A few days ago, Baghdad sent an amount of 350 billion dinars, so the total number sent since the beginning of the year until now is 2.4 trillion dinars

The relationship between Baghdad and Erbil has been witnessing a great tension that extends since 2012 when Erbil made an agreement with international oil companies during the years 2005-2010 and oil production in 2012 outside Baghdad's control and exported it to countries around the world

Some information indicates that 85% of Kurdish oil is exported to Israel, and the rest goes to Turkey and several other countries. The Kurdish oil export process takes place through the Turkish port of Ceyhan

The deputy of the Al-Fateh Alliance, Mukhtar Al-Mousawi, revealed, on Saturday, a parliamentary intention to host Prime Minister Mustafa Al-Kazemi due to the signing of the Sinjar agreement, calling on the judiciary to take action against anyone who insults the popular crowd.

Moussawi said in a statement to "the information", that "the Sinjar agreement is supposed to be under the supervision of the people of the judiciary and not between Baghdad and Erbil, and that the agreement has become unrealistic by the absence of the people, and the government must involve the people in any agreement."

He added that "the Sinjar agreement is not easy, because it extends to large areas in the north of the country, and the government must involve the people of the Sinjar district in any agreement," noting that "parliament members demanded to host Al-Kazimi to discuss the Sinjar agreement and other files and refused to exert external pressure on any agreement in Iraq." He pointed out that "the Al-Kazemi government is very weak in confronting the insulting statements of the popular crowd, and the judiciary must act against anyone who insults the popular crowd."

Today, Saturday, the representative of the Yazidi delegation, Sheikh Shamo Khadida, confirmed his rejection of the agreement between Baghdad and Erbil, indicating that the Yazidi component refuses to hand them over again to the Peshmerga forces that sold our sons to the criminal " ISIS " organization.

Kurdistan Region shall suspend official working hours for one day next week

According to the official holidays schedule for the Kurdistan Regional Government, official working hours in government departments and institutions will be suspended on the 29th of this October.

Thursday 10/29/2020 coincides with the birth of the Prophet of Islam, Muhammad bin Abdullah.

The governorates of Kurdistan Region decided to ban the celebration of the Prophet’s birthday this year due to the outbreak of the Corona epidemic.

The Prophet’s birthday is the Prophet’s birthday, which was on Rabi` al-Awwal 12 or Rabi` al-Awwal 17, according to the Shiite perspective. As Muslims celebrate it every year in some Islamic countries not as a holiday but as a joy for the birth of their Prophet.

The regions and cities of the Kurdistan Region are witnessing all special celebrations on this occasion, by setting up majlis in which he sang poems praising the Prophet, and in which he received lessons from his biography, mentioned his virtues and offered food and sweets.

With a deduction of 18 percent ... Kurdistan begins distributing employees' salaries

The Ministry of Finance and Economy in the Kurdistan Regional Government announced, on Sunday, that it will distribute the salaries of last September to five ministries and the three presidencies on Monday (today), and will complete the distribution of salaries for all ministries and government departments in the region.

According to the salary distribution schedule, tomorrow, Monday, the salaries of September will be distributed to the ministries (municipalities, tourism, electricity, agriculture, water resources, culture, youth, reconstruction and housing).

According to the same schedule, Monday, the salaries of the same month will be distributed to the three presidencies (the regional presidency, the parliament presidency and the prime minister).

Thus, the distribution of the salaries of the month of September for all employees will end with a deduction of 18% of the salary, and the distribution of the salaries of retirees will follow.

 The Kurdish forces confirmed today, Monday, that the reform paper will positively affect our dialogues with Baghdad.

 The deputy of the Kurdistan Democratic Party and the reporter of the Finance Committee, Ahmed al-Saffar, told the Iraqi News Agency (INA): "The last thing reached from the dialogues of the delegation of the region and Baghdad, is the agreement on the oil file and the ports file, where 250 thousand barrels per day will be delivered, in addition to 50 percent of imports.  The ports, in exchange for the region’s share specified in the budget, which is 12.67, and this is what was agreed upon in the 2021 budget.

 He added that "the government's strategy is to plan three budgets for the coming years. As for the 2021 budget, it will be binding and implemented, while the 2022 and 2023 budgets remain two plans and their drafts are ready for the government."

 He continued, "When we reach the year 2022, it will be presented and amendments made to it, as the budget is speculative and contains estimates, such as changes in oil prices, the general situation and needs."

 He pointed out that "the 2021 budget as an agreed project, which remains until it is approved by the House of Representatives, and if approved, it will be binding on both parties

A Kurdish deputy revealed, on Monday, that 320 billion dinars are the share of the Kurdistan region for the remaining three months of the year.

The deputy for the Kurdistan Islamic Union, Jamal Cougar, said, "The region's share for the remaining three months of this year will be 320 billion dinars, which will be sent from Baghdad to the region, until the 2021 budget is approved."

Earlier, Minister of Finance Ali Allawi stressed the importance of the white reform paper to overcome challenges, indicating that it was diagnosed with a scientific and objective vision of the economic and financial problems that have accumulated over decades, which were not the result of the current stage due to wrong policies that were followed in the past.

The Norwegian ambassador to Iraq, during her meeting with the Kurdish leader, Masoud Barzani, in Erbil, on Wednesday, expressed her country's desire to develop relations between her country and the Kurdistan Region, to increase coordination between them.

