The Ministry of Finance told Shafaq News Agency, "The oil and non-oil imports for this month of October will exceed four trillion dinars, at a time when we need six trillion and 500 billion dinars per month to pay the salaries of employees, retirees and beneficiaries of social care."

She added, "We are waiting for the Iraqi parliament to approve the fiscal deficit financing law in order to give us legal authority to borrow money from local and foreign banks and to continue the process of paying employees' salaries on time."

It is customary to pay the salaries of employees, starting from the 15th of each month and until the 26th of the same month, but last September, the salaries of government employees were late for the first time due to the financial crisis.

And the Iraqi Finance had previously confirmed that the financial pressure in the country will continue in the foreseeable future, as the country's main source of income from oil exports will be constantly affected by the global decline in demand and the massive outbreak of the Coronavirus.

And last September, the total financial revenues from the sale of oil amounted to 3.1 billion dollars, while Iraq needs 5 billion dollars to cover the salaries of 4.5 million state employees.

The Ministry of Finance released the salaries for the month of September, despite its apology for securing the sums, while Finance Minister Ali Allawi is awaiting a lawsuit due to the delay in salaries.
The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, revealed to "Al-Sabah" that a consultative meeting was held between Prime Minister Mustafa Al-Kazemi and the Finance Committee in the House of Representatives, indicating that "it was agreed to pay the salaries of employees before the vote on the fiscal deficit law at the end of the week."
He stated that "a committee has been formed between the government and parliament to study urgent problems and developments and discuss them to come up with good solutions to the economic situation." 
For his part, House of Representatives member Mansour Al-Baiji explained that the government is able to disburse the salaries of employees for the months of October and November, if the launch is delayed until the middle of this month.
He added that "the borrowing law submitted by the government is greatly exaggerated and will lead the country to holding back debt for several generations. Therefore, it cannot be approved without reducing borrowing to meet the actual need to cover salaries and basic matters of the country."
"The delay in legislating the borrowing law will push us to work more in coordination with the concerned authorities to release the salaries of employees for two consecutive months, which are October and November," Al-Buaiji added.
He pointed out that "employee salaries are a duty and entitlement, and the government must pay them without delay, because this matter will harm a large segment of the people, and this is what we do not accept completely."
The Iraqi Teachers Syndicate filed a lawsuit with the Supreme Judicial Council, against Minister of Finance Ali Abdul Amir Allawi, for stopping salaries. 
The union called on the judiciary to issue a state order to pay teachers ’salaries for the months of October and November.
