Parliament session begins headed by Al-Halbousi
  
{Baghdad: Al Furat News} The House of Representatives session started, headed by Parliament Speaker Muhammad al-Halbousi.

Al-Halbousi opens the voting session on the borrowing law

Baghdad Parliament Speaker Muhammad al-Halbousi opened, on Wednesday, the voting session on the borrowing law.

 

The Parliament's Media Department said in a statement, "The Speaker of Parliament, Muhammad Al-Halbousi, opened the work of session No. (21)."

 

A document obtained (Baghdad today) revealed, on Wednesday (November 11, 2020), the borrowing amounts in the Fiscal Deficit Financing Act, and their distribution before voting on them in the parliament session scheduled to be held today.

 

The document included sums of money for 24 paragraphs, most notably the salaries of employees and retirees, the social protection network for the next three months, the ration card items and investment projects, while the total amounts amounted to 23.9 trillion dinars.

 

1- The salaries of employees for three months (10) trillion.

 

2- The salaries of self-financing companies are (465) billion.

 

3- The salaries of grants for water, sewage, municipal institutions, and the Municipality of Baghdad are (453) billion.

 

4- Civilian and military pensions and retirement rewards (4.5) trillions.

 

5- Salaries of the Social Protection Network (720) billion.

 

6- The salaries of the breadwinners of the disabled (60) billion.

 

7- Medicines (541) billion.

 

8- The ration card (162) billion.

 

9- Wheat and rice (1.8) trillion.

 

10- Supporting farmers (63) billion.

 

11- Corona Pandemic Program - Ministry of Health (100) billion.

 

12- The cost of producing crude oil is (192) billion.

 

13- The capital of the Housing Fund is (4) billion.

 

14- Basra Gas (186) billion.

 

15 - The relief program for the displaced (25) billion.

 

16- The Fund's stabilization programs and the Education Initiative (132) billion.

The deputy of the Kurdistan Islamic Union, Jamal Cougar, revealed,  on Wednesday (November 11, 2020), the only Kurdish condition for passing the law on financing the fiscal deficit .

" The Kurds have only one condition to agree to the passage of the borrowing law, which is to secure 320 billion a month for the salaries of Kurdistan Region employees, " Cougar told  IQ News .

He added, "Deputies expressed their" objection to the Kurds' condition, and talked about the region's lack of commitment, "going on to say:" We are still in negotiations in order to reach a solution. "

The House of Representatives is scheduled to hold its 21st session today, Wednesday, whose agenda includes a vote on a law on financing the fiscal deficit.

It is noteworthy that Al-Kazemi said, in a speech he gave during a cabinet session, on Tuesday (10 November 2020), that "our meeting with the Parliamentary Finance Committee was positive and will contribute to launching the salaries of employees after the approval of the borrowing law."

Parliamentary Finance meets with representatives of political forces to agree on a borrowing law before it is passed

Baghdad A parliamentary source said, on Wednesday, that the Parliamentary Finance Committee met with representatives of the political forces to agree on the borrowing law before it was passed.

 

The source said in an interview with (Baghdad Today), "Parliament is now beginning to vote on the Air Force College law, and is awaiting the end of the meeting of the Finance Committee with representatives of the political forces until agreement on a final formula on the borrowing law for the purpose of voting on it during today's session."

Al-Haddad: Parliament is working in an integrated manner to end the issue of employee salaries and solve the problem of borrowing
  
(Baghdad: Al Furat News) The Deputy Speaker of the Iraqi Council of Representatives Bashir Khalil Al-Haddad chaired today, Wednesday, the meeting of the Finance Committee to discuss the internal borrowing law.

According to the statement issued by his office, Al-Furat News received a copy of it, Al-Haddad stressed "the necessity of resolving political problems and disputes about this law because it affects a large segment of society and they are employees."
He pointed out that "the agreement to postpone discussions related to the federal budget law for 2021," noting that "the issue of employee salaries does not bear the delay any more."
Al-Haddad stressed, during the meeting, "the need for Parliament to cooperate with the government to overcome the financial crisis and its economic repercussions," praising "the Iraqi forces’ adherence to the national partnership and the balance of components in managing representative work under the dome of Parliament. "

{Baghdad: Al Furat News} The meeting that was held at the headquarters of the Al-Hikmah bloc in the Parliament building had just ended, regarding resolving differences in the draft law on financing the fiscal deficit {borrowing}.

A source told {Euphrates News} that "the meeting concluded a compromise formula requiring that the Kurdistan region deliver the oil to the National Sumo Company for export, provided that the federal government pays the extraction costs."
"During the meeting, the Kurdish delegation expressed its initial agreement, but requested time to consult with its political authority," he added.
The source pointed out that "on the basis of that, Parliament Speaker Muhammad al-Halbousi decided to hold the session at 12 midnight this night."

The Parliamentary Finance Committee concluded its discussions on the law on financing the fiscal deficit and went on to raise it to a vote in the House of Representatives session this evening.

The borrowing law had witnessed disagreements in the session held by Parliament at noon on Wednesday, due to the blocs' demands to add paragraphs of the law, amid calls to pass it in preparation for solving the problem of late salaries of employees.
