Legal expert Tariq Harb commented on the "historic agreement" on the Sinjar district in Nineveh Governorate, declaring his welcome and support for this step.

Harb said in a statement, which Al-Mustaqila received a copy of today, Saturday, “Since this agreement confirms the authority of the federal government (Baghdad) and leads to the return of the displaced to their homes after their displacement and stands before the external and internal parties that have made the district an estate belonging to Turkish militias and destinations, and it is not given to any Authority or management of a militia or a party in the Sinjar district. 
The agreement is in accordance with the provisions of the constitution and the law, as it is good for the people of the Sinjar district.

The Federal Government and the Kurdistan Regional Government announced this evening, Friday, a joint agreement on the normalization of conditions in the Sinjar district of Nineveh Governorate.
The agreement includes, according to a statement by the Prime Minister's Office, "restoring stability in the Sinjar district, many administrative, security and service points. The administrative aspect is agreed upon with the Kurdistan Regional Government and Nineveh Governorate, taking into consideration the demands of the people of the judiciary."
The statement added, "Everything that is security falls within the scope and powers of the federal government in coordination with the Kurdistan Regional Government, and the service side will be the responsibility of a joint committee between the federal government, the regional government and Nineveh Governorate."
In his comment on the agreement, Prime Minister Mustafa Al-Kazemi affirmed, "The completion of the agreement on the administrative and security files in the Sinjar district, which would speed up and facilitate the return of the displaced to the judiciary," and stressed, "The federal government, in coordination with the regional government, will play its primary role in the implementation of the agreement. In its correct form, to ensure its success, in cooperation with the people of Sinjar first, he also stressed the government's keenness and seriousness for Sinjar to be free of armed groups, whether local or foreign from outside the borders.
While the mayor of Sinjar district in Nineveh province, Mahma Khalil, confirmed to the Euphrates News that the agreement includes removing the PKK forces from the judiciary.

The spokesman for the Prime Minister, Ahmed Mulla Talal, confirmed that the agreement of the governments of Baghdad and Erbil regarding the Sinjar district will contribute to the appointment of 1,500 young Yazidis, while noting that the agreement will also contribute to appointing 1,000 young people from Sinjar

"The agreement to reorganize the administrative and security situation in Sinjar is the exclusive authority of the federal government, which will be made in coordination with the Kurdistan Regional Government, as a constitutional commitment from the government towards an authentic component," Mulla Talal said in a tweet followed by Al-Iktissad News

He added that "one of the outcomes of the agreement is the appointment of 1500 young Yazidis from the camps and 1000 young men from Sinjar as part of the security forces in the canton

On Sunday, a member of Parliament, Jassim Al-Bakhati, revealed that the signatures of the parliament hosting Prime Minister Mustafa Al-Kazemi were collected in the House of Representatives to discuss his visit to the United States of America and to know what was achieved.

Al-Bakhati said in a statement to Al-Maalouma, that "more than 51 deputies have signed an official request to host Prime Minister Mustafa Al-Kazemi in the House of Representatives," noting that "the aim of hosting is to know what has been achieved from Al-Kazemi's visit to Washington regarding the withdrawal of its combat forces present in Iraq”.

He added that "the House of Representatives will host in the coming days the Prime Minister and Minister of Finance to discuss several important files."

Last Monday, Al-Fateh Alliance MP Hamid Al-Mousawi considered the Kurds' position in support of the survival of the US forces as part of the partnership and alliance with them.

ERBIL — The parliament of Iraq has welcomed the agreement between Erbil and Baghdad over the status of Sinjar, saying that the move would accelerate the return of the displaced Yezidi families.

The Kurdistan Regional Government (KRG) and the federal government of Iraq announced the agreement on Friday, describing it as a “historic” deal in terms of governance and security in the predominantly Yezidi-populated area.

"The agreement will directly contribute to accelerate the return of the displaced families to their homes and ensure their stability in their areas," said Deputy Speaker of the Iraqi parliament, Bashir Haddad.

