Iraqi Prime Minister Mustafa al-Kadhimi will pay an official visit on top of a high-level delegation to meet with officials in London, Paris, and Berlin.

In remarks, the German embassy was quoted as saying that Kadhimi will tackle bilateral ties, including cooperation in the war against terrorism and the economic crisis during his upcoming meeting with Chancellor Angela Merkel.

Kadhimi’s agenda for his visits to London and France is believed to be similar.

According to a statement by Iraq’s Central Bank, whose director is accompanying PM Kadhimi, the trip is said to last four days.

ERBIL, Kurdistan Region — Prime Minister of Iraq Mustafa al-Kadhimi left Baghdad on Sunday for visits to France, Germany and the United Kingdom, to discuss his country's economy, security and healthcare system.

Kadhimi "will hold several meetings with senior officials in these three countries, and discuss...ways to enhance joint cooperation between Iraq and their countries in various fields, especially the economic, security and health fields," according to a statement from the Iraqi prime minister's media office.

The Iraqi premier, accompanied by a delegation of ministers and heads of independent bodies, will first touch down in Paris.

Kadhimi spoke to French foreign minister Jean Yves Le Drian on October 7, when Le Drian reaffirmed French support for Iraq's "stability, sovereignty and integrity" in the face of attacks on diplomatic and civilian targets, and the "international efforts in the fight against Daesh [Islamic State]," according to a statement from the French foreign ministry.

Le Drian described Kadhimi's upcoming visit as "the time to reinforce France's support for Iraq and deepen the strategic partnership between the two countries in all fields". 
 
Kadhimi's Europe tour comes as Iraq is gripped by an economic crisis, exacerbated by a drop in oil prices and the global coronavirus pandemic, and attacks on diplomatic missions by Iran-backed militia groups that have been met with international condemnation.

Chancellor of Germany Angela Merkel is scheduled to receive Kadhimi in Berlin on Tuesday, where the two will discuss "bilateral relations", "economic cooperation," and efforts to contain the coronavirus pandemic, as well as the "joint fight against IS [Islamic State]," according to a statement released Friday by the German cabinet.

Iraqi foreign minister Fuad Hussein toured Europe last month, meeting with his French and German counterparts in talks that focused on Iraq's security and the economy. 

In a Berlin press conference with German foreign minister Heiko Maas, Hussein said Iraq stills needs the training, advice, and support of Germany and other members of the US-led Coalition to fight the Islamic State (ISIS) group in the country – days after Washington announced it would pull more than 2,000 troops out of Iraq.

Although Iraq announced the territorial defeat of ISIS in Iraq in December 2017, remnants of the group have returned to their earlier insurgency tactics, ambushing security forces, kidnapping and executing suspected informants, and extorting money from vulnerable rural populations.

The German government announced in September 2019 that it would extend its mission with the Coalition until October 2020, but would reduce its total number of troops across the Middle East from 800 to 700.

This year, the Coalition has scaled back its presence in Iraq, handing over bases and equipment to Iraqi forces. Last month, the United States announced it would reduce the number of American troops in Iraq from 5,200 to 3,000, citing the Iraqi security forces' improved capabilities.

In France, Hussein told Rudaw's correspondent Zinar Shino that he requested European countries send foreign observers to the country for the early election in June 2021, to increase confidence in its results.

Iraq held a parliamentary election on May 12, 2018, but many questioned the results and investigations against fraud were launched. It took the political parties months to form a new government led by Adil Abdul-Mahdi, who announced his resignation late in November 2019 but stayed in the position until Kadhimi took helm of the premiership in May 2020. 

President of France Emmanuel Macron visited Baghdad on September 2 for meetings with top Iraq and Kurdistan Region officials to discuss security and political reform.

On his tour, which includes 3 countries, France, Germany and Britain, Al-Kazemi will lead a high-ranking government delegation, including the Governor of the Central Bank of Iraq, Mustafa Ghaleb.

A Central Bank statement received by Al-Masalla stated that the governor will meet during the four-day visit with counterparts to discuss a number of common issues, especially removing the name of Iraq from the European Union's list of high risks, as well as discussing the development of banking relations and financial investment between Iraq and these countries due to what they constitute from Economic weight in Europe and the world.

An informed source revealed the date of the start of the European tour of Prime Minister Mustafa Al-Kazemi, which begins this week in the French capital Paris, during which he will meet with French President Emmanuel Macron at the Elysee Palace in response to an official invitation.

The source told local media that the talks between Al-Kazemi and Macron will focus on developing bilateral relations between the two countries and increasing joint cooperation in various fields, including security and military, in addition to discussing developments in the region. 

After Paris, the prime minister will travel to Germany and then Britain.

