MANI — Member of the Council of Representatives’ Finance Committee Jamal Ahmed on Friday (October 10) predicted that several outstanding problems between the federal government and the Kurdistan Regional Government (KRG) will be resolved as a part of next year’s federal budget.

A representative of the Kurdistan Islamic Union (KIU), Ahmed told al-Maulouma news agency that the 2021 federal budget law will include text outlining agreements between Erbil and Baghdad and the rights and duties of both sides.

While he said that thorny issues including budget transfers and customs procedures at the international border crossings would be covered in the legislation and tied to timelines, Ahmed indicated that it would not be comprehensive, with issues related to oil reserved for stand-alone legislation.

“The oil problems between Baghdad and Erbil need the oil and gas law in order to solve them, restore negotiations with the Region's oil companies, and settle accounts between the two sides,” he said.

ERBIL, Kurdistan Region – Baghdad on Friday reached a deal with the Kurdistan Regional Government (KRG) over the governance and security of the disputed district of Shingal in Nineveh province, according to Prime Minister Mustafa al-Kadhimi’s spokesperson. 

Kadhimi “sponsored a historic agreement which will bolster the federal authority in Shingal as per the constitution in terms of governance and security,” tweeted Ahmed Mullah Talal.  
 
The deal “ends the authority of intruding groups and paves the way for the reconstruction of the city and the full return of its people in coordination with the Kurdistan Regional Government,” he added.

The agreement was announced after a meeting between representatives from Baghdad and Erbil. "It's a good agreement, and we had a good meeting with the Iraqi prime minister in the presence of UN and Iraqi sides," KRG Interior Minister Reber Ahmed told Rudaw. 

He said he hoped the agreement will help displaced families return to their homes.

Details of the agreement have not been immediately released. 

Shingal is the homeland of the Yezidis, most of whom remain displaced six years after the Islamic State (ISIS) committed genocide against the minority group. Since ISIS was ousted from the area, multiple civil administrations and armed groups have sought to stake a claim. There are as many as six armed groups vying for control, including federal and regional forces, Iraqi militias, and groups affiliated with the Kurdistan Workers’ Party (PKK).  

Head of the United Nations mission in Iraq (UNAMI), Jeanine Hennis-Plasschaert, welcomed the agreement, saying it would usher in "a new chapter for Sinjar [Shingal], one in which the interests of the people of Sinjar come first."  

Spokesperson Talal said that previous cabinets failed to create trust and return security and stability to the troubled region, but that Kadhimi has succeeded in this regard. 

Murad Ismael, co-founder and former executive director of Yezidi advocacy organization Yazda, tweeted that he welcomes “in principle” any agreement that “normalizes the security and administration of Sinjar,” but is waiting to see full details of the deal.  

Shingal lies within the areas disputed between Erbil and Baghdad, as described in Article 140 of the constitution that outlines a plan to resolve the dispute.

US, UNAMI Welcome Erbil-Baghdad Agreement on Sinjar

ERBIL - Both the United States and the United Nations Assistance Mission for Iraq (UNAMI) have welcomed an agreement between the Kurdistan Regional Government (KRG) and Iraqi government on the administration of Sinjar.

Earlier in the evening, a spokesperson for the Iraqi prime minister announced that Erbil and Baghdad reached a "historic" agreement on Sinjar, based on which the region will be administrated cooperatively with the KRG with any armed groups being expected to withdraw from the area.

"The United States congratulates the Iraqi government and the Kurdistan Regional Government on reaching an agreement of cooperation in Sinjar," the US Embassy in Baghdad said in a statement.

"We look forward to its full implementation and hope this agreement will lead to lasting security and stability for the Iraqi people in northern Iraq."

The Special Representative of the United Nations Secretary-General for Iraq , Jeanine Hennis-Plasschaert, also welcomed the deal and said: "Today’s agreement between the Federal and the Kurdish Regional governments is a first and important step in the right direction. High time to reach out to the people of Sinjar and to make them feel that they are, indeed, part of the broader community."

The UNAMI said that it was the "first and important step in the right direction," hoping that it would pave the way for a better future in the region.

"Sinjar witnessed horrific ordeals and heinous crimes committed by Da'esh (ISIL) against the Yazidis in 2014. Since the military defeat of Da'esh, victims and survivors have faced obstacles due to discord on security arrangements, public service provision and lack of a unified administration," the statement continued.

