The Iraqi Council of Representatives intends to hold a session at noon today, Saturday, for the purpose of resolving the new election law , amid continuing political disputes over the electoral districts , while parliamentary circles have warned of the parliament’s failure to resolve the law as popular demonstrations await tomorrow, Sunday, on the occasion of the lapse of a year since the popular uprising.

Last Wednesday, the House of Representatives failed to settle the entitlement of the electoral districts in the new election law, while the political forces continue dialogues among themselves in order to reach a final agreement, to fully vote on the law, and Parliament raised its open session, until a consensus is reached between the blocs on the electoral districts.

 

In early August, Prime Minister Mustafa Al-Kazemi set June 6, 2021, as a date for holding early elections, a date that did not win the approval of all political forces, some of which suggested moving the date two months to avoid holding the elections in the summer due to the heat that may lead to low Participation rate in the elections.

 

The deputy for the Al-Fateh coalition, Mukhtar Al-Mousawi, said in a telephone conversation with Al-Arabi Al-Jadeed that, "Up to now, the political forces have not reached a final agreement regarding resolving the electoral districts file in the new election law, as differences still exist, and there is no agreement on resolving File today. "

Moussawi indicated that "the political forces will hold intensive meetings in the coming hours, within the House of Representatives, in order to reach solutions regarding the election law, before the deputies enter the chamber, in order to vote on the entire new election law."

He added, "Every political bloc, but every deputy in a governorate, wants the electoral districts to be according to their own size, in order to ensure that they obtain parliamentary seats in early elections, and for this, the differences are still deep due to personal and partisan interests, between all the blocs and all representatives. .

 

In addition, Intisar al-Jubouri, the representative of the "Iraqi Forces" coalition, said in an interview with Al-Arabi Al-Jadeed, that "the Iraqi parliament resolving the election law during today's session is possible, but it is unlikely due to the continuing political disputes over electoral districts, and the absence of any Political consensus in this regard. "

Al-Jubouri pointed out that "the Presidency of the Council of Representatives is intent on resolving the election law during today's session, and it seeks to do this by holding intensive dialogues and meetings before holding the session, and the deputies entering the base of the parliament."

According to al-Jubouri, “According to the current data, the parliament will fail again to resolve the election law, due to disagreements between all political forces.” However, he said, on the other hand, “an agreement will be reached to resolve this controversial file, and this matter depends on the dialogues and meetings that the presidency will conduct.” Parliament with leaders of parliamentary blocs, in the coming hours. "

"

 

Al-Aqili added: "We exclude the parliament voting on the election law in the parliament session today, because each bloc wants certain areas without others according to their popularity in those areas within the same district for all provinces."

In December 2019, the parliament voted on a new election law that divides the governorates into multiple electoral districts in which the candidacy is individual, in response to the demands of the popular movement that was also able to change the election commission, as well as its continuous pressure to hold early parliamentary elections, except So far, the paragraph related to the number of electoral districts and their geographical distribution has not been resolved in the new law.

Parliament had voted to approve, at the beginning of last week, a proposal to determine the number of electoral districts in each governorate.

The proposal stated that "the number of constituencies in each governorate shall be distributed equal to the number of seats allocated to the women's quota in the governorate."

Women hold 25 percent of parliament seats under the quota.

Based on the women's seats in each governorate, the distribution of electoral districts will be as follows: 17 in Baghdad, 8 in Nineveh, 6 in Basra, 5 in Dhi Qar and Sulaymaniyah, 4 in Babel, Anbar, Erbil and Diyala, and 3 in each of Kirkuk, Najaf and Salah al-Din. Dohuk, Diwaniyah, Karbala, Wasit, Maysan, and two seats in Muthanna. 

The proposal faced the objection of political blocs, most notably Al-Fateh led by Hadi Al-Amiri, the State of Law coalition led by Nuri Al-Maliki, the Kurdistan Islamic Union deputies, the new generation, and some Nineveh MPs.

The Council completed the reading of a report and discussion of the draft law on the accession of the Republic of Iraq to the International Convention on Loading Lines of 1966 and its amended protocol for the year 1988 amended in 2003 submitted by the Committees of Foreign Relations, Services and Reconstruction.

The council concluded the first reading of the proposed law on the genocide of the Yazidis submitted by the legal, labor, social affairs, immigration, migrant, women, family and childhood committees with the aim of recognizing genocide crimes against citizens, compensating them, protecting them from exposure to such crimes, condemning the crimes committed by ISIS terrorist gangs, and prosecuting their perpetrators before Iraqi courts.
