Baghdad (Independent) ... The Cabinet decided, on Sunday, to settle the state budget law for the next year after completing the talks with the Kurdistan region within a week.

 

A statement issued by the Council received by Al-Mustaqila today said that “The Council of Ministers held its regular fifty-third session today in Baghdad headed by Council Chairman Nuri al-Maliki,” indicating that the Council “decided to settle the state budget law for 2014 after completing the discussions with the delegation of the Kurdistan region during a week".

 

The decision of the House of Representatives, Muhammad Al-Khalidi, suggested that on December 16, the next parliamentary elections would be postponed due to the delay in sending the budget to Parliament.

On November 12, 2013, Al-Khalidi called on the government to send the budget to the House of Representatives for a vote on it, stressing that holding any session of Parliament after the 15th of November will be invalid because the House of Representatives will enter its legislative recess.

The general budget for next year is 174 trillion dinars, with a deficit of 27 trillion per day, according to what the Ministry of Finance announced earlier. (The end)

Al-Ghazi added that the government is moving towards mobilizing private projects, in various sectors, and providing a safe environment for investment, which will contribute to achieving a developmental impact in all governorates of the country .

According to the statement, the committee set the distribution ratios for the amounts allocated for the initiative, the proposed interest and the time limits for repayment, which will target the sectors (residential, industrial, service and agricultural), as well as the types of loans at 3 levels (small, medium, large).

After the Council of Ministers discussed what was included in its agenda, it issued the following decisions:
First / Approval of the minutes of the fourth meeting of the Higher Commission for the accompanying census, linking the Ministry of Planning’s letter No. TS / 3/246, dated 08/25/2020, taking into consideration Attention is the opinion of the General Secretariat of the Council of Ministers, according to the following:
1- Abolishing Paragraph (1) of Cabinet Resolution (108 of 2019), and setting a new date for conducting the General Population and Housing Census in accordance with the provisions of Article 9 of the Statistics Law (21 of 1972) By a statement issued by the Minister of Planning.

Third / Approval of writing off the debts owed by the Independent High Electoral Commission for the rental allowances for the period from 2008 until the end of the year / 2020, which are estimated at (7500000000) dinars, only seven billion and five hundred million dinars, provided that the above commission will carry out its tasks regarding Preparing warehouses and receiving electoral equipment and supplies, in preparation for the upcoming electoral event, based on the provisions of Article (46) of the amended Federal Financial Management Law (6 of 2019).
Fourth / The Ministry of Defense bears the difference resulting from the conversion of the currency from the dinar to the dollar, whose value is (406,131,88) dollars, from the sums in the surplus dollar currency, which are in the current account of the Ministry of Defense opened in the Iraqi Trade Bank (TBT) and from the amounts of investment contracts. That the Ministry of Planning and the Ministry of Finance take appropriate measures regarding the required accounting entries, to register in the records and mark the aforementioned amount, for the purpose of the Ministry of Defense to initiate the opening of the documentary credit required duly and legally, to ensure the installation of medical devices in a general hospital for the armed forces.
Fifth / With regard to my loan to finance the Ministry of Electricity projects implemented by Siemens, it was decided:

2- Authorizing the Ministry of Finance to borrow from the Iraqi Trade Bank an amount (15%) as an advance payment of the value of the project during the year 2020, which is $ 37,500,000, only thirty-seven million five hundred thousand dollars.

Shafaq News / The Iraqi Prime Minister, Mustafa Al-Kazemi said, on Tuesday, that the director of the Korean "Daewoo" company had committed suicide after being subjected to "pressure and blackmail."

In statements he made after the cabinet session, Al-Kazemi said, "The talk about canceling agreements, including the Chinese agreement, is regrettable," adding that "my message to politicians and media professionals is to convey the truth and wear lies."

On October 9, the security authorities in Basra Governorate, southern Iraq, found the body of a Korean company director a few days after signing a huge contract to work in the large port of Faw .

The local authorities preferred the hypothesis of suicide, after he was found hanged by a wire .

A security source told Shafaq News Agency, that the "suicide" is named Park Hoba, director of the Korean Daewoo company, and a worker was reported dead after watching him commented.

He emphasized that this government will sign a contract with a company to implement the Faw Port project, adding: "This is a promise, and we have overlooked all obstacles to implement the Faw Port Agreement, and whoever talks about stopping the project is lying."

He pointed out that the Council of Ministers voted for laws that preserve workers' pension rights outside the government sector, and this is an important law in order to provide adequate living conditions for workers in the private sector.

And the sixth decision included financing the fifth phase maintenance projects (PUPOS) for the benefit of the American GE company for the year 2020, with an amount of $ 250 million, through the loan agreement with the relevant export guarantee institutions, and authorizing the Ministry of Finance to borrow from the Iraqi Trade Bank an amount of 15% as an advance payment of the value of the project during 2020, which is $ 37.5 million.

The Iraqi Council of Ministers also approved the approval of the bailiffs (15 and 16) and the recommendations of the Diwani order (45 of 2018), accompanying the linking of the Ministry of Planning letter of No. 1/2/840, dated November 2, 2020. Mubasher: The Iraqi Prime Minister, Mustafa Al-Kazemi, commented on the position of the memoranda of understanding recently signed with the Kingdom of Saudi Arabia, the fate of the agreement with China and the fact of its cancellation .

In a press conference early this morning, Wednesday, after the weekly cabinet meeting, the Prime Minister said that Saudi Arabia is one of the 5 richest countries in the world to place its investments in Iraq .

Al-Kazemi added that Iraq has many memoranda of understanding signed with the Kingdom of Saudi Arabia to serve Iraq, stressing that every investment serves Iraq, saying: "And everyone who serves Iraq is welcome and easy, and the Iraqi does not surrender his land to strangers ."

The statements of the Iraqi prime minister came in response to those who promote the idea of Saudi colonialism, saying: “There are those who are promoting the lie of“ Saudi colonialism, ”because the Iraqi does not accept grievance and does not accept being controlled by a foreigner, and has investment turned into colonialism ?! And does creating job opportunities for our children. Through investment is colonialism ?! We must provide the investor with the environment that protects him, not extort him .

As for the agreements signed with China, the Iraqi Prime Minister stressed that the memoranda of understanding between Iraq and China have not been canceled, indicating that talking about canceling them is a lie, he said .

And Abizaid: "The agreement between Iraq and China are memoranda of understanding and have not been canceled. Rather, they adhere to all memoranda of understanding with friends in China, and no agreement has been canceled ."

The Prime Minister sent a message to politicians and media people, saying: “We have to convey the truth, not to convey lies to people, and I do not have electronic armies and do not believe in them .

Al-Kazemi sent a reassuring message to investors, saying: "We assure businessmen and investors that they will not be blackmailed, and we are taking care of their protection."

The Prime Minister stressed that Iraq has distinguished relations with most countries of the world, and the memoranda of understanding signed with a number of countries depend on the approval of the 2021 budget. Because its approval will provide an opportunity to implement many memoranda of understanding that involve serving the Iraqi citizen.

With regard to the strategic dialogue with the United States of America, Al-Kazemi indicated that Iraq has two options; Either clash or obtain results, stressing that the current government decided to make its policy calm and diplomatic in order to overcome obstacles.

The Prime Minister stressed that Iraq will not be affected by whoever heads the United States of America, indicating that it deals with state institutions and it does not matter who arrives at the White House, rather it matters what was agreed upon within agreements and pledges.