Hennis-Plasschaert further hoped that the agreement would usher in a new chapter for Sinjar, and that it would help the return of displaced people to their homes, accelerate reconstruction and improve public service delivery.

"For that to happen," she argued. "Stable governance and security structures are urgently needed."

She also reaffirmed UN's support to help normalize the situation in Sinjar.

Kirkuk comes to mind as very pivotal it's very oil rich with refinery's , kurds claimed it as part of kurdistan region,  Baghdad says no , peshmerga kept it from certain destruction from isis , PM abadi and iraq army /  iranian militias reclaimed it , instead of a blood bath over it peshmerga stepped back once again  ... we wait

Baghdad and Erbil put the final touches to the normalization agreement in Sinjar

The Minister of Interior of the Kurdistan Regional Government stated, on Thursday, that he will visit Baghdad tomorrow to finalize the agreement to normalize the situation in Sinjar, the stronghold of the Yezidi Kurds in the northeast of Nineveh Governorate.

"I will be in Baghdad tomorrow to finalize an agreement with the federal government to normalize the situation and restore stability in the Sinjar region," Reaper Ahmed said in a tweet.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year. However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced. Currently, there are two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government that operates from Dohuk governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces. Kurdistan workers reject repeated calls from the Kurdistan Region to leave the region, which is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes.

SULAIMANI — Iraqi Prime Minister Mustafa al-Kadhimi’s office said that it reached an agreement with the Kurdistan Regional Government (KRG) on Friday (October 9) to normalize governance in Sinjar district in an effort to facilitate the return of displaced residents to their homes.

“The agreement took place in an atmosphere of fraternal understanding,” the prime minister’s media office said in a statement, with Spokesperson Ahmed Mullah Talal characterizing the deal as “historic.”

Located in northwestern Nineveh governorate, Sinjar is part of the disputed areas, which are claimed by both Baghdad and Erbil.

The site of the Ezidi genocide perpetrated by Islamic State (ISIS) in 2014, it was liberated from the militant group in 2015, but much of the district’s infrastructure and housing remains in ruins. Thousands of Ezidis and other residents live as IDPs in the Kurdistan Region.

As part of the agreement, the area will remain under federal control, in coordination with the KRG and Nineveh governorate.

Kadhimi’s office also stressed its desire that Sinjar be free from the presence of armed groups, referring to Popular Mobilization Forces (PMF) and local groups affiliated with the Kurdistan Workers’ Party (PKK).

KRG Interior Minister Rebar Ahmed, who led his government’s delegation, told media outlets close to the Kurdistan Democratic Party (KDP) that the result was “a good agreement” that would help enable displaced residents to return home.

Special Representative of the United Nations Secretary-General for Iraq Jeanine Hennis-Plasschaert said in a statement that she hoped that the agreement would usher in “a new chapter for Sinjar, one in which the interests of the people of Sinjar come first.”

Nevertheless, she cautioned that “stable governance and security structures are urgently needed” for returns and reconstruction to occur.

Co-founder of the Ezidi advocacy group Yazda Murad Ismael tentatively welcomed the deal in a tweet, pending the release of “full details.”

ERBIL - Friday's agreement between the Kurdistan Regional Government (KRG) and Iraqi government is an example of mutual respect and shared objectives, Kurdistan Region PM Masrour Barzani said.

"This important agreement is the result of months of hard work and negotiations between officials in Erbil and Baghdad. It will help to allow the people of Sinjar – including Yazidis and others who suffered so appallingly at the hands of ISIS – to return to their ancestral homes in safety and with dignity. The normalisation of Sinjar will ensure that its people can determine their own future," Barzani said in a statement published by his office.

The Kurdish premier revealed that he also talked to his Iraqi counterpart Mustafa al-Kadhimi shortly after the announcement of the agreement "to note today’s progress and commend both sides’ negotiating teams on their hard work.”

"It is an example of what we can achieve when the Kurdistan Regional Government and the Federal Government work together, with mutual respect and shared objectives. I hope this is a sign of the progress we could make on other disputed territories between Erbil and Baghdad."

He additionally thanked UN Special Representative to Iraq Jeanine Hennis-Plasschaert for her support as well as personal involvement in this process, noting that the Kurdistan Region would welcome further support from the international community for Sinjar.
