The new draft election law is the biggest dilemma for holding elections, as the bill is still stalling since last year due to disagreements by political blocs over some of its provisions.
Late last year, the Iraqi parliament began discussing new legislation that would clear the way for the rise of independents and small blocs to parliament, in response to unprecedented popular protests pressure that began last year.

The House of Representatives resolves today, Monday, the debate over the electoral districts for the provinces of Kirkuk and Nineveh in the election law, after last Saturday it voted on the number of electoral districts for 16 governorates.
Parliament voted to approve 17 electoral districts in Baghdad, 6 in Basra, 5 each in Dhi Qar and Sulaymaniyah, 4 each for Babil, Anbar, Erbil and Diyala, and 3 each for Najaf, Salah al-Din, Dohuk, Diwaniyah, Karbala, Wasit and Maysan, and two electoral districts in the governorate.

He described that "the representatives of Mosul agreed among themselves on 8 electoral districts," indicating that "Mosul was divided on the basis of its components," and it is likely that the parliament will continue voting on the election law after the governorate’s representatives agree.
For his part, MP Salam al-Shammari said that Monday’s session will witness the completion of the vote on the constituencies of Nineveh and Kirkuk in order to end the dominance of some political blocs, noting that “Parliament freed the voter from its pressure.”
Early elections are scheduled to take place on June 6, 2021, as was officially announced last July.
In addition, MP Ali Al-Badiri said, "What the government and the electoral commission need in order to launch and prepare for early elections, was through the election law that was voted upon and decided the electoral districts for most of the governorates." 
He added, "The ball is in the court of the government and the Electoral Commission to proceed with completing what they have to do in order to meet the demands of the masses and the authority’s directives to conduct transparent and fair elections that meet the demands of the Iraqi people and achieve true representation for them."
In another matter, the committee in charge of the electricity file submits its report to the House of Representatives during Monday's session. 
A member of the committee, Mudhar Al-Azirjawi, explained to Al-Sabah that the committee has finished its work on the electricity issue that the Iraqis have been suffering from for many years, to put it before the council’s eyes during today's session and take the necessary measures.
He added, "The report includes most of the corruption cases that existed at the time, which were submitted to integrity, emphasizing them and following up on all files in this aspect." 
He pointed out that "corruption in the electricity file will be in front of the public opinion and parliament to be discussed and taken."

Parliament deputies receive a message from the Presidency of the Council regarding the Monday session

The media department of the Iraqi Council of Representatives directed to set the sixth Monday evening as the date for the next session.  

The deputies received a statement from the media department after midnight on Sunday (October 26, 2020) that a special date was set for the representatives of Nineveh and Kirkuk governorates to attend, in what appears to be an early meeting preceding the session to discuss the issue of distributing constituencies in the two governorates.  

The Parliament’s statement read what was stated by “Ladies and gentlemen deputies. The Presidency of the Council has directed the following:  

1- The deputies of Kirkuk and Nineveh will meet at one o'clock in the afternoon, in the presence of the legal committee, and the ladies and gentlemen who wish to attend the meeting.  

2- The session will be held tomorrow at six in the evening.

A member of the Parliamentary Economic and Investment Committee, Ahmed Mazhar Al-Jubouri, called on the government to find quick alternatives to provide salaries for employees, retirees and social workers, indicating that the government's reliance on the borrowing law is surprising and evidence of failure.
Al-Jubouri said in a statement that Al-Iqtisad News received a copy of, that "there are a lot of revenues entering the state budget from many ministries and departments, and they must be classified and work to distribute salaries to ministries and authorities, respectively."