He emphasized that the deal would help establish a closer cooperation between the regional and federal governments in order to bring stability back and enhance public services as part of the efforts to reconstruct the devastated region.

Kurdistan Region Prime Minister Masrour Barzani said after the announcement of the agreement that “the normalisation of Sinjar will ensure that its people can determine their own future.”

“It is an example of what we can achieve when the Kurdistan Regional Government and the Federal Government work together, with mutual respect and shared objectives. I hope this is a sign of the progress we could make on other disputed territories between Erbil and Baghdad,” PM Barzani added.

Foreign Minister Fouad Hussein discussed with British Ambassador Stephen Hickey the upcoming visit of Prime Minister Mustafa Al-Kazemi to Britain.


A Foreign Ministry statement, which Al-Mustaqillah received a copy of, said today, Sunday, that the minister received the British ambassador and discussed with him the subject of the prime minister's upcoming visit to Britain, and “developments in the region and the world that are of common interest.”

And the minister confirmed during the interview that, the government has started taking a number of security, technical and organizational measures to create a suitable environment for the work of all missions in Baghdad.

ERBIL - Kurdistan Region President Nechirvan Barzani, PM Masrour Barzani, and Parliament Speaker Rewaz Fayiq will meet with Iraqi President Barham Salih in Erbil on Monday.

According to the information BasNews has learned, the current political and economic situation in the Kurdistan Region and Iraq will be discussed during the meeting.

They will also exchange views on the upcoming Iraqi elections scheduled for June, 2021, among other topics.

This comes as Erbil and Baghdad have lately begun the efforts to resolve the remaining disputes between the Kurdistan Region and Iraq, the latest of which was reaching an agreement between the two sides on the administration of the Yezidi majority populated region of Sinjar.

The representative of the Al-Fateh Alliance, Fadhel Al-Fatlawi, held the central government responsible for not controlling revenues in the region, stressing the need to implement the law and not grant the region revenues and budgets at the same time.

Al-Fatlawi said to "the information", that "the government should resolve the financial file with the region in order to overcome the financial crisis, by recovering the money owed by the region."

He added, "Kurdistan, if it does not deliver the sums and revenues to the central government, then Baghdad must take a firm stand on this matter."

And that "the region acquires the revenues that must be delivered to Baghdad as well as gets its budget from the capital, and therefore this procedure is unfair and the government bears the responsibility to recover these funds, implement the law and limit the financial capabilities from north to south in its hands."

An informed source revealed, on Sunday, that the President of the Republic, Barham Salih, will meet with the three presidencies of Kurdistan Region to discuss seven files.  

The source said, to Shafaq News Agency, that Saleh will chair, on Monday, a meeting in Erbil that includes the three presidencies of the Kurdistan Region (the presidency of the region, the government and parliament).

He explained that Saleh will discuss with the three presidencies "the elections and the health situation in light of the Corona pandemic, the Sinjar agreement, employee salaries, the problems of the region, Baghdad, the status of Kirkuk and the 2021 budget."  

The source pointed out that "Saleh will also receive the Kurdish leader, Masoud Barzan, in Erbil."

The presidencies of (the region, the government and parliament) of Kurdistan held a meeting, on Monday, in Erbil in the presence of the President of the Republic, Barham Salih.

According to an informed source who told Shafaq News, the meeting will discuss the election files, the health situation in light of the Corona pandemic, the Sinjar agreement, the salaries of employees, the problems of the region and Baghdad, the status of Kirkuk, and the 2021 budget. 

After the meeting, the Iraqi president is scheduled to meet with the Kurdish leader, Massoud Barzani.

After the transfer of 320 billion dinars ... the schedule of salary distribution in the Kurdistan Region was published

A source in the Iraqi Central Bank branch in Erbil said on Sunday that the federal government has transferred an amount of 320 billion dinars to its balance to finance the salaries of employees and workers in the public sector in the Kurdistan Region.