Earlier, the Iraqi government spokesman, Ahmed Mulla Talal, said, last Tuesday, that Iraqi Prime Minister Mustafa Al-Kazemi intends to make a European tour next week that includes France, Germany and Britain.

The spokesman told reporters that Al-Kazemi will start next week a tour that includes France, Germany and Britain to enhance bilateral relations, openness to the international community, and develop Iraq's economic and trade relations.

A statement by the Media Office of the Central Bank of Iraq said," the governor of the bank, Mustafa Ghaleb Mukhaif, will participate in the four-day visit to discuss several files of common issues, especially removing Iraq from the European Union's high-risk list, as well as discussing the development of banking relations and financial investment between Iraq and these countries".

  A government source previously reported that the Iraqi Prime Minister will be conducting in a European tour (London, Paris and Berlin), accompanied by a high-level government delegation, during which several agreements will be concluded.

Prime Minister Mustafa Al-Kazemi arrived in Paris on Sunday, as part of his scheduled European tour.   

 

The official channel stated, in a news reported by "People" (October 18, 2020) that "Prime Minister Mustafa Al-Kazemi arrived in Paris at the beginning of his European tour."    Al-Kazemi went to the French capital, Paris.     

Al-Kazemi's media office stated, in a statement, that "People" received a copy, (October 18, 2020), that “the Prime Minister, Mustafa Al-Kazemi, left this afternoon, the capital, Baghdad, heading to the French capital, Paris, at the start of his European tour. That also includes Britain and Germany. "     

The statement added that "Al-Kazemi is accompanied, on his European tour, by a high-ranking government delegation that includes a number of ministers and heads of independent bodies."

In turn, Amer Al-Fayez, a member of the Parliament's Foreign Relations Committee, said, "Al-Kazemi's European tour at this time is very important for Iraq, especially given the economic, financial, health and even security crises it faces."  

Al-Fayez added, in a press statement, that "Iraq cannot overcome these crises, except through international support. That is why Al-Kazemi's visit to the three European countries aims to obtain support in the field of economy and investment, as well as security, military, and even health support, to confront an epidemic." Advisor to the Prime Minister Hisham Daoud revealed the most prominent axes of Prime Minister Mustafa Al-Kazemi's European tour.

Daoud said in a televised statement, followed by Mawazine News, that "Al-Kazemi's visit to Europe has an economic aspect," stressing that "it is not possible to separate the large and high-level visits to the world without the economic aspect." He added, "There is global interest in Iraq, its role and its place, and there is also some appreciation for the government's credibility,"pointing out that "there are many calls for Iraq coming from Russia and many countries in Asia, America, Europe and many Arab countries." He continued, "The Governor of the Central Bank and the Minister of Finance and a number of senior economists within the delegation that left with the Prime Minister, to persuade European countries to put Iraq in the right place so that it can start growth and acceptable economic activity and openness to the world."

Daoud pointed out that "Iraq has been subjected to great weakness and siege for years, and the reasons were political and military." He explained, "The visit to Europe carries a political character in the first place, through the support of European countries to Iraq and the desire of Iraq to play its role in the region," noting that "the second content of the European visit is the economic aspect, and the metro will be discussed in Baghdad (the suspended metro) and the establishment of Airports in some provinces, as well as the agricultural side and the food industry." He stressed that "the nuclear issue with France has not been raised seriously for dialogue between the two countries," noting that "memoranda of understanding will be signed, and there are studies that have been conducted in the past on these projects."

Daoud indicated that "the prime minister requested additional studies for these projects, but there is a desire to deal with transportation problems and pollution in Baghdad," stressing that "the capital needs an internal and external underground metro, and we also need several airports." He added, "We have problems with cash liquidity and how to pay the cost of contracting with the outside world." He went on to say, "Our dealings with Europe are based on acceptable offers such as long-term soft loans that are paid in succession and at the same time we obtain technology," pointing out that "The Sixty Company is one of the leading companies in the world in the field of trains."

Prime Minister Mustafa Al-Kazemi confirmed to a number of French companies' heads, on Monday, that Iraq "has already" embarked on a campaign to confront and encircle administrative corruption, reassuring them that the campaign is bearing fruit.  

Al-Kazemi said in a statement received by Shafaq News Agency, that he met today, a number of heads of French companies, on the sidelines of a European tour that started in the French capital Paris , explaining during the meeting the level of challenges that Iraq faces due to the economic repercussions of the Corona pandemic and the decline in oil revenues .

And the Prime Minister indicated the government's determination to transform these challenges into an opportunity for success from which the Iraqi economy would start towards a radical transformation in reducing dependence on oil exports .

Regarding the reform white paper adopted by the government, Al-Kazemi referred to the response it had received, and the economic and administrative reforms it contained, as well as its inclusion of reducing government expenditures .

