The Parliamentary Finance Committee announced today, Sunday, that the Iraqi government has sent an amount of 320 billion dinars for the benefit of the Kurdistan Regional Government.
A member of the committee, Ahmed Haji, said in a press statement, "The Iraqi government has sent an amount of 320 billion dinars previously agreed upon to distribute the salaries of employees in the region."
"The Ministry of Finance has completed all its preparations for the distribution of salaries with the arrival of 320 billion dinars from Baghdad," said the spokesman for the Kurdistan Regional Government, Jotiar Adel.
The Iraqi Federal Government and the Kurdistan Regional Government had agreed on (August 15, 2020) to finance the region at an amount of 320 billion dinars per month for the months of August, September and October, and to unify the procedures of the air, sea and land border crossings.
It stipulates that in the coming years an agreement will be made to set an amount of a fair percentage from the federal general budget for the Kurdistan region by taking into account the constitutional standards, the population ratios and the Kurdistan region’s imports (oil and non-oil) in the previous year.
The agreement document, which will be in effect until the approval of the federal general budget for the year 2021, stipulates that within 35 days of this agreement, an agreement will be concluded on a mechanism for the payment and scheduling of the payment of the TBI's debts owed to the Kurdistan region, and also the treatment of previous Kurdistan debts, provided that the region does not object to providing all Information required to develop an action plan to be addressed.
Regarding the issue of auditing the accounts, the agreement provides for the formation of a joint committee from the Office of Financial and Federal Supervision and from the region to deal with the issue of accounts entailed by the two parties and to agree on methods of settling accounts between the federal government and the Kurdistan Regional Government and from the accounts of the year 2014 until 2020, and the region provides all the information requested by the government Federal.

After the transfer of 320 billion dinars ... the schedule of salary distribution in the Kurdistan Region was published

Shafaq News / A source in the Iraqi Central Bank branch in Erbil said on Sunday that the federal government has transferred an amount of 320 billion dinars to its balance to finance the salaries of employees and workers in the public sector in the Kurdistan Region.

The source told Shafaq News that the order has been issued to transfer the amount, and that it will arrive tomorrow, Monday, to the Erbil branch, and after tomorrow, Tuesday, the distribution of salaries will begin.

According to a schedule issued by the Ministry of Finance and Economy in the region, the ministry will begin disbursing salaries to the Ministry of Health and ends with retired civilians and military personnel.

A statement of the ministry, seen by Shafaq News Agency, quoted Al-Rikabi as saying, "Foreign workers have a great impact on the reality of national workers, as they share job opportunities, which necessitates limiting their illegal income and emphasizing the implementation of laws related to their work, the most important of which is the employment of 50 national workers. % In exchange for foreign workers, "noting that" one of the responsibilities of the Residency Department is not to allow entry of foreign workers, except for those with specializations not available in the Iraqi labor market, to give greater opportunity to provide job opportunities for national workers . "

Al-Rikabi called for "unification of procedures between the two ministries, in order to enhance financial revenues and benefit the center and the region ."

For his part, the Minister of Interior in the Kurdistan Region announced his readiness to cooperate in the field of organizing the entry of foreign workers "in order to achieve the implementation of the Ministry's vision in this file and not to grant entry visas except after determining the nature of its work and not to exploit it for other than permissible purposes", noting that "the Ministry of Interior in the region It will take legal measures against the violating companies in the region . "

 The statement of the Ministry of Labor and Social Affairs added that "the file of some families benefiting from the social welfare salary from various governorates who live   within the cities of the region, which are estimated at 7,743 families, have been discussed in order to facilitate the entry of social researchers within the regions of the region and to complete the procedures for their inclusion in the aid." Iraq recently witnessed the phenomenon of the influx of foreign workers, of various Asian and Arab nationalities, and most of them came to it illegally. The Ministry of Labor and Social Affairs recorded in the years 2017 and 2018 the presence of more than 100 thousand foreign workers who entered the Iraqi workplace legally "registered only", compared to 13 thousand Iraqi workers.