The Iraqi Council of Representatives is scheduled to hold , at 6 pm today, Monday, local time, a session to resolve the controversy regarding the electoral districts in the election law, after it voted last Saturday for the districts in 16 governorates, excluding the Kirkuk and Nineveh governorates from voting due to political differences. 
Parliamentary sources confirmed to Al-Arabi Al-Jadeed that the political forces have continued disputes regarding the electoral districts in Kirkuk and Nineveh, pointing out that Kurdish deputies believe that the multiplicity of districts in the two governorates may reduce the Kurdish parties' chances of winning the elections.
The sources indicated that the parliamentary blocs had not reached a compromise during the last two days' dialogues, which prompted the Presidency of Parliament to hold the session at six in the evening instead of at one o'clock, in order to clear the way for political forces for dialogue before the session was held.
The Media Department in the House of Representatives sent a message to the members of Parliament, setting the sixth hour as the date for the session, confirming that the deputies of Kirkuk and Nineveh governorates will hold a meeting at one o'clock in the presence of the Legal Committee, with the participation of representatives who wish to attend.
The head of the Parliament's Legal Committee, Rebwar Hadi, confirmed that the House of Representatives did not vote on dividing the electoral districts in the governorates of Kirkuk and Nineveh and the disputed areas covered under Article 140 of the constitution, in which there is religious and national diversity, explaining in a statement to the Iraqi News Agency that the division Chambers in those areas will affect component seats.
And he indicated that the dialogues and discussions between representatives of the components are continuing without reaching any result, pointing out that the Presidency of Parliament has granted the political blocs two days in order to complete the division of districts for all provinces. He pointed out that the settlement of the division of districts depends on the extent of understandings and consensus between the political blocs.
For its part, a member of Parliament, Nada Shaker Jawdat, considered that dividing electoral districts would give the political blocs an opportunity to obtain a greater number of seats in the House of Representatives, warning in a press statement of the possibility of a reluctance to participate in the upcoming elections. 
She indicated that the educated classes have become the most unwilling to participate, calling for "correct education" in order to ensure effective participation in the electoral process. 
Jawdat pointed out that the conduct of elections and their success requires the existence of community awareness, calling for the removal of external interference and political money from the voting process.

 

 

In December of last year, the Iraqi parliament voted on a new election law that divided Iraq into multiple electoral districts, in response to popular pressure that was represented in the protest movement that was calling for early parliamentary elections and a change in the election commission. The Council voted on the draft law joining the Republic of Iraq to the Seafarers' Document Identity Agreement No. (185) for the year 2003 submitted by the Foreign Relations Committee to use modern technologies in preparing and printing the sailors ’identities that the state grants to seafarers for the purpose of leaving that country and returning to it and using advanced software and the international communications network to save data Entries, records and checks of identities .

The Council requested a vote on the draft law of the first amendment to the Law of the Fund for Supporting Internal Sections in the Ministry of Higher Education and Scientific Research No. (7) of 2012 submitted by the Higher Education and Scientific Research Committee, and to vote on the proposal of the Law of the First Amendment to the Iraqi Commission for Accreditation Law No. (78) of 2017 submitted From the Economy, Investment and Finance Committees at the request of the Finance Committee .

The Council finished reading the report and discussing the draft law on the accession of the Republic of Iraq to the Convention on Limits of Liability on Maritime Requirements of 1976 in its form amended by the 1996 Protocol, including the amended limits of liability therein and submitted by the Foreign Relations Committee .

The Council completed the reading of the report and the discussion of the draft law on the accession of the Republic of Iraq to the International Convention for the Control and Management of Ballast Water and Sediments in Ships for the year 2004 submitted by the Foreign Relations Committee .

In the same regard, the Council completed the first reading of the draft law on the accession of the Republic of Iraq to the Nairobi International Convention for the Removal of Wreck for the year 2007 submitted by the Foreign Relations Committee in order to adopt standard international rules and procedures that guarantee the removal of shipwrecks and pay compensation for the related costs quickly and effectively .

The Council completed the first reading of the draft law on the accession of the Republic of Iraq to the International Convention on the Establishment of an International Fund for Compensation for Damage from Oil Pollution of 1992 submitted by the Committee on Foreign Relations to establish the principle of full responsibility for shipowners and to create a mandatory insurance system that authorizes the ship owner to limit his liability to an amount linked to the ship's cargo .

The Council concluded the first reading of the draft law of the first amendment to the Iraqi National Oil Company Law No. (4) of 2018 submitted by the Energy and Natural Resources Committee to ensure the exploration, development and production of oil resources in the fields and lands allocated to them under the law on behalf of the Iraqi state and to increase production and develop the oil and gas industry, facilities and the facility The relevant work methods are based on efficiency, flexibility and competitiveness to maximize revenues for the benefit of the Iraqi people in accordance with prevailing international standards .

The Council postponed the Law of the Fund for Supporting Internal Sections in the Ministry of Higher Education and Scientific Research No. 7 of 2012 at the request of the Parliamentary Finance Committee.

He added that "the deficit through which salaries can be paid does not exceed 3 trillion per month, ie between 9 and 10 trillion", suggesting that "this amount is the one that the House of Representatives will vote on."

And it was decided to adjourn the session until Tuesday evening, October 27.

Last Saturday, the House of Representatives voted on the electoral districts attached to the Iraqi Council of Representatives election law for 16 governorates, while the vote on Nineveh and Kirkuk provinces was postponed.