The source told Shafaq News that the order was issued to transfer the amount, and that it will arrive tomorrow, Monday, to the Erbil branch, and after tomorrow, Tuesday, the distribution of salaries will start.

According to a schedule issued by the Ministry of Finance and Economy in the region, the ministry will begin disbursing salaries to the Ministry of Health and end with retired civilians and military personnel.

On Monday, the Parliamentary Security and Defense Committee described the agreement between the governments of Baghdad and Erbil on the Sinjar district as surprising and hip.

Badr Al-Ziyadi, a member of the committee, said to "the information", that "the Peshmerga has not yet entered the district of Sinjar, and in the event that it entered the popular crowd will also be present," noting that "the agreement between Erbil and Baghdad was surprising and hinge."

Oil Minister Ihsan Abdul-Jabbar suggested establishing a company to manage the affairs of extracting and exporting crude oil in the Kurdistan region, while noting that there are understandings between the governments of the center and the region regarding oil policy

Abdul-Jabbar said in a statement reported by Al-Sabah Al-Rasba newspaper and seen by Al-Iqtisad News, that "the approaches of the Kurdistan Regional Government negotiator are in harmony with the directions of the federal government to reach a formula for constitutional solutions to disputes over the production and export of crude oil in the region

He added that "he submitted a proposal to establish an oil company in the Kurdistan region to manage the extraction and export operations in the fields of the region, and it is linked technically and administratively to the presidency of the region and the Federal Ministry of Oil, in order to reach a final agreement between the federal government and the region, similar to the oil companies operating in the producing provinces

He pointed out that "there are positive understandings between the central government and the Kurdistan region regarding the production and export of oil produced in the fields of the region within the ongoing negotiations between the two parties related to the oil policy in the region in accordance with the constitution

He explained that "the region has the positive spirit to resolve the points of disagreement over the nature of managing the region’s oil fields and the quantities of crude oil exported to global markets," indicating that "there are positive indications in the talks with the region

He pointed out that "the discussions confirm the existence of new visions and ideas for the region to manage the oil fields with the center in Baghdad," indicating that "the policy of the Ministry of Oil is to manage oil wealth, whether in the region or producing provinces in accordance with the constitution

The Parliamentary Constitutional Amendments Committee identified controversial points in the constitution, most notably Article 140, which is the basic article in the relationship between Baghdad and Erbil.

Member of the committee, Representative Yonadam Kanna, said, in a statement to the official agency affiliated with it , on Tuesday, that "the points of contention in the constitution are Chapter 1, which is Article 140, as well as about the nature of the political system, whether presidential or parliamentary," pointing out that "other important points of disagreement are Related to government formation, is the largest parliamentary bloc or the winning list that forms the government.

Kanna added that "one of the points of contention is also in Chapter Two of rights and freedoms," noting that "there are 23 articles on rights and 10 articles on freedoms."

He pointed out that "the third chapter is to grant the citizen a decent living and to provide basic services, such as housing, education, health, care and others," noting that "these services are not available to the citizen despite their presence in the constitution."

He explained that "Article 140 of the articles, which is the main point of disagreement between Baghdad and Erbil, and that there will be a meeting soon between the political blocs and the political references of the Kurds and the Constitutional Amendments Committee to come up with a final formula on Article 140 in order to satisfy all parties."

Barzani is accompanied by a high-ranking delegation of officials in the region, where they will discuss internal and regional political developments.


The region’s president will also offer condolences on the departure of the Emir of Kuwait, and congratulate Nawaf Al Sabah’s assumption of the emiri duties.

According to the government statement, Al-Furat News received a copy of it, that "during the meeting, which was attended by Minister Ihsan Abdul-Jabbar, means of developing partnership and cooperation with the French company Total in the field of oil and gas, and the associated gas investment in generating electric power, took place."

The CEO of the French company expressed his deep thanks for this meeting, stressing "the company's readiness to invest in Iraq in the various oil fields."
