"

Al-Kazemi affirmed that "the completion of the agreement on the administrative and security files in the district of Sinjar, which would accelerate and facilitate the return of the displaced to the judiciary. Shafaq News / The President of Kurdistan Region, Nechirvan Barzani, on Friday praised the agreement reached by Baghdad and Erbil regarding the normalization of conditions in Sinjar district, the stronghold of the Yezidi Kurds in Nineveh Governorate.

Barzani said in a statement received by Shafaq News, "We look at the agreement signed today between the Iraqi federal government and the Kurdistan Regional Government to normalize the situation in Sinjar, with a positive and optimistic view." 

He added, "We urge the two negotiating teams on both sides to make the dialogue succeed and reach an agreement," noting that "this achievement is the result of a sense of responsibility, solidarity and joint action between the relevant parties."

Barzani thanked the Iraqi Prime Minister, Mustafa Al-Kazemi, who "had a prominent, effective and helpful role in making the talks succeed and reaching this agreement," as well as offering polytheism to support and participate in the participation of Jenin Blashardt, the Special Representative of the Secretary-General of the United Nations in Iraq and the efforts she made to reach the agreement, and all those who cooperated. Earlier Friday, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for the   administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year.

However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced.

There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which operates from Dohuk governorate.

ERBIL - Kurdish prominent leader and President of the Kurdistan Democratic Party (KDP), Masoud Barzani, has welcomed Friday's agreement between Erbil and Baghdad on the normalization of situation in Sinjar, considering the deal the "right and positive step."

Barzani thanked the Kurdistan Regional Government (KRG) and federal government for working together for normalizing the situation in the Yezidi majority populated district of Sinjar, noting that this would help the safe return of displaced people to their homes in the region.

"I hope this important step by the two sides would be the start of resolving all disputes between Erbil and Baghdad," Barzani concluded.

The Prime Minister also welcomed the continued US support and assistance to the Kurdistan Regional Government and the federal government, and it was also agreed to continue communication between the two sides on various important issues.

The President of the Kurdistan region, Nechirvan Barzani, announced, on Friday, that he looks forward with positivity and optimism to the agreement to normalize the situation in Sinjar between the federal government and the Kurdistan region.

Barzani said in a statement, "We look positively and optimistically to the agreement held today between the federal government and the Kurdistan Regional Government to normalize the situation in Sinjar, and we commend the two delegations negotiating the two sides for the success of the talks and reaching an agreement, and this work is the result of a sense of responsibility and joint action between the parties concerned." 

He continued: "We extend our thanks, appreciation and special greetings to Prime Minister Mustafa Al-Kazemi, who played a prominent, influential and supportive role for the success of the negotiations and reaching this agreement, and we also thank the support and participation of Jenin Plasschaert, the Special Representative of the Secretary-General of the United Nations in Iraq and her efforts to reach an agreement, and we also thank all the parties that helped It cooperated in this regard." 

He went on to say, "This agreement is a correct national step in the interest of all the country, and it will be a reason to rebuild and strengthen confidence between the federal government and the Kurdistan Regional Government, and we hope that other steps will be followed by to address all the outstanding differences between the two sides and the dignified, safe and free of obstacles for the Yazidi sisters and brothers and all the people of the country." The administrative aspect is agreed upon with the Kurdistan Regional Government and Nineveh Governorate, taking into consideration the demands of the people of the judiciary."

The statement added, "Everything that is security falls within the scope and powers of the federal government in coordination with the Kurdistan Regional Government, and the service side will be the responsibility of a joint committee between the federal government, the regional government and Nineveh Governorate." In his comment on the agreement, Prime Minister Mustafa Al-Kazemi affirmed that “it would accelerate and facilitate the return of the displaced to the judiciary,” stressing that “the federal government, in coordination with the regional government, will play its primary role in order to properly implement the agreement, to ensure its success, in cooperation with the people of Sinjar first, and he also stressed the government's keenness and seriousness for Sinjar to be free of armed groups, whether local or from outside the borders. While the mayor of Sinjar district in Nineveh province, Mahma Khalil, confirmed to the Euphrates News that the agreement includes removing the PKK forces from the judiciary. As for the head of the regional government, Masrour Barzani, he said, "The agreement will be the beginning of the implementation of Article 140 of the constitution," he said.

