The Parliamentary Oil and Energy Committee put "the final touches" on amending the law of the national oil company, indicating that it will pave the way for the initiation of the oil and gas law.
A member of the committee, Sadiq Al-Sulaiti, said to “Consensus”: “The committee is about to complete the amendment of the National Oil Company Law, so that some of its paragraphs will be part of the oil and gas bill.”
He added that "after the national oil law is completed and passed in parliament, it is possible to initiate an oil and gas law, despite the existence of political differences regarding it." 
It is noteworthy that the House of Representatives has completed the first reading of the first amendment bill to the Iraqi National Oil Company Law No. 4 of 2018

I have been here for a long time, sometimes hopeful sometimes not so much.  Right now I’m in a hopeful frame of mind and it could come out none too soon. I appreciate the DV Family and all who contributed. And I certainly appreciate Adam Montana and his crew.

Former member of Parliament from Basra Governorate, Zahir Al-Abadi, criticized, on Tuesday, the amendment to the law of the National Oil Company, describing it as "unfair and unjust" for the rights of citizens of the producing provinces.

Al-Abadi said in a statement seen by Al-Iqtisad News, "The Al-Kazemi government is contradicting itself, as it made decisions during its session held last May to activate the funds (citizens, generations and provinces producing oil and gas), which were approved by the National Oil Company law."

He added, "We were pleased that the government had an intention to grant the rights of citizens and governorates deprived of their rights, but soon the government reversed its decision by sending it to amend the National Oil Company Law to Parliament to cancel the legal articles that guarantee the rights of citizens and provinces producing oil and gas."

He pointed out that the cancellation of these materials contributes to keeping "the governorates neglected and unable to rise by themselves by providing services and safe construction within the crumbs of them upon approval of the budget, which is not fattened and does not obviate hunger and at the same time it is a victim of cancer diseases, epidemics and environmental pollution resulting from activities of oil and gas extraction." .

And Al-Abadi added: "From the standpoint of legal responsibility, and in order to guarantee the rights of the people of those provinces, we call on the House of Representatives, especially the Oil and Energy Committee, not to be dragged behind this amendment and to stand with their people and seek to formulate legal articles that guarantee the rights of citizens and provinces."

He explained, “The laws and decisions that are to be repealed in the event that they remain in effect preserve public ownership of what is in the ground of natural resources (as stipulated in Law No. 97 of 1967 in Article Three, Paragraph Four) and prohibit any partnership contracts with foreign or local companies, which is what Confirms the legality of the federal government in requiring the region to cancel the partnership contracts it concluded with foreign companies, in addition to what was stipulated in the previous law of 2018 requiring the national oil company to be formed in accordance with this law to review contracts for licensing rounds and amend them in a way that preserves the interest of the Iraqi people.
