Baghdad Today, Saturday (November 07, 2020), the House of Representatives held its nineteenth session, whose agenda was the reading of the fiscal deficit financing bill, in addition to other laws. The Media Department of the Council of Representatives stated in a statement received (Baghdad Today), that "the Speaker of the House of Representatives, Muhammad Al-Halbousi opened the work of the 19th session," noting that "170 deputies attended the session." Earlier in the day, a member of the Parliamentary Finance Committee, Jamal Cougar, said that borrowing could not continue for dual salaries and space workers, while indicating the need for economic reforms. Cougar said, in a press statement, that "the government's continued borrowing, without making economic reforms, means that Iraq will go towards economic collapse." He added, "It is unreasonable for Parliament to vote on the borrowing law, to pay salaries to aliens and double-wages," noting that "Al-Sadr's recent tweet regarding the law came at the appropriate time." Cougar pointed out that "the distribution of employees' salaries depends on the Minister of Finance, Ali Allawi, and not on the law on financing the fiscal deficit," noting that "Parliament is awaiting the arrival of the 2021 Budget Law." And on the date of passing the law on financing the fiscal deficit, a member of the Finance Committee confirmed, "The House of Representatives will start today the second reading, and it will be voted on after four days in accordance with the Parliament's bylaw."

(Baghdad: Al Furat News) The House of Representatives held, on Saturday, its 19th session chaired by its president, Muhammad Al-Halbousi, and the presence of 170 deputies.

The media department of the council stated, in a press statement, that "the council held its 19th session today in the fourth parliamentary session of the third legislative year of the first legislative term, headed by its president, Muhammad al-Halbousi."

3. Failure to observe the population percentage criterion in the distribution of investment allocations among governorates, so you find a governorate with fewer inhabitants than another governorate, approximately 800 thousand people, while the amount of the less populated governorate was allocated more than (7) billion dinars

4. The total expenditures allocated to cover the electricity sector amounted to more than five trillion dinars, half of which is to pay the cost of gas imported from Iran, and the rest of the amount is distributed to cover energy imports and the wages of the local investor, while the report of the Office of Financial Supervision on 9/24/2020 indicates that four trillion was spent to purchase equipment And maintenance of the national stations and converting them to work from the simple cycle to the combined cycle, it will produce (5800) megawatts, which is greater than the energy imported and purchased from the investment stations. It is spent only once, while import wages and local investor wages are paid annually with this large amount.

5. The Deficit Financing Law allocated an amount (679) billion dinars for the cost of producing crude oil exported globally for a period of four months only, and the details of this resource have not been clarified, and whether the cost of oil production from fields that are managed other than the federal authority that do not receive the federal government Its revenues were calculated in this section of expenditures?

6. The attached schedule to the Deficit Financing Law included allocations for the Kurna pandemic program, amounting to 100 billion dinars

Yesterday, Saturday, the House of Representatives finished reading five laws, including the Fiscal Deficit Financing Law, while the Finance Committee expressed its reservation on not submitting the budget bill for the year 2020 and the existence of a clear exaggeration in the estimates of the amount of borrowing.
The Iraqi street is awaiting from the parliament the "final and decisive position" of the disability law in order to release the salaries of employees that have passed more than 20 days from the date of their disbursement, as it also has economic effects on local markets and the movement of trade.
Council Chairman Muhammad al-Halbousi stressed, according to a statement, the need to support the government in its measures of reforms in all levels and strengthen the foundations of the economy, calling on the government to take preventive measures to address the decline in global oil prices and the Finance, Economy and Investment Committees to provide the necessary requirements to achieve the desired reform in the way 
In the supreme interest of the country.
During the session chaired by Hassan Al-Kaabi, First Vice President of the Council, the Council finished reading a report and discussing the draft law on financing the fiscal deficit submitted by the Financial Committee.
The Finance Committee expressed its reservation on not submitting the draft federal budget law for the year 2020 and the existence of a clear exaggeration in the estimates of the amount of borrowing, calling for reducing all items of expenditures and limiting them to the necessary priorities and supporting investment projects according to disbursement mechanisms that adopt fair distribution.
She also stressed the need for a prudent policy to manage public debt in coordination with monetary policy, control lost revenues from customs ports, and automate customs and tax collection, as well as collect debts owed by telecommunications companies and institutions operating in Iraq.
On the other hand, the Council postponed the vote on the draft law on ratification of the agreement to accelerate cooperation in the economic field and energy affairs between the government of the Republic of Iraq and the government of the Republic of South Korea submitted by the committees on foreign relations, oil, energy, natural resources, economics and investment until it is studied by the council members.
The Council voted on the draft law on the accession of the Republic of Iraq to the Second Protocol to the Hague Convention of 1954 for the protection of cultural property in the event of armed conflict submitted by the Committees on Foreign Relations, Culture, Tourism and Antiquities to enhance the protection of cultural property in the event of armed conflict and for the purpose of protection over movable cultural property by strengthening legal protection And criminalizing the people who commit it.
The vote has also postponed the draft law on ratification of the United Nations Convention on Transparency in Treaty-based Investor-State Arbitration and the proposal for the First Amendment Law of the Judicial Supervision Authority Law No. (29) of 2016.
The Council voted on the draft law on joining the Republic of Iraq to the AIIB’s infrastructure agreement submitted by the Foreign Relations, Economy and Investment Committees, in order to build and rehabilitate infrastructure in Iraq and diversify its financing sources.
The Council also completed the reading of the report and discussion of the draft law ratifying the agreement to avoid double taxation and prevent financial evasion with regard to taxes on income and capital between the government of the Republic of Iraq and the government of the State of Kuwait submitted by the Foreign Relations Committee.
The Council completed the reading of the report and the discussion of the draft law on the accession of the Republic of Iraq to the Convention on the Recognition and Implementation of Foreign Arbitration Decisions (New York 1958) submitted by the Foreign Relations and Legal Committees.
The Council completed the reading of the report and discussion of the draft law abolishing Law No. (127) of 1981, the Ratification Law of the Arab Labor Convention No. (10) of 1979 regarding paid study leave, and the Arab Recommendation No. (3) of 1979 attached to it submitted by the Foreign Relations Committee.
