A member of the Parliamentary Finance Committee, Jamal Cougar, ruled out the government's move to raise the exchange rate of the dollar against the dinar in order to compensate for oil losses due to low global prices, pointing out that the Central Bank has a study and control over exchange rates.

Cougar said to "the information", that "the government to raise the exchange rate of the dollar against the dinar is unthinkable and excluded, because the central bank has a sober study in this regard."

He added that "the central bank administration does not support the proposal to raise the dollar exchange rate at all, and has a set of reasonable reasons and justifications to keep the exchange rate at its natural limits."

Cougar ruled out that "the government or the central bank in 2021 will choose to raise the exchange rate of the dollar against the dinar." 25 n

Taxes and fees on water and electricity ... a parliamentary committee proposes "a whole" solutions to confront the financial crisis

Baghdad - people

The Parliamentary Economy and Investment Committee proposed, on Tuesday, a set of solutions to confront the current financial crisis, stressing the fight against corruption.

A member of the committee, Representative Yahya Al-Ithawi, said in an interview with the official agency, followed by "Nass", (October 13, 2020), that "the committee presented a set of solutions to the current crisis, including the activation of taxes on imports, as well as on the sale of hard currency in the Central Bank, in addition to To obtaining electricity, water and other services levies, as well as activating the industrial, agricultural and tourism sectors and encouraging investment by granting new opportunities to investors, whether by the National Authority or bodies in the governorates, in order to maximize the state's financial resources and not rely on oil.

Al-Ithawi added, "The government calls on parliament to approve the borrowing law to pay the salaries of the coming months, due to the state's dependence on the single resource, which is oil," stressing that "the low oil prices showed the defects of the Iraqi economy and its total dependence on oil."

He pointed out that "the investment sector is one of the important sectors in the economy, but the lack of a clear economic vision to attract investors and capital prevented the revitalization of this sector in Iraq."

Al-Ithawi stressed "the need to combat financial and administrative corruption that is rampant in all parts of the state," noting that "the corrupt have money, weapons, and other things that make them far from accountability."

An Iraqi politician proposes four options to change the ruling equation in Iraq

The head of the national "awareness" movement, Salah Al-Arabawi, presented, on Tuesday, four options to change the political situation and the equation of government in Iraq, while he accused Iran and the United States of seeking to preserve Iraq, such as "a morsel that is not swallowed nor spitted," as he put it.

Al-Arabawi said in a statement that Alsumaria News received, a copy of it, that "the first method is the revolution, and in order to achieve its goal, it should be general, in which the marshes, the mountains and the norias revolt against Shiite, Sunni and Kurdish corruption, indicating that the principles of (torch, their fire eat their wood) do not change anything. Pointing out that "if the revolution succeeds, it will freeze the constitution and change the ruler, and the painful reality tells us that no revolution has succeeded from 1920 until now."

He continued, "The second method is a military coup, and Iran or America can only achieve it. Iran through its arms or America with its war machine," explaining that "either side can easily achieve a coup, but neither of them does it, because the consequences of it are serious, and this What we do not support. "

He noted that "each of them (Iran and America) wants to stayIraq Such a morsel is neither swallowed nor spitted, and the consequences are very dangerous. "

Al-Arabawi continued by saying, "The third way is the democratic coup, meaning that the government turns against those who brought it, and the influence of the political, economic, military and other parties diminishes, but the current government cannot achieve this, even if it was necessary!", Noting that "the government entered the political game and responded For quotas and began to form political entities. "

The head of the Awareness Movement pointed out that "the fourth way is through democratic change, and I can describe our democracy as lame and humpback and see with one eye, above its head a weapon, and in its pocket a dollar. Change here is slow, complex and partial, but it is less expensive and does not risk the system and requires the political movement of the people to achieve it (Revolution Electoral), stressing the need to achieve a trilogy (security, integrity and awareness) to achieve this option.

The House of Representatives changes its position: We will vote on the borrowing bill after the election file is completed

Political blocs have retreated from their opposition to the approval of the borrowing law. While they were predicting that the legislation would topple the country in a swamp of debt within 6 months, they now say that they will go through the law after the election file is completed.

In turn, the Parliamentary Finance Committee says that the deficit bill will enable the government to borrow about (41) trillion dinars to secure the salaries of employees and retirees and social care for the remaining months of the current year.

A member of the Parliamentary Finance Committee, Sherwan Mirza Qadir, confirms, in a statement to Al-Mada, that “the fiscal deficit financing bill will be an alternative to the 2020 Federal Budget Law, which the government withdrew from Parliament a while ago,” explaining that “the finance law will regulate the process of paying employees’ salaries until the end The current year ”.

Kader adds that "the new financing law specified expenditures for three months at 57 trillion dinars and imports at 16 trillion dinars, which means that the deficit amounted to 41 trillion dinars," indicating that "the government wants to allow it to borrow (41) trillion dinars to fill the deficit in revenues for the three months of This year".

According to the Ministry of Finance, Iraq needs about seven trillion dinars per month to pay the salaries of 6.5 million employees, as well as retirees' dues and social care, and to secure government expenditures such as paying loans and other expenses.

The Minister of Finance, Ali Abdul Amir Allawi, had stated in a televised interview with his (Al-Mada) that “with the beginning of the month of September all our financial capabilities were exhausted, including borrowing amounts, which are 15 trillion dinars for internal borrowing and 5 billion for foreign ones,” indicating that “providing salaries depends on receiving the ministry. A positive attitude by the House of Representatives by approving the borrowing policy.

A member of the Parliamentary Finance Committee clarifies that "the finance law grants the Minister of Finance the powers of internal and external borrowing to bridge the deficit for the remaining three months of the current year," calling on the government to "expedite sending the economic reform paper to maximize non-oil imports."

The Minister of Finance pledged to prepare the reform paper while he was hosting the last in the House of Representatives some time ago, but he admitted that the reform program will not be easy. He said that "the economic reform program needs a long time because the economic situation in Iraq is going through a critical period due to the repercussions of previous cumulative economic policies."

The government had sent a bill to bridge the fiscal deficit to Parliament to allow it to borrow 41 trillion dinars for the last four months of this year in order to be able to secure the salaries of employees and retirees and social welfare.

The Parliamentary Finance Committee said, a week ago, that Iraq would be bankrupt within 6 months if the new borrowing law was approved, while Finance Minister Ali Abdul Amir Allawi pledged the release of employee salaries by the House of Representatives vote on the borrowing law.

For his part, Mazen Al-Faili, a member of the Parliamentary Economic and Investment Committee, explains that "the Minister of Finance stated earlier that his government is unable to pass the 2020 Budget Law to ensure that it includes a large deficit."

The circumstances of the financial crisis and the collapse of oil prices in global markets and the repercussions of the Corona virus pandemic prompted Mustafa Al-Kazemi's government to review the financial policy in Iraq in order to overcome the financial distress threatening the Iraqi economy.

Al-Faily clarifies in a statement to Al-Mada that "the finance law sent by the government regulates the process of paying salaries to employees, retirees and social welfare, as well as the payment of compensation to Kuwait and the dues of licensing rounds companies."
