."

A delegation from the Kurdistan Regional Government visited the capital, Baghdad, recently, which included Finance Minister Awat Sheikh Janab, Minister of the Region for Negotiations Affairs with Baghdad Khaled Shawani, and the official of the Coordination and Follow-up Department in the Council of Ministers, Abdul Hakim Khusraw. 
Mirza added: The Kurdistan government submitted two proposals to the federal government. The first is to deliver 250 thousand barrels of oil per day to the National Oil Marketing Company (SOMO) and half of the imports of the border outlets in exchange for the Kurdistan region’s share of the federal budget is 12.67%, provided that the regional government bears Kurdistan, the expenses of the oil companies. "
He explained, "The other proposal provides for the delivery of all oil extracted from the Kurdistan region to the federal government in return, the federal government bears the cost of oil companies and provides financial dues to the Kurdistan region."
He pointed out that "the Kurdistan Regional Government is waiting for the response of the federal government, which is scheduled to be held tomorrow Tuesday, a cabinet session to discuss the federal budget for 2021."

It is expected that a delegation from the Kurdistan Regional Government will visit Baghdad next week to support the political process and solve problems between the center and the region after the agreements that were made during the past days regarding the budget.
An informed source said, "The Kurdish delegation will be headed by the Speaker of the Parliament of the Kurdistan Region, Dr. Rewaz Faeq, to discuss the outstanding problems between Baghdad and Erbil and to strengthen relations."
The source pointed out that "the visit aims to support the political process and the steps of the Kurdistan Regional Government to solve financial problems with the federal government."
Earlier, the reporter of the Parliamentary Finance Committee, Representative Ahmed Al-Saffar, confirmed that an agreement had been reached between Baghdad and Erbil regarding the Kurdistan region's share in the 2021 budget.

Thanks @Carrelloevery once in a while I can come up with a good idea. I personally try to stay away from as much negativity in my life as I can and with all the good news we’ve been hearing about in Iraq lately it’s hard for me to be negative but I see people feeding off of all the negativity and as we’ve come to learn on here you read one positive post then next one you read the sky is fallen on Iraq. I’ll be working 6 days a week until this final comes to fruition so the sooner it happens the sooner I can hopefully retire 🍹 🌴 🙂

just asking,  but hasn't kurdistan and baghdad already had this agreement

( kurds send a certain amount of oil thru somo and get a % of money from baghdad )

once that i'm aware of , right 🤔 , then baghdad and kurdistan blamed each other for not following thru on the agreement then it all fell apart .. I thought the HCL involved the central gov. distributing oil revenues throughout the nation on a per capita basis ...so ready for a international, bankable iqd ...cheers dv'ers

The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, announced the region's formal approval of the federal financial conditions in relation to Article 7 of the Fiscal Deficit Bridge Act.  

Shwani said, during a joint press conference, which was followed by "Ultra Iraq", a copy of it, that "the Ministry of Finance in the region officially responded to a letter of the Federal Ministry of Finance accepting to abide by what is stated in Article 7 of the law to bridge the financial deficit towards the region despite our objection to the method of passing the law. ".  

On the other hand, the head of the Office of the Presidency of the Regional Government, Omid Sabah, stressed that "we have no objection to all laws and constitutional articles related to our relationship with Baghdad, but there is a slowdown by the federal government."  

Sabah pointed out that "advanced understandings have been reached regarding the 2021 budget, and in the draft budget law, we emphasized the implementation of our obligations."  

In the same context, Finance Minister Awat Sheikh Janab said: "We received an official letter from the Federal Finance regarding the loan law, and our response was to accept what was stated in the content of the book and the ball is now in the court of the federal government."

The Kurdistan Regional Government confirmed, on Tuesday, its agreement to deal with the fiscal deficit financing law that Parliament voted weeks ago.

"The government has expressed its agreement to deal with the content of the fiscal deficit financing law for the year 2020, despite our reservations about the method of voting," said the regional minister for Baghdad affairs, Khaled Shawani, in a statement seen by "Al-Iqtisad News."

He added: "The regional government has officially requested the federal government to hold a meeting between the competent authorities in the two governments to start the implementation of the law and implement the obligations required of the region."

He pointed out that "in this regard, we are awaiting the approval of the federal government to send the region's dues for the remainder of the current year, and to implement the required obligations."

The Federal Parliament had voted on a paragraph in the Fiscal Deficit Financing Act, which prevents the federal government from sending money to the region, except after its government has delivered the oil revenues and the proceeds of the border crossings.

The Ministry of Finance in the Kurdistan Regional Government responded, on Tuesday, to a letter sent by the Ministry of Finance in the Federal Government regarding the Fiscal Deficit Financing Law, in which it expressed Erbil's readiness to abide by the law.

The region's Finance Minister, Awat Sheikh Janab, said in a joint press conference with the regional minister for negotiating affairs with the region KurdistanKhaled Shawani And the Chief of the Cabinet Office of the Region, Omid Sabah: “Our ministry yesterday received a letter from Iraqi Ministry of Finance Regarding the Fiscal Deficit Financing Act, we have replied that we are ready to abide by the law. A member of the Parliamentary Finance Committee, Sherwan Mirza, announced, on Tuesday, that the next step to complete the terms of the fiscal deficit agreement and the Kurdistan region’s share of it lies in the formation of technical delegations by the regional government.

He said in a statement to Kurdish media, that the next step is to form technical delegations by the regional government to complete the agreement on the amount of oil and the region’s share of the amounts approved in the Fiscal Deficit Law and how the law is applied.

On the salaries accumulated for the region’s employees, Mirza said, "This issue depends on the agreement between the technical delegations and the federal government."
