The federal Iraqi government has proposed the establishment of a new oil company that will be managed jointly by Baghdad and Erbil to operate crude oil production and exports from the semi-autonomous region of Kurdistan, Iraqi media have reported.
 

The proposal is part of ongoing talks between the central Iraqi government and the Kurdish government aimed at mending bilateral relations after an ill-fated independence referendum for the region a few years ago. The referendum saw Iraqi troops return to mostly self-government Kurdistan and regain control of oil fields in the region.
Kurdistan, in northern Iraq, is home to some of the country's most prolific oil fields.

 

"Positive understandings between the central government and the Kurdistan Region regarding the production and export of oil produced in the fields of the latter have been reached," said Iraqi oil minister Ihsan Abdul Jabbar.
 

He added that "The ongoing talks between Baghdad and Erbil show new visions and ideas for the region to manage this file."

Iraq is OPEC's second-largest crude oil producer. As such, it was required to cut one of the largest portions of national oil outputs under the April deal reached by OPEC+. The Kurdistan region accounts for a sizeable amount of this total. As of April, the region was exporting about 500,000 bpd of crude oil. Half of these were going to Iraq's state oil marketing company, SOMO, under an earlier agreement between the central government and the one in Kurdistan.

Later in the year, when Iraq once again fell short of production targets, the Baghdad government had to ask Erbil to contribute to the compensatory cuts enforced on it by OPEC leader Saudi Arabia, by cutting production by some 120,000 bpd. 

Under the new proposal, the joint company would be based in Kurdistan and will be in charge of both production and exports.

Today, Tuesday, an independent representative in the House of Representatives, Bassem Khashan, attacked the proposal of Oil Minister Ihsan Abdul-Jabbar regarding the establishment of a joint oil company to manage the affairs of extracting and exporting oil in the Kurdistan region.

Basem Khashan said, in an interview with (Baghdad Today), that "the entire Kurdistan region’s oil file is frustrating," indicating that "the constitution and laws have settled the file that oil is a national wealth that is managed directly by the federal government, and this is what is happening in all provinces."

Khashan added, "Any proposal that leads to not managing oil directly from the federal government is considered discrimination and a violation of the laws." 

He continued, "The principle of bargaining, repeated party concessions, and the unbalanced relationship between the region and the center are the ones behind the failure to achieve the simplest principles of equality between the provinces, which pushed the governorates of Muthanna and Diwaniyah to become the poorest in the country." 

A member of the House of Representatives pointed out, "The oil money should be spent in a balanced and fair manner between all provinces and be managed according to the constitution by the Ministry of Oil directly, and it is a mistake to give the provinces of Petrodollar, as it would have been better for oil revenues to be distributed equally according to the principle of population density with support. "The anti-corruption file, in order for that money to be spent properly." 

Today, Tuesday (October 13, 2020), Minister of Oil, Ihssan Abdul-Jabbar confirmed the existence of positive understandings between the central government and the Kurdistan region regarding the production and export of oil produced, proposing the establishment of a company to manage the extraction and export of crude oil in the Kurdistan region.

Minister Abdul-Jabbar said in a statement carried by the official Iraqi News Agency, that "the approaches of the Kurdistan Regional Government negotiator are in harmony with the directions of the federal government to reach a formula for constitutional solutions to disputes over the production and export of crude oil in the region."

He pointed out that he had submitted "a proposal to establish an oil company in the Kurdistan region to manage the extraction and export operations in the fields of the region, and it is linked technically and administratively to the presidency of the region and the Federal Ministry of Oil, in order to reach a final agreement between the federal government and the region, similar to the oil companies operating in the producing provinces."

Yesterday, Monday, the statement of the meeting of the three presidencies in the Kurdistan Region with the President of the Republic, Barham Salih, which was held in Erbil, confirmed that “negotiation steps were discussed between the federal government and the Kurdistan Regional Government, as the meeting affirmed its support for the efforts of the two sides to reach a final solution to the differences and outstanding issues in a way that protects The constitutional rights and entitlements of the citizens of the Kurdistan Region and Iraq in general.

Commenting on a recent agreement between Baghdad and Erbil that stipulated ending the presence of armed groups in the Sinjar district, west of Mosul, including the presence of the Popular Mobilization Militia, Qais Khazali, leader of the Asaib Ahl al-Haq militia, said that the aforementioned agreement is a "political courtesy and electoral reward."