ERBIL, Kurdistan Region – Under the Erbil-Baghdad agreement on Shingal, struck on Friday, security for the troubled region will be the responsibility of the federal government, which will establish a new armed force recruiting from the local population and expel the Kurdistan Workers’ Party (PKK), according to details released on Saturday. 

Part of the “historic” deal is the employment of 2,500 people, to include “1,500 Yezidi youth from the camps and 1,000 young men from Shingal as part of the security forces in the district,” tweetedAhmad Mulla Talal, spokesperson for Prime Minister Mustafa al-Kadhimi. 

Talal explained that the agreement to reorganize the administration and security of the Yezidi homeland falls under “the exclusive authority of the federal government” and will be done “in coordination with the Kurdistan Regional Government.”

A new armed force will be formed, according to details of the plan shared by Farhad Alaaldin, chairman of the Iraqi Advisory Council. The agreement will also end the presence of the Kurdistan Workers’ Party (PKK) and all its affiliates.  

The PKK participated in the defeat of the Islamic State (ISIS) in the Yezidi homeland of Shingal and it supports the Shingal Resistance Units (YBS) who are one of some six armed groups or forces currently operating in the Shingal area.  

Turkey, which has carried out airstrikesagainst alleged PKK targets in Shingal, tentatively welcomed the new agreement. The Foreign Ministry said it hoped the planwill lead to “re-instating the control of the Iraqi authorities in Sinjar [Shingal], the eradication of DAESH [ISIS] and PKK terrorist organizations and their extensions in the region and ensuring the safe return to their ancestral lands of Ezidis [Yezidis] and the other people of the region who have been subject to grave oppression and persecution of first DAESH and then of PKK.”  

The ministry added it was ready to cooperate with Baghdad in “countering terrorism” in Shingal and elsewhere in Iraq. 

A new mayor will also be elected and rehabilitation and administration of Shingal will be jointly coordinated by Erbil and Baghdad, according to details shared by Alaaldin. 

The agreement has been welcomed by the United Nations, the United States, and France, while Yezidi organizations are waiting to see full details of the plan. “We are not rushing to optimism,” said the Free Yezidi Foundation, adding that Yezidi groups need access to information about the deal.  

A group called the Shengal Autonomous Administration said the people of area were not included in the talks between Erbil and Baghdad and rejected any decision imposed on them without their participation, according to a statement published by the PKK-affiliated ANF media.  

Shingal lies within areas disputed between the governments in Baghdad and Erbil. The Yezidi population fled when ISIS swept through northern Iraq in 2014, committing genocide against the minority group. Hundreds of thousands sought refuge in camps in the Kurdistan Region, more than 6,000 people were kidnapped by the group, and over 1,200 killed. Federal forces took control of the region in 2017 after the Kurdistan Region’s independence referendum. 

The Yezidi population remains traumatized and few have been able to return to their homes because of lack of reconstruction and services and the suicide rate among Yezidi youth is on the rise.  

Kadhimi said the agreement will “accelerate and facilitate the return of the displaced to the district.”  

Kurdistan Region President Nechirvan Barzani welcomed the deal as “a national step in the right direction and it is in the interest of the entire country. It will lead to restoring and strengthening trust between the Federal Government of Iraq and the Kurdistan Regional Government.”

The Stategic Framework Agreement basically states that Iraq will be restored to it's state of being prior to the invasion in2003 . At that time ,IQD =$3.22 USD . Many feel that this is an inflated price , but who knows ,after the holes of curruption have been plugged ? Corrupt Iraqi officials took off with as much as they could .

