The Parliamentary Legal Committee set, on Wednesday, the date of the new session of the Council of Representatives, while it indicated that it had submitted a request to host Prime Minister Mustafa Al-Kazemi and the Minister of Finance.

A member of the committee, Hassan Fadam, said in a statement to "the information", that "the House of Representatives will hold its new session next week," noting that "the Parliamentary Legal Committee submitted a formal request to head the House of Representatives to host the Prime Minister Mustafa Al-Kazemi and Minister of Finance Ali Allawi."

He added that "the request was submitted to discuss the reasons for the delay in paying salaries despite the vote on the previous borrowing law," indicating that "the Presidency of the House of Representatives has not set the date for hosting so far.

Earlier, the Parliamentary Energy Committee called for the dismissal of the Ministers of Finance and Planning in Prime Minister Mustafa Al-Kazemi's government, following their presentation of the White Paper.

Earlier, the Parliamentary Economic and Investment Committee warned that the country would go to the unknown due to the external debts accumulated on the Iraqi government as a result of mismanagement. 25 T.

What a bunch of fools. They should be meeting every day until all the laws are debated and passed. Apparently they care less about the fact ALL their jobs are on the line come June elections.

The Parliamentary Legal Committee set,  on Wednesday, the date for the next session of Parliament .

Committee member Hassan Fadam stated, in a press statement, followed by Digital Media NRT, today, October 21, 2020, that "the House of Representatives that will convene next week will discuss the borrowing law and the electoral districts and amend the Federal Court law."  

He explained that "it has not been determined, so far, the date for hosting the Prime Minister and Minister of Finance in Parliament."

The Parliamentary Finance Committee confirmed earlier that the reform paper will not affect the salaries of retirees and employees, but employees' allocations can be reduced, indicating that the reform paper will solve the economic problems, but in the long run.

A member of the Parliamentary Finance Committee, Naji Al-Saeedi, confirmed, on Tuesday, that the borrowing law sent by the government will be passed inside the parliament, but after making amendments to it and removing unnecessary expenditures.

Al-Saeedi said that "the numbers in the borrowing law sent by the government to the House of Representatives are greatly exaggerated," indicating that "the law includes revenues of approximately 57 trillion dinars and its revenues are approximately less than 20 trillion dinars, which means that the 2019 budget is 190 trillion dinars." .

Al-Saeedi added, "The borrowing law will be passed within the House of Representatives, but after making amendments to it and removing unnecessary expenditures, so that the sums do not exceed the salaries of employees and retirees and the rest of the salaries in addition to the necessary expenses in the health sectors and other important sectors."

And he continued, "The sums that may be included in the law in the end do not exceed ten to twelve trillion dinars for the remaining months of this year."

{Baghdad: Al Furat News} The Parliamentary Legal Committee revealed, on Wednesday, the political position regarding the vote on the Federal Court law.

The deputy head of the legal committee, Muhammad Al-Ghazi, told {Al-Furat News} that "the approval of the Federal Court law does not face any obstacles until this moment," indicating that "it has been read in the first and second readings and will be voted upon soon."

Al-Ghazzi indicated that "after the vote and approval of the election law, the Federal Court law will be presented for the purpose of voting on it and there is no political dispute over it."

The House of Representatives had presented the Federal Court’s law and it was read, but the council’s orientations turned towards the election law for the purpose of implementing it and voting on it.

A member of the legal committee, Rebwar Hadi, said in a press interview that "the legal committee will hold a special meeting before the ad hoc session next Saturday."

He added that "the meeting will determine the controversial points to be presented during the session on Saturday," noting that "the session will be devoted to the election law to resolve differences about it between the political blocs."

Hadi explained that "all the data indicate that the blocs seek to resolve differences about the election law next Saturday," pointing out that "the committee will work on the council vote on the electoral tables in case there is consensus on it."

Al-Rikabi said in a press statement, "There is an agreement to settle the new election law and disputes about it during parliamentary sessions next week. If the issue of the election law is resolved, there will remain a more difficult issue than this law, which is to amend the Federal Supreme Court law."
And he stated, "The Federal Supreme Court had a shortage of one of its members. Now it is missing two judges," after the death of one of them last week.
He pointed out that "the presence of the court is very important, as no elections can be held without the presence of this court with all its members," stressing that "disputes over amending the Federal Supreme Court Law are still present, and these differences are political and administrative, technical and legal disputes, and there is difficulty in resolving them."
Yesterday, the representative of the Sairoun coalition, Mahmoud Al-Zagrawi, explained what was slapped as the “political goal” behind the suspension of the Federal Supreme Court.
Al-Zajrawi said that "there is a political goal behind disrupting the Federal Supreme Court, as this obstruction hinders the holding of early elections and elections in general, so no elections can be held and the court is suspended," noting that it is "the only body authorized to certify election results."
He pointed out, "There are issues and disagreements that can only be resolved through decisions issued by the Federal Court. There are also forces that want these differences and issues to remain pending, and for personal and partisan goals as well," stressing that "there are parliamentary efforts to resolve the amendment of the Federal Court law as soon as possible." .
And last Thursday, a member of the Parliamentary Legal Committee, Salim Hamza, revealed the main points of contention that impede the passage of the amendment of the Federal Court law in the House of Representatives, stressing that the issue is political and not legal.
Hamza said that "there are a number of points of disagreement between all political forces about the draft amendment to the Federal Court Law, including those related to voting inside the court and whether it will be by consensus or majority."
He added, "The second disputed point is who nominates judges and experts in Islamic jurisprudence and legal scholars, and determines their number and regulates the method of their selection," noting that "the other disputed point is, do the jurists have the right to vote or express opinion only."
A member of the committee emphasized that "the political will, if it is available, can pass the draft amendment within the next two weeks."

The Iraqi parliament approves the borrowing law

Shafaq News / The Iraqi parliament approved, on Wednesday, the law draft that allows the government to resort to internal and external borrowing to cover the country's fiscal deficit.

A parliamentary source told Shafaq News agency that the majority of the parliament voted, during the session, in the presence of 168 MPs (out of 329), to pass a draft law submitted by the government regarding internal and external borrowing.

The government has submitted the law draft that includes an amount $ 5 billion of external borrowing, and 15 trillion dinars of internal borrowing to address the financial deficit in the country.

The Iraqi government is struggling to secure employee salaries and other operating expenses due to the collapse in oil prices, which has paralyzed large sectors of the world economy. The country relies on the revenues from the sale of crude oil to finance 95% of the country's expenditures.

It is expected that the Iraqi economy will face a 10% of contraction

Iraq’s parliament authorised the new government to borrow up to $5 billion (Dh18bn) from abroad after the fall in oil prices caused a financial crunch.

The vote on Wednesday came a few days after international rating agency Fitch forecast the economy to shrink 9 per cent this year and debt to skyrocket.

The agency said public debt would rise to 80 per cent of gross domestic product in 2020-2021 from 47 per cent last year.
