The statement stated, “The meeting also discussed the preparations for early elections in Iraq, and expressed its support for preparing the ground for successful elections in Iraq, as the disputed areas and the application of Article 140 of the Iraqi constitution was another aspect of the meeting, and the attendees had a unified position to continue the dialogue to settle All the problems of these areas, protecting the rights of all components, and ensuring an atmosphere of coexistence in the region.

The meeting expressed its support for the recent agreement between the Iraqi federal government and the Kurdistan Regional Government to normalize the situation in Sinjar and the return of the displaced, in addition to rejecting all attempts at demographic change in the disputed areas, and called on the Iraqi federal government to find a mechanism to achieve security and peace in those areas.

The statement continued, "The negotiation steps between the federal government and the Kurdistan Regional Government were discussed, as he affirmed his support for the efforts of the two sides to reach a final solution to the differences and outstanding issues in a way that protects the constitutional rights and entitlements of the citizens of the Kurdistan Region and Iraq in general."

Al-Mada obtained a copy of the cabinet bill that is now being discussed by the House of Representatives and includes provisions specifying the powers of the government and its head, the number of agents and advisors, and the mechanism for appointing special ranks and military commanders within a specific time limit.

The law, consisting of 23 articles, details cabinet and ministerial councils formations, and sets strict controls for ministers ’commitment to the official working hours, the violation of which is by virtue of resignation.

According to the draft, the Council of Ministers will exercise many powers, the most important of which is the restructuring of ministries and entities not associated with them in light of the ministerial curriculum based on the proposal of the Prime Minister, and the creation, merging and elimination of public departments. On the financial level, the Council of Ministers has the right to accept grants, aid, and commercial loans, and to transfer funds and assets between state departments, and the project also authorized the government to amend the fines and wages stipulated in the laws, while sovereign loans will be based on a recommendation to be submitted to the House of Representatives.

The Council of Ministers also has the right to retire those with special grades who have a service of at least 15 years and over fifty years of age, or exemption for incompetence, as well as rotating the holders of higher positions.

The draft gave the Council of Ministers the right to authorize its president some of his duties, and it also stipulates that the government will continue to conduct the day-to-day affairs of the state related to decisions and procedures that are not subject to postponement that will ensure the continuity of the work of state institutions until the formation of the new government at the end of the parliamentary session, or the withdrawal of confidence from The Council of Ministers or its President, or the dissolution of Parliament The project is prohibited for the Council of Ministers during the period of running matters to propose draft laws, propose loans, conclude treaties or join them, appoint or exempt from senior positions in the state, or restructure ministers and departments. The project included a number of powers for the prime minister, the most important of which are: following up the work of ministers and ministries, calling the House of Representatives to an extraordinary session, requesting the extension of the legislative term, and accepting the resignations of the Deputy Prime Ministers and Ministers.

As for the deputy prime ministers, the law limits their number to no more than three, with the possibility that one of them may be a minister at the same time, and each of them exercises tasks assigned to him by the prime minister.

The law creates five ministerial councils, namely for national security, economy, services, energy, and human development, and each one is headed by the prime minister who nominates its members.

The draft makes the cabinet formations from three, namely the office of the council’s president and the general secretariat, each of which is assumed by an employee with the rank of a minister, in addition to the advisory board and headed by an employee at a special degree.

The project allows the Prime Minister to contract with advisors of no more than ten, with experience and competence, and to be granted a wage equivalent to the salary and allowances that those with special ranks receive, while ministries and entities not associated with them shall have advisors of no more than three.

The new law considers a minister who is absent from 3 consecutive sessions or 6 separate sessions within three months of the Council of Ministers, or 10 days from his ministries, to resign.

And it gives the prime minister the right to appoint whomever he deems appropriate to fill the vacancy in the position of minister for a period of thirty days only.

The law limits the number of agents in each ministry to no more than four, who are appointed by the government upon the proposal of the competent minister. As for the heads of agencies not associated with a ministry, they will have deputies whose number does not exceed three, appointed according to the law.

The Director General or his grade shall be appointed by a decision of the Council of Ministers upon the proposal of the Competent Minister, and the conditions for the public position are assumed in addition to the university degree, and job experience of not less than 10 years and proof of competence and ability.

The law obliges the Council of Ministers to decide on the proposal to appoint those with special ranks, the Chief of Staff of the Army, his assistants, and those in the position of division commander and above, and the head of the intelligence service and other security agencies within a period not exceeding 120 days from the date of the nominations being received, and if that period passes, the proposal is considered the headquarters of the Council of Ministers , Provided that those nominations are then submitted to the House of Representatives within 60 days.

The law also obligated the House of Representatives to decide whether to approve the appointment of these addresses within 60 days of the date of the session following the arrival of the nominations, and with the passage of that period the appointment is deemed validated.

The law in every ministry, except for defense and justice, and in every body not linked to a ministry, with the exception of the State Council, the Central Bank, and the Office of Financial Supervision, constitutes an opinion body with the task of approving legal and financial projects, plans, coordination and other matters related to the development of performance.

As for the entry into force of this law, it will be after 30 days from the date of its publication in the official gazette, and the reasons for its legislation have been determined by taking into account the change in the constitutional and administrative system of the state, organizing the powers of the Council of Ministers in line with the provisions of the constitution and developing a unified legal framework to regulate the work of ministries and agencies not associated with a ministry and neutralize Conditions for appointment in special degrees.
