Federal Service Law brings justice in hiring and salaries

 
  Baghdad: Farah Al-Khafaf 
if "necessity is the mother of invention", then the Federal Service Law is the best solution for resolving many files in the current circumstances, especially with the decrease in revenues, the increase of graduates, the disparity in salaries, and the large differences. According to a member of the Parliamentary Finance Committee, Ahmad al-Hajj, to Al-Sabah: “The Federal Service Law was completed, and it was sent to the Presidency of Parliament to be included in discussions and voting.”

Al-Hajj considered the Federal Service Law "the administrative constitution" of Iraq, as it regulates all administrative relations between the government and the departments, and between the departments between them, the departments and the citizen.
He pointed out that "through this law, the state can distribute expenditures, as well as reduce or maximize them (expenditures)."
 
The specified degree
The Chairman of the Federal Public Service Council, Mahmoud Muhammad Al-Tamimi, told Al-Sabah: “The draft Federal Civil Service Law includes in its texts a proposal to unify the salary scale through a system that specifies the nominal salary of the employee and his annual increase and the periods of his promotion according to the degree specified in the unified salary scale, with Addressing the differences between the salaries of state employees to achieve justice and job stability.
Financial specialist Thamer Al-Azzawi confirms that "the civil service law has many economic benefits."
 
Sums of money
Al-Azzawi defined to "Al-Sabah" the benefits of the law, with its importance in providing huge sums of money through which productive young energies can be employed, and appointments and contracts are directed towards achieving benefits and feasibility. 
According to the specialty, as well as detecting and treating job slack, and creating a productive spirit of competition for employees, to obtain bonuses, promotions and even Rewards. "
 
The Federal Civil Service Law aims, according to a copy obtained by Al-Sabah, to "regulate the public service in a manner consistent with the requirements of actual need, and to regulate the affairs of employees and define their duties and rights."
In addition to achieving the principle of equal opportunities among citizens in assuming public office without discrimination based on gender, race, nationality, origin, color, religion, sect, belief, opinion, economic or social status.
 
Professionalism and competence
The law also aims to build a civil service on the basis of professionalism, competence, and impartiality, in a way that guarantees improving the performance of the state's administrative apparatus and raising its efficiency.
Increasing the efficiency, performance and effectiveness of state departments and their employees, as well as achieving a balance between salary, work performed, conditions and degree of responsibility.
He also referred to the purpose of preparing the law in preparation for its approval to "modernize the state's administrative system by reforming the two pillars of the civil service, the employee and the job, and unifying their provisions in one comprehensive law that is easy to apply."
