Iraq Proposes New Jointly Managed Oil Company For Kurdistan

By Irina Slav - Oct 13, 2020, 11:30 AM CDTUpdated: Oct 13, 2020, 11:30 AM CDT

The federal Iraqi government has proposed the establishment of a new oil company that will be managed jointly by Baghdad and Erbil to operate crude oil production and exports from the semi-autonomous region of Kurdistan, Iraqi media have reported.

The proposal is part of ongoing talks between the central Iraqi government and the Kurdish government aimed at mending bilateral relations after an ill-fated independence referendum for the region a few years ago. The referendum saw Iraqi troops return to mostly self-government Kurdistan and regain control of oil fields in the region.
Kurdistan, in northern Iraq, is home to some of the country's most prolific oil fields.

"Positive understandings between the central government and the Kurdistan Region regarding the production and export of oil produced in the fields of the latter have been reached," said Iraqi oil minister Ihsan Abdul Jabbar.

He added that "The ongoing talks between Baghdad and Erbil show new visions and ideas for the region to manage this file."

Iraq is OPEC's second-largest crude oil producer. As such, it was required to cut one of the largest portions of national oil outputs under the April deal reached by OPEC+. The Kurdistan region accounts for a sizeable amount of this total. As of April, the region was exporting about 500,000 bpd of crude oil. Half of these were going to Iraq's state oil marketing company, SOMO, under an earlier agreement between the central government and the one in Kurdistan.

Later in the year, when Iraq once again fell short of production targets, the Baghdad government had to ask Erbil to contribute to the compensatory cuts enforced on it by OPEC leader Saudi Arabia, by cutting production by some 120,000 bpd.

Under the new proposal, the joint company would be based in Kurdistan and will be in charge of both production and exports.

Baghdad today - Baghdad

Today, Tuesday, an independent representative in the House of Representatives, Bassem Khashan, attacked the proposal of Oil Minister Ihsan Abdul-Jabbar regarding the establishment of a joint oil company to manage the affairs of extracting and exporting oil in the Kurdistan region.

Basem Khashan said, in an interview with (Baghdad Today), that "the entire Kurdistan region’s oil file is frustrating," indicating that "the constitution and laws have settled the file that oil is a national wealth that is managed directly by the federal government, and this is what is happening in all provinces."

Khashan added, "Any proposal that leads to not managing oil directly from the federal government is considered discrimination and a violation of the laws."

He continued, "The principle of bargaining, repeated party concessions, and the unbalanced relationship between the region and the center are the ones behind the failure to achieve the simplest principles of equality between the provinces, which pushed the governorates of Muthanna and Diwaniyah to become the poorest in the country."

A member of the House of Representatives pointed out, "The oil money should be spent in a balanced and fair manner between all provinces and be managed according to the constitution by the Ministry of Oil directly, and it is a mistake to give the provinces of Petrodollar, as it would have been better for oil revenues to be distributed equally according to the principle of population density with support. "The anti-corruption file, in order for that money to be spent properly."

Today, Tuesday (October 13, 2020), Minister of Oil, Ihssan Abdul-Jabbar confirmed the existence of positive understandings between the central government and the Kurdistan region regarding the production and export of oil produced, proposing the establishment of a company to manage the extraction and export of crude oil in the Kurdistan region.

Minister Abdul-Jabbar said in a statement carried by the official Iraqi News Agency, that "the approaches of the Kurdistan Regional Government negotiator are in harmony with the directions of the federal government to reach a formula for constitutional solutions to disputes over the production and export of crude oil in the region."

He pointed out that he had submitted "a proposal to establish an oil company in the Kurdistan region to manage the extraction and export operations in the fields of the region, and it is linked technically and administratively to the presidency of the region and the Federal Ministry of Oil, in order to reach a final agreement between the federal government and the region, similar to the oil companies operating in the producing provinces."

Yesterday, Monday, the statement of the meeting of the three presidencies in the Kurdistan Region with the President of the Republic, Barham Salih, which was held in Erbil, confirmed that “negotiation steps were discussed between the federal government and the Kurdistan Regional Government, as the meeting affirmed its support for the efforts of the two sides to reach a final solution to the differences and outstanding issues in a way that protects The constitutional rights and entitlements of the citizens of the Kurdistan Region and Iraq in general.

An exceptional harmony between Baghdad and Erbil paves the way for a new alliance

iiraq1-341x341.jpg

14th October, 2020

The features of a new phase of the relationship between the federal government and the authorities of the Kurdistan region of Iraq are looming in Iraq, radically different from the push and pull relationship that has characterized the relations of the two parties over the past years, due to the large number of disputes over many issues and files, especially the financial file as well as the security file and the extension of control over certain regions.