The commander of the Peshmerga forces in Sinjar district welcomed, on Saturday, the agreement concluded between the federal government and the Kurdistan Regional Government regarding the normalization of the situation in Sinjar.

"We are happy with the agreement and coordination between the two governments, as the agreement will contribute to the return of the displaced to their areas, in addition to the expulsion of the illegal forces from Sinjar," Shushu told Shafaq News. "The future of Sinjar and its development are linked to the implementation of this agreement," Shusho noted.

Earlier Friday, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, providing for the   administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year. However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced. There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which is running its business from Dohuk governorate. The anti-Ankara PKK also formed a faction loyal to it there, called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.

Kurdish workers reject repeated calls from the Kurdistan Region to leave the region, which is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes. And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad’s keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

The Jordanian Ministry of Foreign Affairs and Expatriate Affairs welcomed, on Saturday, the agreement between the Iraqi government and the Kurdistan Regional Government to manage Sinjar district.

Jordan stands absolutely by the side of Iraq, and supports the Iraqi government in its efforts to overcome all challenges, protect Iraq's security, stability and sovereignty, and achieve the aspirations of the brotherly Iraqi people for growth and prosperity, the ministry’s spokesman, Ambassador Dhaifallah Al-Fayez said in a press statement.

Prime Minister Mustafa Al-Kazemi sponsored "a historic agreement that strengthens the authority of the federal government in Sinjar according to the constitution, on the administrative and security levels," according to what Iraqi government spokesman Ahmed Mulla Talal announced on Friday. He added that "the agreement ends the power of foreign groups, and paves the way for the reconstruction of the city and the return of its afflicted people completely, in coordination with the Kurdistan Regional Government."

On Friday, the Minister of Interior in Kurdistan Region, Rieber Ahmed, confirmed that an agreement had been concluded with the federal government to restore security and stability to the disputed Sinjar district between Erbil and Baghdad.

Ahmed told reporters after the meeting of the region’s delegation to Baghdad with the President of the Federal Government, Mustafa Al-Kazemi, that in the presence of the United Nations and representatives of the region and Baghdad, an agreement was reached to normalize the security, military and administrative situations in Sinjar . He added that the two sides aim to return to normal conditions in Sinjar, and for the displaced to return to their homes.

The agreement was welcomed by the United States of America and the United Nations Special Mission in Iraq.

The Iraqi government announced that it had reached an agreement, which it described as “historic,” with the Kurdistan Region in the Sinjar district of Nineveh Governorate.

Ahmad Mulla Talal, spokesman for the Iraqi Prime Minister, Mustafa Al-Kazemi, said in a tweet that “Al-Kazemi sponsored today a historic agreement that strengthens the authority of the federal government in Sinjar in accordance with the constitution, on the administrative and security levels.” He added, "The agreement ends the power of foreign groups, and paves the way for the reconstruction of the city and the return of its afflicted people completely, in coordination with the Kurdistan Regional Government."

And Talal added, "What others have failed in, this government has succeeded by cultivating mutual trust, offering goodwill, and based on a solid political will, towards restoring security, stability and reconstruction to Sinjar, and the return of all of its afflicted people to their homes."

A high-ranking delegation from the Kurdistan Regional Government headed by its Minister of Interior, Reber Ahmed, arrived in the capital, Baghdad, on Friday. Today, Friday, Prime Minister Mustafa Al-Kazemi held a meeting with officials in the federal government and the Kurdistan Regional Government, regarding the agreement to restore stability and normalize the situation in the Sinjar district of Nineveh Governorate, in the presence of the representative of the United Nations Secretary-General in Iraq, Jenin Blashart. A statement issued by Al-Kazemi's office stated that the latter "confirmed the completion of the agreement on the administrative and security files in the Sinjar district, which would speed up and facilitate the return of the displaced to the district."