Iraq needs to stop putting so much energy into "salaries" and put energy into the creation of new industries that could employ the government employees that work on average 20 minutes a day. Iraq is throwing money down the drain when they could be developing their products, exports, and productivity, and new industries pay taxes that would assist them in their expenses.

The Prime Minister, Masrour Barzani, had confirmed during the report he read in the Parliament of Kurdistan recently, "in the field of increasing electricity production by processing electricity units, increasing the amount of natural gas and activating and operating the gas station in Khabat, which led to an increase of   843 megawatts of electricity and adding it to the electrical network in As a result, for the first time, the level of electricity production reached (3,700) megawatts . "

Baghdad raises the Kurdistan Region’s share of white oil to 150 million liters

The federal government decided to raise the Kurdistan Region’s share of white oil from 50 million liters to 150 million, according to what Sulaymaniyah Governor Haval Abu Bakr announced on Thursday.

Britain urges Erbil and Baghdad to speed up the implementation of the Sinjar agreement and drive out the militants

On Friday, the British ambassador to Iraq, Stephen Hickey, urged the Kurdistan Regional Government and the federal government to speed up the implementation of the agreement concluded between them in order to normalize the situation in Sinjar district.

Hickey said in a statement to reporters during his visit to the judiciary today, "Britain welcomes the Sinjar agreement and hopes that the regional government and the Iraqi government will work together with the United Nations to restore security and stability to the judiciary, and we support and encourage them to do so."He added, "We want the Yazidis in Sinjar to feel reassured, and to speed up the implementation of the provisions that came in the agreement, including the withdrawal of the armed groups currently in the district."

On Friday (October 9), Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for the administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces recaptured it the following year. However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017 .

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced. There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which conducts its business from Dohuk Governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces .

The Kurdish workers reject repeated calls from the Kurdistan Region to leave the region that is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes. And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad's keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

Kurdistan party proposes to generalize the Sinjar agreement to the rest of the conflict areas

Shafaq News / The Patriotic Union of Kurdistan in Kirkuk Governorate proposed on Friday to circulate the Sinjar security and administrative agreement to all disputed areas, starting from Kirkuk and to Diyala Governorate .

The Kurdistan Regional Government considered the Sinjar agreement,   which was reached with the federal government to normalize the situation in the city of Sinjar, as a result of months of hard work and negotiations, indicating that the agreement will be the beginning of the implementation of Article 140 of the constitution .

The representative of the Secretary-General of the United Nations, Jenin Plasschaert, also expressed her happiness at reaching this agreement, stressing that "it is a historic day for Sinjar after the massacres that its sons lived at the hands of ISIS gangs, and the difficulties they suffered after the expulsion of the organization, and it is a real beginning for the return of the displaced to their areas."

A member of the Union and a member of the dissolved Kirkuk Council, Ahmad al-Askari told Shafaq News, “We demand the restoration of the situation in Kirkuk and the disputed areas to before 2014 and the joint security management of all regions to prevent any new security deterioration affecting those areas,” indicating that “the disputed situations before the events ISIS 2014 and the presence of the international coalition in support and support of the joint forces achieved fortified security stability throughout the disputed areas .

He pointed out that "Kirkuk and the disputed areas need a joint administration for all nationalities and official security factions to reassure all components and keep the concerns of anxiety and fear away from their souls, considering the presence of a security force on one side or one component that generates concerns of mistrust and fear among the people of other components and sects ."

Al-Askari stressed the need to normalize the conditions of the disputed areas in Kirkuk, Salah al-Din, Diyala and Nineveh, according to the terms of the Sinjar Agreement between the federal government and the Kurdistan Regional Government, pointing out that the disputed residents need messages of national unity that block the way to any terrorist attempts or plans targeting social peace .

Kirkuk and the disputed areas in Nineveh, Diyala and Salah al-Din are still under the control of army and police forces after their invasion of the flag of 2017 after the Kurdish independence referendum, which made it a scene of political conflicts and a continuous target for ISIS members due to the security weakness and the voids left by the withdrawal of the Peshmerga and Asayish security forces .