Three poles loom in the new relationship between Baghdad and Erbil: the Iraqi government represented by Mustafa Al-Kazemi, the President of the Republic, Barham Salih, and the leadership of the Iraqi Kurdistan Region, represented in particular by the leaders of the Barzani family, the actual rulers of the region.

The intense communication between these poles resulted in unexpected agreements in terms of speedy reaching them, resolving some security issues that were considered intractable, while resolving financial disputes between Baghdad and Erbil will be the best culmination of the "new honeymoon", according to the expression of one Iraqi politician commenting on the great developments. In the relations of the leadership of Iraqi Kurdistan with the federal government.

The same politician says that the continuation of the current path in improving relations between the two parties with the same momentum indicates the emergence of a new political alliance that can be effective in the upcoming political events, chiefly the early elections scheduled for the middle of the next year, and Prime Minister Mustafa Al-Kazemi needs him to establish his powers and push his plan for change and reform. Which most of its provisions do not appeal to his influential partners in power, especially from the Shiite parties with strong ties to Iran.

Some argue about the role of the United States in bringing Baghdad and Erbil closer together at a time when Washington needs to clear the atmosphere between them, in light of the escalation of the indirect confrontation between it and Tehran on Iraqi soil, as Iran aspires that the harassment of its Iraqi militias with American forces will lead to Prompt the Trump administration to withdraw those forces from Iraq.

However, this scenario, which will constitute a resounding defeat for the American side, seems unthinkable, while the most that the American administration can do is to take the lands of the Kurdistan region of Iraq as an alternative headquarters for its forces withdrawing from several Iraqi regions, and this necessitates the need for a stable region in terms of security, politics and financially. As it is at the moment.

Not far from the attempts to end the suffocating financial crisis in the Kurdistan region of Iraq, the idea of establishing a company to manage the extraction and export of oil in the region was pushed on Tuesday. Resolving financial disputes will be the best culmination of the new "honeymoon" between the leadership of Iraqi Kurdistan and the federal government

The disagreements over the revenues of oil produced in Iraqi Kurdistan, and the failure of Erbil to hand them over to the Iraqi state treasury, have hindered the region's access to its share of the federal state budget. It was announced recently that the region’s debt has reached nearly $ 28 billion, a large number that reflects the size of the financial crisis.

Iraqi Oil Minister Ihssan Abdul Jabbar said that the approaches of the Kurdistan Regional Government negotiator "are in harmony with the directions of the federal government to reach a formula for constitutional solutions to disputes over the production and export of crude oil in the region."

On the security side of the ongoing consensus, the security and military leaderships of the Iraqi federal government and the Kurdistan region of Iraq agreed, on Tuesday, to start opening two main joint security coordination centers in Baghdad and Erbil.

A statement by the Iraqi Joint Operations Command stated that the leadership hosted the third meeting of the Military Coordination Committee and the joint security work between the federal government and the Kurdistan Regional Government to discuss issues of common security concern along the line separating the federal forces and the regional guards, with the aim of identifying the nature of security threats and pursuing the remnants of ISIS gangs.

Iraqi sources said that Baghdad may be about to change its position regarding the presence of Kurdish Peshmerga forces in Kirkuk, after those forces were removed from the disputed governorate in 2017 after the Iraqi Kurds organized a referendum on the independence of their region.

Such consensuses between the governments of Baghdad and Erbil anger the leaders and symbols of the pro-Iranian camp for fear that Al-Kazemi's affinity with the Kurdish leaders will be at their expense, in the interest of the United States, and against Tehran's influence in the country.

Commenting on a recent agreement between Baghdad and Erbil that stipulated ending the presence of armed groups in the Sinjar district, west of Mosul, including the presence of the Popular Mobilization Militia, Qais Khazali, leader of the Asaib Ahl al-Haq militia, said that the aforementioned agreement is a "political courtesy and electoral reward."

Recent press reports have dealt with a proposal made by a senior official in the Iraqi federal government regarding the future management of oil and gas in the Kurdistan region.

While we affirm that these reports will not distract the Kurdistan Regional Government's attention from its priorities in continuous and constructive discussions with the federal government, our focus remains on finding practical and legal solutions regarding the oil and gas sector, in a manner that guarantees the rights of the people of the Kurdistan Region and Iraq.

We reiterate that such solutions must be within the framework of the constitution for a fair and equitable distribution of oil and gas imports in Iraq, which will contribute to laying a solid foundation for cooperation and true partnership between the Kurdistan Region and the federal government, and in the public interest of the citizens of Kurdistan and all of Iraq.

Iraq needs to stop putting so much energy into "salaries" and put energy into the creation of new industries that could employ the government employees that work on average 20 minutes a day. Iraq is throwing money down the drain when they could be developing their products, exports, and productivity, and new industries pay taxes that would assist them in their expenses.

