Committee member Jamal Cougar explained to "Al-Sabah" that the government will resort to borrowing until Parliament legislates the budget deficit law because it is the only solution available to it, stressing that the law will pass to vote because everyone is fully convinced that the government should be granted the authority to borrow and the disagreement is limited to the amount no more.

The Parliamentary Services Committee confirmed its submission of a request to the Presidency of the Council of Representatives to enter as a committee specialized in enacting the "FAO Authority" law, as it is part of its work and to expedite its legislation.
Committee member Abbas Al-Atafi told Al-Sabah: "The proposed law has read the first reading and is still being enacted. It is one of the important laws that is considered an innovation and an outlet to advance and develop the process of economic and social development."
The law was presented in a new form before the House of Representatives, and the main economic city is considered the city of Al-Faw, and Al-Atafi says: "When the FAO has special authority for its decisions, it will provide many economic and investment aspects that are enormous for the country." Jordan, therefore, is one of the important and strategic laws for the recovery of the Iraqi economy, as well as the development of the city of Basra in light of the new data and the economic movement that occurs as a result of the construction of the large port of Faw.
The law was read by the Parliamentary Economic and Investment Committee, which prompted the Services Committee to submit a request to enter into its legislation as it is within its competence to expedite its legislation and put it up for discussion in the next sessions.
The law encourages investment, bringing technical, technical and scientific expertise, developing human resources, and creating job opportunities for Iraqis. Al-Atafi demands that the law be legislated quickly because it is considered an "investment mark and a true foundation for budget support and not relying on one party for revenue."

Parliamentary Finance sets the date for passing a decisive law to secure salaries

Shafaq News / The Parliamentary Finance Committee suggested, on Saturday, the passage of the borrowing law in the parliament next week, which is relied upon to fill the shortfall in employees' salaries.

The Iraqi government presented a bill to Parliament authorizing it to borrow an amount of 41 trillion dinars to cover the fiscal deficit for the remaining months of this year.

However, parliamentary sources told Shafaq News that Parliament will reduce the borrowing value to only 15 trillion dinars.

The committee's reporter, Ahmad al-Saffar, told Shafaq News that "there are great possibilities for approving the borrowing law next week, as there are no sessions for Parliament during this week."

On the date of salary distribution and the frequency of late payment, Al-Saffar replied that "the government is concerned with paying the salaries and the parliamentary finances. It is not concerned with that."

The Iraqi government is facing a stifling financial crisis that caused a delay in the distribution of employees' salaries for the last month, about 20 days, due to the lack of sufficient financial liquidity and the depletion of borrowing amounts allocated to secure salaries.

Parliament and specialized experts warn against resorting to borrowing due to the debts it leaves and heavy financial consequences that may extend for years due to the lack of a successful fiscal and monetary policy that is capable of dealing with crises.  

This is the second time that the government has submitted an authorization from Parliament to borrow money, after the first time it borrowed 15 trillion dinars domestically and $ 5 billion abroad.

The borrowing comes to fill the financial deficit in the country due to the drop in oil prices caused by the Corona virus crisis, as revenues from selling crude cover 95 percent of state expenditures.

Economy News publishes the second borrowing bill that the government sent to Parliament and demands approval for its lending of 41 trillion dinars from October to the end of December.

The borrowing bill includes all the items of spending, as the salaries of employees amount to 24.5 trillion dinars during the three months, while the salaries of retirees are 3.8 trillion dinars, and the payment of debts and interest is 4.8 trillion dinars.

According to the bill, the government wants to allocate 655 billion dinars to buy medicines and 324 billion dinars to support the ration card.

The bill also allocated 4.7 trillion dinars to pay off the Iranian debt, for the import of electric power and gas during the years 2019 and 2020.

During the coming sessions, the House of Representatives intends to vote on the borrowing law, which the Finance Ministry insists, to distribute the salaries of employees, while Parliament awaits the Federal Supreme Court law, for a vote, amid a raging political dispute between parliamentary blocs.

Shafaq News / An informed government source revealed, on Wednesday, that Parliament and the government reached the approval of a borrowing law that will pave the way for the payment of salaries of employees who are late for the month of October. 

It is customary to pay the salaries of employees, starting from the 15th of each month and until the 26th of the same month, but the government has delayed paying the salaries of last October until now, for the second consecutive month. 

Last month, the Iraqi government sent a draft law to borrow 41 trillion dinars (about 34 billion dollars) to Parliament for approval, with the aim of financing the deficit in paying employees' salaries for the remaining months of this year.

The government source told Shafaq News, "Parliament and the government have agreed to approve the borrowing law during the parliament session next Monday."

He added that the passage of the law will pave the way for the payment of employees' backlogs. 

This law comes to secure legal cover for the government, given that Iraq did not approve a budget for the year 2020 due to the decline in financial revenues due to the decline in oil prices in global markets due to the consequences of the Corona virus.
