As soon as global oil prices are exposed to minor shocks, Iraq will lose its economic balance.
The Al-Kazemi government has been unable to correct the mistakes made by previous governments. Rather, paying salaries on time has become a government achievement!

The government, of more than 4 million public sector employees, is a burden. The total salaries of employees in the current year budget reached 50.5 trillion dinars, up from 40.6 trillion dinars in the 2019 budget.

Citizen Hadeel Jassim (33 years old) speaks to Al-Mada, saying that she went through difficult times during the past days as a result of her salary being delayed by 50 days.

Most of the employees pay wages to the owners of private generators, and these wages vary according to the prices determined by the concerned authorities on a monthly basis, in addition to paying rental fees.

Hadeel added, "I had to request permission from the owner of the house in which I live to delay paying the rent, and the latter understood the confused situation we are living in due to the financial crisis and the Corona epidemic."

She also faced problems securing medicine for her husband, who works in the private sector, and was recently infected with Corona virus, as she put it.

2020 budget 

The volume of expenditures in the budget was estimated at 148 trillion dinars, and the volume of revenues was also estimated at 67 trillion dinars.

As a result of the collapse of oil prices, after the outbreak of the Corona virus in the world at the beginning of the year 2020, Iraq faced the worst financial crisis to hit its economy in recent years, which forced it to borrow 15 trillion dinars from the Central Bank of Iraq to meet operational expenses for three months, June, July, August.

The price of a barrel of oil was estimated at 40.51 dollars per barrel, while oil prices recorded 41.90 per barrel (at the time of writing the report).

If prices stabilize at this point, Iraq will be able to pay the salaries of its employees only, and its investment budget will be disrupted, and its lagging projects will remain as they are. 

The financial advisor to the prime minister, Mazhar Muhammad Salih, says that oil imports are no longer sufficient to secure salaries, so the government has resorted to internal borrowing, which is less burdensome than external borrowing.

He adds that during the period of delaying salaries for the month of September, some oil and customs revenues were achieved. The government enabled the government to fill the shortfall in financial resources and was able to distribute salaries.

It is imperative to borrow

Regarding the "September salaries" scenario, Saleh asserts that Iraq has no choice but to borrow internally to secure the salaries of the last months of 2020, and even if the borrowing continues, Iraq will not go bankrupt as long as the world energy market is still dependent on oil as a main material, as he put it.

And he stressed the need to approve the white reform paper that the Ministry of Finance intends to launch to turn it into an "economic constitution" that the successive governments will follow.

A source in the Ministry of Finance refused to make any statements related to the salary crisis or the white reform paper, due to ministerial instructions preventing this.

"The performance of the Ministry of Finance is the weakest among the institutions concerned with Iraqi economic affairs, compared to the performance of the Ministry of Planning or the Central Bank of Iraq."

He adds, "It is a closed and traditional ministry and has not opened up to the modern space, whether in terms of technology or expertise."

Al-Oibi expects that the scenario of Ayol's salaries will be repeated in the coming month, especially as it is "something that happens for several months, and it is more evident in the Kurdistan Region."

It shows that Iraq's resources were wasted during the days of financial abundance on "the expansion of government employment or useless operational expenses in addition to being involved in the file of licensing rounds as well as the lenient trade policies that opened the borders to importing goods from neighboring countries."

As a result of the state’s delay in distributing salaries for the month of September, the crisis ignited between the Parliamentary Finance Committee and the Ministry of Finance. The latter demanded the enactment of a second borrowing law, but the committee refused to vote on it for fear of bankruptcy. 

A member of the Parliamentary Finance Committee, Hussein Arab, was surprised that the Ministry of Finance did not use foreign loan funds to move the Iraqi economy. 

In statements, he says that there is an investment loan of 200 million dollars from the World Bank that has not been used until this moment, noting that it was "launched for the purposes of rebuilding the liberated areas."

He points out that "the investment loans in the state treasury are estimated at 4 billion dollars."