Omar told / al-Malouma / that "thousands of space employees are used by the ruling parties in Kurdistan to consolidate their power and influence within the region."

He added, "The government refuses to distribute the salaries of employees through the Master Card, as is the case in Baghdad and all countries of the world, for fear of revealing the satellite numbers, which do not exist in the first place."

He explained, "Each ministry has thousands of aliens, especially in the security services of the Peshmerga, Asayish and the police, and these are with the knowledge of their parties, so the numbers of employees in the region reach a staggering number far above the absorptive need."

Britain urges Erbil and Baghdad to speed up the implementation of the Sinjar agreement and drive out the militants

1602842088504.jpg

16th October,2020

On Friday, the British ambassador to Iraq, Stephen Hickey, urged the Kurdistan Regional Government and the federal government to speed up the implementation of the agreement concluded between them in order to normalize the situation in Sinjar district.

Hickey said in a statement to reporters during his visit to the judiciary today, "Britain welcomes the Sinjar agreement and hopes that the regional government and the Iraqi government will work together with the United Nations to restore security and stability to the judiciary, and we support and encourage them to do so."He added, "We want the Yazidis in Sinjar to feel reassured, and to speed up the implementation of the provisions that came in the agreement, including the withdrawal of the armed groups currently in the district."

On Friday (October 9), Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for the administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces recaptured it the following year. However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017 .

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced. There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which conducts its business from Dohuk Governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces .

The Kurdish workers reject repeated calls from the Kurdistan Region to leave the region that is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes. And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad's keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

Shabandar Calls On Erbil To Get Close To Baghdad And Establish A Real Partnership

16th October, 2020

The Iraqi politician and former MP Izzat al-Shabandar called on the Kurdistan region to approach the central government and solve all the outstanding problems between them.

Shabandar said in a tweet on his Twitter page, today, “The difficult conditions that Iraq is going through internally and externally as it is (other countries in the region), call for Erbil to move closer to Baghdad to restore confidence and its central role in establishing a true partnership in building and managing the state. On the basis of national unity and the interest of all components of the Iraqi people.

Relations between Erbil and Baghdad are experiencing ebbs and flows due to many unresolved issues, the most important of which is the issue of oil and the management of oil fields in the Kurdistan region, border crossings in the region, in addition to the areas that the region demands to be annexed to it, the most important of which is Kirkuk.

Kurdistan party proposes to generalize the Sinjar agreement to the rest of the conflict areas

  •
A- A A+

Shafaq News / The Patriotic Union of Kurdistan in Kirkuk Governorate proposed on Friday to circulate the Sinjar security and administrative agreement to all disputed areas, starting from Kirkuk and to Diyala Governorate .

The Kurdistan Regional Government considered the Sinjar agreement,   which was reached with the federal government to normalize the situation in the city of Sinjar, as a result of months of hard work and negotiations, indicating that the agreement will be the beginning of the implementation of Article 140 of the constitution .

The representative of the Secretary-General of the United Nations, Jenin Plasschaert, also expressed her happiness at reaching this agreement, stressing that "it is a historic day for Sinjar after the massacres that its sons lived at the hands of ISIS gangs, and the difficulties they suffered after the expulsion of the organization, and it is a real beginning for the return of the displaced to their areas."

A member of the Union and a member of the dissolved Kirkuk Council, Ahmad al-Askari told Shafaq News, “We demand the restoration of the situation in Kirkuk and the disputed areas to before 2014 and the joint security management of all regions to prevent any new security deterioration affecting those areas,” indicating that “the disputed situations before the events ISIS 2014 and the presence of the international coalition in support and support of the joint forces achieved fortified security stability throughout the disputed areas .

He pointed out that "Kirkuk and the disputed areas need a joint administration for all nationalities and official security factions to reassure all components and keep the concerns of anxiety and fear away from their souls, considering the presence of a security force on one side or one component that generates concerns of mistrust and fear among the people of other components and sects ."

Al-Askari stressed the need to normalize the conditions of the disputed areas in Kirkuk, Salah al-Din, Diyala and Nineveh, according to the terms of the Sinjar Agreement between the federal government and the Kurdistan Regional Government, pointing out that the disputed residents need messages of national unity that block the way to any terrorist attempts or plans targeting social peace .

Kirkuk and the disputed areas in Nineveh, Diyala and Salah al-Din are still under the control of army and police forces after their invasion of the flag of 2017 after the Kurdish independence referendum, which made it a scene of political conflicts and a continuous target for ISIS members due to the security weakness and the voids left by the withdrawal of the Peshmerga and Asayish security forces .