In a later statement, Al-Kazemi indicated that he met in Paris today, the Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO), Ms. Audrey Azoulay, on the sidelines of his European tour that began in the French capital, Paris .

He explained that during the meeting, they discussed ways to enhance and expand the work of the programs run by the international organization in Iraq, especially those related to the reconstruction of the Al-Nuri Mosque and the old city in Mosul, and the efforts to rehabilitate Al-Rasheed Street in central Baghdad.

The meeting also dealt with, according to the statement, cultural and educational cooperation and curriculum development, in line with the requirements of progress and transformation in educational methods, especially in light of measures to prevent the Corona pandemic .

Al-Kazemi left on Sunday evening for Paris at the start of the first European tour by the Iraqi prime minister since he took office last May.

Foreign relations show the importance of Kazemi's European tour: international support in terms of economics, security and politics

Baghdad / Al-Masala: The Parliamentary Foreign Relations Committee explained, on Monday evening, October 19, 2020, the importance of the European tour being conducted by Prime Minister Mustafa Al-Kazemi.

Committee member Dana Al-Katib said, "According to the information available to us, Al-Kazemi's visit to France came to develop economic relations with the European side."

He added that "international relations are based on common interests, and Iraq must look for its own interest as it needs today to activate energy and oil files and all economic investments."

As the writer stressed, "Iraq's need for international support in economic, security and political terms, in addition to supporting the freedom of Iraqi decision-making."

"International relations have become studied and open, which is not the same as 50 years ago, and countries are aware of the extent of their borders in dealing with Iraq," he added.

The writer pointed out that "states and investment companies demand security stability and a fair judiciary in the event of disputes and for the law to be above everyone and fair competition."

Prime Minister Mustafa Al-Kazemi arrived late Sunday night in the French capital, Paris, as part of a European tour that also includes Britain and Germany.

ERBIL, Kurdistan Region — Iraq and France signed a series of agreements in Paris to boost Iraq’s transport, agriculture and education sectors, according  to the office of Iraqi Prime Minister Mustafa al-Kadhimi.

A senior Iraqi delegation led by Kadhimi began a European tour on Sunday, meeting with French President Emmanuel Macron and Prime Minister Jean Castex at the Elysee Palace in Paris. Germany and the UK are also on Kadhimi’s agenda.

"Iraq and France sign in Paris three Memorandums of Intent regarding the Baghdad suspension railway project, on strengthening the institutional capacities of the Iraqi Ministry of Agriculture, and on expanding the admission of Iraqi students to French universities," read a tweet from the Iraqi government. 

During his meeting with Macron, Kadhimi expressed his intention to “strengthen the existing friendly relations between both countries,” appreciating “efforts made by France to launch an initiative to support the Iraqi government, according to a statement from Kadhimi’s office.

Further details on the meetings have yet to be released.

Macron has previously spoken about developing projects with Baghdad.

“We want to implement projects which are important, especially Baghdad's railway and the energy project which we talked about with Mr Prime Minister [Kadhimi],” he said during a one-day visit to Baghdad on September 2.

 During his trip to France, Kadhimi also met with the heads of French companies “to create a strong economic partnership,” according to a statement from Kadhimi’s office.
 
Kadhimi's visit to Europe comes as Iraq is gripped by an economic crisis, exacerbated by a drop in oil prices and the global coronavirus pandemic, and attacks on diplomatic missions by Iran-backed militia groups that have been met with international condemnation.

German Chancellor Angela Merkel is scheduled to receive Kadhimi in Berlin on Tuesday, where the two will discuss "bilateral relations", "economic cooperation," and efforts to contain the coronavirus pandemic, as well as the "joint fight against IS [Islamic State]," according to a statement released Friday by the German cabinet.

France declares its readiness to develop banking relations with Iraq

France announced, on Monday, its readiness to develop its relations with Iraq in the banking field.

"The Governor of the Central Bank of Iraq, Mustafa Ghaleb Mkhaif, met with his French counterpart within the framework of the visit, which will include three European countries," the bank’s media office said in a statement received by the Iraqi Central Bank.

The meeting, which took place in the building of the French Central Bank, included "discussing bilateral relations between the two countries, strengthening banking relations between Iraq and France and the importance of developing them."

For his part, the Governor of the French Central Bank affirmed that "there is complete readiness to develop banking relations and cooperation between the two countries in the areas of supervision and combating money laundering and terrorist financing." 25 S

A fruitful hour in Paris, during which the Prime Minister, Mr. Mustafa Al-Kazemi @MAKadhimi met with the French President Emmanuel Macron, and he held meetings with his accompanying ministerial delegation with the French government, after which he held a distinguished meeting with major French companies, and now on the way to Berlin.
