Parliament ends reading and discussing the Cybercrime Law and sets a date for hosting Al-Kazemi {expanded}
  
(Baghdad: Al Furat News) The House of Representatives, in its twenty-third session, which was held under the chairmanship of Muhammad Al-Halbousi, Speaker of Parliament, concluded today, Monday 11/23/2020, the reading and discussion of the Information Crimes Law, and asked a question Verbally to the President of the Federal Service Board.

In the council’s statement, Al Furat News received a copy of it, that at the beginning of the session, Al-Halbousi announced that MP Faleh Al-Sari had fulfilled his oral question addressed to the Central Bank Governor after his answers were satisfied.
In the same regard, the MP Kazem Attiya Shammari asked verbally to Mahmoud Mohamed Abdel - head of the service of the Federal inquired where the mechanism followed by the service Federal Council in general directors recruitment and placement of new employees from other ministries, conditions and controls put in place to ensure the representation of all the Iraqi people .
For his part, Al-Halbousi explained the service that one of the conditions of appointment in all state jobs requires the existence of a vacant job in the owners, indicating that the council follows the decisions and regulations issued by the Council of Ministers and is bound by it and does not have the mandate to appoint with regard to appointing general directors, indicating that the council has not nominated or Any director general is appointed and the council’s vision is still under scrutiny, as it has not been activated since its establishment and approval, pointing to the Council of Ministers approaching him to notify him of the vacant special ranks in the Service Council without obtaining an answer.
Deputy Al-Shammari was followed by a response that the president of the service council, according to the law, does not have the powers of appointment, but rather has powers in the financial and administrative sides, noting that the president does not have the right to uniqueness in decisions without resorting to council members and abiding by his law, in addition to appointing the council to persons with different specializations from their duties.
Mahmoud Mohamed stated that the Public Service Law did not specify the specialization of general directors when nominating them, adding that the President of the Council is the head of the members of the Council and is also the administrative face of the Council's affairs and exercises the authority of the competent minister for financial and administrative affairs as stipulated in the Federal Service Law.
In turn, Al-Halbousi demanded that the House of Representatives be provided with the names and specializations of the general directors in the Federal Service Council.
On the other hand, Al-Halbousi announced that a date would be set at a later time to host the prime minister, to answer questions submitted by MPs.
The Council requested reading the report and discussion of the draft refugee law submitted by the Labor, Social Affairs, Immigration, and Human Rights Committees at the request of the concerned committee.
The council finished reading the report and discussing the draft law on information crimes submitted by the committees of security, defense, higher education, legal, culture, tourism, human rights, services, reconstruction, communications and media.
Representatives' interventions focused on demanding that the balance be observed between preserving freedoms and preserving public social security and the need for proportionality between the crime and the penalty specified for it, and the demand not to use the law in a way that would harm public freedoms with exaggerated penalties, and the call to legislate a law that preserves the prestige of the state while preserving the privacy of freedoms The general public, as well as not accepting the absurdity that is currently taking place on social media, and seeking assistance from criminal crime experts and the Supreme Judicial Council to consult on the issue of penalties stipulated in the law, and to demand more clarification of the provisions of the law and that its wording is not too loose that leads to silencing voices, in addition to objecting to some of the paragraphs mentioned With the draft law, as it has nothing to do with cybercrimes, and the demand to control access portals to the network to reduce negative topics raised from outside the country.
In its response to the interventions, the Law Committee emphasized that broad amendments have been made to the articles of the draft law that are commensurate with the proposals presented and in line with the freedom of expression of opinion guaranteed by the constitution.
The President of the Council called for the freedoms guaranteed by the constitution not to be affected, especially freedom of the press, expression of opinion and publicity, and to distinguish between those who insult, insult and insult, and those who make constructive criticism, and that it be a law to preserve freedoms.

He explained that "the private banks won, within 7 days, approximately 48 million dollars, and these funds will flee abroad as money laundering in the name of import," noting, "We were supposed to achieve profits of more than 500 billion Iraqi dinars from this matter, and the fact that the central bank achieves 200 billion dinars only, As for 300 billion dinars, it is lost between the tax, the private banks, the central bank and the Ministry of Finance. "

The Center announced its rejection of the “bill of information crimes” with this version, calling on the President of the Republic, Barham Salih, to protect the constitution from penetration by the parliament by passing laws that restrict freedoms.

Most of the articles of the "Information Crimes Bill" contain excessive ambiguity and a direct contradiction with the principles contained in the Iraqi constitution or the International Covenant, which may open the door wide for an attack on civil liberties in Iraq, according to the Center's statement.

The “Information Crimes Bill” contains articles that have aroused public opinion, the most prominent of which are: imprisonment for two years and a fine of 3 to 5 million d. For those who use the Internet to insult others by defamation and insult, life imprisonment for those who offend the country's reputation and cause harm to the financial system, imprisonment for 3 months and a fine of 2 Up to 3 million for anyone who spoils, spam, or contacts other Internet users without permission.

While he indicated that the average total sales of the Central Bank in the currency auction is close to 4 billion dollars per month, Tohme pointed out that “parasitic” intermediary banks profit 160 million dollars from the difference in the price of the dollar in the market, which is sufficient for salaries (350 thousand citizens - at a monthly salary of 500 One thousand dinars), he explained that (240 million dollars) is the percentage of tax and customs revenues on imports, if 75% of the value of the dollars sold goes to actual import, and this amount is sufficient as salaries for nearly 550 thousand citizens with a monthly salary of 500 thousand dinars.
In his second statement issued on the same topic, Tohme asserts that the state’s monthly losses from the currency auction exceed 200 billion dinars, indicating that these sums are sufficient to provide job opportunities for unemployed youth and move the economy’s wheel through the private sector, calling on “the Central Bank to bypass these intermediate rings. Of (parasitic banks) depleting hard currency, and adopting mechanisms guaranteeing the granting of dollars to actual traders and other citizens directly, in order to save several trillions, instead of going to borrow and its burdensome effects temporarily and in the future and reduce the illusory rise in the prices of imported goods whose bill is paid by the consumer. He also called for “imposing taxes on banks at a rate of no less than 25% of their profits,” indicating that “if the tax of their proposed profits is collected, the amount of (50-60) billion dinars will be available monthly to the public treasury and be more than (600) billion dinars.
