According to a member of the Parliamentary Finance Committee, Ahmad al-Hajj, to Al-Sabah: “The Federal Service Law was completed, and it was sent to the Presidency of Parliament to be included in discussions and voting.” Al-Hajj considered the Federal Service Law "the administrative constitution" of Iraq, as it regulates all administrative relations between the government and the departments, and between the departments between them, the departments and the citizen. He pointed out that "through this law, the state can distribute expenditures, as well as reduce or maximize them (expenditures)." Increasing the efficiency, performance and effectiveness of state departments and their employees, as well as achieving a balance between salary, work performed, conditions and degree of responsibility.