A statement by Barzani's headquarters received by Shafaq News said that Barzani had received, in the resort of Salah al-Din, Arbil, Norway's ambassador to Iraq, Yers, and they exchanged views on the political situation and the latest developments in Iraq.

The Norwegian ambassador expressed her sympathy and concern for the attack on the headquarters of the Kurdistan Democratic Party in Baghdad, as well as expressing gratitude for the sacrifices of the Kurdish Peshmerga forces in the war against ISIS terrorists. She blessed the agreement to normalize the situation in Sinjar between the Kurdistan Regional Government and the federal government and considered it a positive step.

The statement added that the Norwegian ambassador announced that her country is part of the international coalition against ISIS and had a role in training and qualifying the Peshmerga forces, and confirmed her country's desire to develop coordination and relations between her country and the Kurdistan Region.

The statement indicated that Barzani, for his part, expressed his thanks for the role of Norway in the international coalition for the war against ISIS and welcomed the development of relations between the two sides, indicating that with regard to relations between Erbil and Baghdad, Barzani made clear that relations have taken a positive path and there is an opportunity to solve problems.

The statement noted that the upcoming elections in Iraq, the threats of terrorism and the security situation in Iraq, and the incident in the village of Al-Farhatia were other topics in the meeting.

On Wednesday, a member of the Parliamentary Economic Committee, Representative Intisar Al-Mousawi, accused Baghdad and Erbil of fabricating the financial crisis in Iraq.

Al-Mousawi said to / the information /, that "the financial crisis in Iraq is contrived and came as a result of the cooperation of the central government with the Kurdistan region in disbursing large sums of money for the latter," pointing out that "these sums created the current financial crisis."

She added, "The government does not listen to advice," stressing that "the financial crisis has caused the suspension of more than 6 thousand service projects so far, according to the recent assurances of the Ministry of Planning."

"The best solution to the crisis in the country is investment, if it is truly applied, it will generate large sums of money and reduce our dependence on oil," Moussawi said.

Kurdistan government clarifies the region’s contribution to implementing Iraq’s commitment to the OPEC agreement

The Kurdistan Regional Government said on Thursday that it has committed to reducing its crude oil production in light of the decisions of OPEC Plus (+ OPEC) meetings at "fair" rates consistent with the quantities of oil produced from its fields.

This position comes in response to the statements of Federal Oil Minister Ihsan Abdul-Jabbar, in which he said that "the Kurdistan Region still does not contribute to OPEC + cuts," according to "Reuters".

The regional government spokesman, Jotiar Adel, said in a statement received by Shafaq News that the region's production of crude oil does not exceed 10% of the total production of Iraq .

He explained that "there is no objection to the regional government to continue with the reduction procedures in accordance with the fair percentage that are agreed upon, provided that the federal government is committed to securing the region’s dues to cover its financial expenses in exchange for the oil revenues that it loses as a result of the production reduction. Otherwise, the region cannot manage its affairs and cover its basic expenses." Led by the salaries of his employees.

Adel added, "The amount allocated to part of employees' compensation has also been reduced by the Federal Ministry of Finance from 453 billion dinars to 320 billion dinars per month, in addition to the significant decline in non-oil revenues due to the consequences of the (Covid-19) pandemic, and the federal government has also not acted. So far, the part devoted to compensation for the region’s employees for months 5, 6 and 7 for the year 2020, stressing that “this requires the federal government to take into account the dire financial crisis that the region has faced since February 2014 after deducting its prescribed share from the federal budget.”

The regional government spokesman continued that "an agreement was reached in this regard in Baghdad, on 4/18/2020, between the federal government delegation headed by the Deputy Prime Minister for Energy and Oil Minister, and the regional government delegation headed by the Minister of Finance and Economy, and this agreement was announced in a joint press conference," In it, the two sides emphasized the necessity of observing fairness in determining the percentage of the reduction in the region’s crude oil production, so that it would be based on the quantity of what the region produces relative to the total production of Iraq, and that this reduction should not cause additional significant financial damages to the region.

On Thursday, a member of the Kurdistan Regional Parliament, on the movement of the new generation, Kawa Abdul Qadir, acknowledged the difficulty of Baghdad and Erbil reaching a comprehensive agreement on financial and oil issues.

"The intransigence of officials in the Kurdistan region and the lack of clarity and transparency in the oil files and the issue of border crossings prevents reaching an agreement with the federal government," Abdul Qadir told Al-Maouma.

He added, "It is clear that the Kurdistan Regional Government is procrastinating in not implementing the conditions and demands requested by the federal government regarding the delivery of oil and the proceeds of the border crossings and cooperation with Baghdad in preventing administrative corruption."

He pointed out that "citizens in the region are tired of the lies and procrastination practiced by the power parties and their families, at a time when the citizen suffers from difficult living conditions."

Turkish helicopters bomb two villages north of Erbil

According to eyewitnesses, Turkish military helicopters bombed two villages, north of Erbil Governorate, the capital of the Kurdistan Region, on Thursday evening, without knowing the size of the losses immediately.

The witnesses told Shafaq News Agency, that "Turkish helicopters bombed the villages of Mirka Ras and Siran in the Bardawst area, north of Erbil." They added that the bombing lasted for 45 minutes. 

Witnesses were not able to know the size of the losses, given that the two villages were deserted and their residents were displaced as a result of the ongoing conflict there between the PKK and Turkish army fighters.
