Having worked in a high security note printing factory it’s not unusual for banks to print new notes as they take old damaged notes out of circulation. We need to member banks don’t generally hold large amounts of hard cash it has to ordered by clients. Central banks print and recycle but generally maintain volume of notes in circulation. They can also be taking old notes out of circulation with old security features and be replacing with new!
