Iraq faces a serious financial shortfall due decline in oil prices marred by the coronavirus pandemic and endemic mismanagement and corruption the country has faced since the fall of the former Ba’ath regime, as the country almost exclusively counts on oil exports to finance its salary payroll and other expenditures.

During a press conference after the federal Council of Ministers met with the parliamentary committee, Talal said that the salaries of public sector employees will be disbursed on Thursday if the federal legislature passes the law on Wednesday.

“The delay in the payment of the salaries of public sector employees is the result of accumulated past economic and political decisions. It was not caused by procedures introduced by this government,” he said.

The efforts to curb the spread of COVID-19, the respiratory disease caused by coronavirus, was also discussed during the meeting, he tweeted.

@MAKadhimi directed the Ministry of Health to ensure that Iraq receives the first batch of the Coronavirus vaccine and that all Iraqis have access to it.”

Talal also refuted allegation that the federal government has withdrawn from China-Iraq agreement.

 “There have been reports that this @IraqiGovt has withdrawn from the agreement with the People’s Republic of China signed by the previous government. This is untrue; the agreement is still in place,” he added.

In September 2019, eight agreements and memorandums of understanding (MOUs) were signed between Iraq and China covering financial, commercial, security, reconstruction, communications, culture, education, security, and foreign affairs.

He added, "It was agreed on an amount that will be announced at the time, which is not the same amount that the government requested, but will cover all salaries, including employees and retirees, with necessary issues such as medicine and energy requirements."

Rashid added, "After agreeing on the amounts required for spending, they were collected and the revenues subtracted from them, so the agreement was on a final amount for the loan."

He concluded that "the second paragraph of Article 5 of the draft law relating to the Kurdistan region remained pending, with demands to be lifted, and discussions will take place tomorrow to reach a formulation that satisfies the political parties and the federal government."

The Parliamentary Finance Committee had confirmed earlier, the existence of a tendency to limit the amount of borrowing in the fiscal deficit law by securing salaries, ration items and medicines.

Mubasher: A member of the Parliamentary Finance Committee in Iraq, Faisal Al-Issawi, confirmed that the Ministry of Finance will start paying employees' salaries next Sunday.

Al-Issawi stressed in (the neutral program) through the Iraqi news channel, the committee’s insistence on “pushing for steps to reform,” according to the Iraqi News Agency, INA, on Tuesday.

The MP pointed to expectations that the amount of borrowing will be reduced to 15 trillion dinars.

Earlier in the day, the Media Department of the House of Representatives announced the agenda for tomorrow's session, Wednesday.

According to a document issued by the department, "the vote on a bill to finance the fiscal deficit will issue the agenda of the parliament session that will be held tomorrow, Wednesday."
