In A Suspicious Move ... The Central Bank Raises The Names Of Banks From The Currency Auction

In a move that contradicts the principle of transparency.

Last updated Oct 8, 2020

Al-Mustaqila .. Despite the many criticisms directed at the auction of selling the currency in the Central Bank, the new bank administration took a step that increases suspicion, raises suspicion, and violates the principle of transparency in the sale process, after raising the list of names of banks participating in the auction.

After the previous administration of the Central Bank was announcing the data related to the auction in its electronic window on the Central Bank's website, indicating the names of the banks participating in the auction and the amount of the sums purchased, the new bank management intended to change this and be satisfied with general data on the total amounts of sale, without specifying the names of the participating banks And the amount of money you got through the auction window.

This trend comes at a time when there are doubts about the work of private banks and how they deal with the sums they obtain through currency auctions, especially after the circulation of (unconfirmed) information in the media and social networking sites about the existence of money laundering operations and currency smuggling out of Iraq, despite the circumstances. The difficult financial situation that the country is going through.

The "Al-Mustaqilla" correspondent tried to contact the Central Bank's media office to inquire about the reasons for this new trend, after several attempts by sending a message via the "email" published on the bank's website , but it turned out that the published email is not activated.

And the question remains: Why did the new Central Bank Governor, Mustafa Ghaleb al-Kharif, cancel the list of banks participating in the currency auction from his electronic window, which is what he has been doing throughout the previous years?

An economist said, on condition of anonymity, that the real motives for the decision of the new Central Governor to raise the names of the banks participating in the currency auction are for the purpose of rewarding the management of banks associated with political blocs that had a role in his assuming the position of governor.

A previous report had revealed that Iraq includes the largest number of private and Islamic banks in the region, as the number of banks in Iraq reached (81), including (8) governmental, (24) commercial, and (29) Islamic, in addition to (21) branches. To a foreign bank.

The central bank decided earlier, "to audit and evaluate the capital of private banks and determine the percentage of deficit and the sources of that money."

As called economic expert Durgham Muhammad Ali to the cancellation of licenses to 90 percent of private banks , stressing that it would not affect a simple and economic movement in the country.

He explained that the number of private banks is hundreds of times greater than any economically larger country than Iraq, without having any developmental role.

A report published by the American Monitor website in 2013 made it clear that Iraqi private banks have almost completely abandoned their traditional tasks, such as lending, credit and issuing letters of guarantee, due to the risks of "non-payment", and instead are busy reaping profits from their participation in the currency auction that he evaluates. The Central Bank of Iraq periodically.

The Central Bank justifies the continuation of the currency auction despite criticism and observations that it is working to stabilize the exchange rate of the dollar against the Iraqi dinar, and it also works to withdraw cash from the local market, which reduces the rate of inflation.

However, politicians and economists believe that the currency auction is a front to support private banks, most of which follow the political entities that dominate power in Iraq.

Prime Minister Mustafa Al-Kazemi had issued an order to change the governor of the Central Bank of Iraq, Ali Al-Alaq, and appointed Mustafa Ghaleb Makhif Al-Kuttab, who was the General Director of Legal Affairs at the Central Bank, instead.

Parliament reveals breaches of contracts for telecommunications companies

Speaking about the role of the Media Authority in renewing those contracts

The Parliamentary Communications and Media Committee revealed, on Friday, the existence of many violations of the terms of contracts for telecommunications companies, holding the Media Commission responsible for renewing contracts that "do not meet the aspiration of consumers."

A member of the committee, Alaa al-Rubaie, said in a statement today (October 9, 2020), followed by Digital Media NTT, that "Iraq suffers from a clear poor service despite the high costs that the telecommunications companies charge." The contracts of these companies include non-payment of the accumulated debts, and failure to cover their services in remote areas, although the contracts stipulate that .

He added, "There is favoritism from the Media and Communications Commission for these companies, whose licenses were not to be renewed because they do not meet the aspirations of consumers in Iraq ."

He indicated that "these contracts were supposed to be offered to competitors from sober and international companies, in order to generate a lot of money for the Iraqi state, and be part of the Iraqi budget," noting that "the contracts of these companies were renewed for a period of 3 and 5 years as compensation without right, because they are considered Monopolized, and has political influence

Stressing that Egypt, which has regained its basic role in the region and which is playing a major and effective role in all regional and international files, will not allow regional parties supporting terrorism to demonize the region through its blatant interventions in the regional neighboring countries, and that Egypt is determined to stop these interventions based on the principles of international law And international covenants that support global stability, as well as based on their sacred duty towards the Arab brothers and neighboring countries, which was evident in the Libyan and Syrian issue, as regional countries seek to continue these conflicts and instability in order to achieve the objectives of their expansionist agenda. Rather, they sponsor terrorism and provide refuge to terrorist elements. Security, and it transfers these elements to conflict areas, and provides them with funding and weapons, in full view of the world.Media platforms are devoted to its service that spread rumors and lies with the aim of destabilizing the conflict areas, sowing suspicion and uncertainty between the parties to the conflict and attacking all initiatives aimed at stopping the fighting and displacement to

The peaceful path to resolve the crisis, which are all international violations that the Security Council must take measures to stop them.

The Egyptian water security is inseparable from those files related to the security and stability of the region, as the president expressed during a speech his gratitude for the American role in solving the crisis of the Ethiopian Renaissance Dam and bringing points of view between the parties to the crisis, as the water issue represents the life of the Egyptian people, and it is a national security issue to the degree. The first does not tolerate any bargaining over it, for Egypt's right to the waters of the Nile River, which is an international watercourse, no country can block the course of the river or detract from the rights of its countries, and it is a right enshrined in accordance with international norms, charters and laws.

Jamal Al-Muhammadawi calls for a lawsuit to be filed in international courts to obtain compensation for the Unaoil case

irq_222034059_1602312554.jpg&max_width=300

Baghdad / .. Member of Parliament, Representative Jamal al-Muhammadawi, called on the Ministries of Justice and Foreign Affairs to file a lawsuit in international courts to obtain financial compensation for the Unaoil case and the damages suffered by Iraq in public money.
In a press release received by Eye of Iraq News, Al-Muhammadawi said, "Courts in all countries of the world are still issuing court rulings that reach prison terms against the defendants in the Unaoil case, due to which Iraq lost large sums of money because of bribes worth millions of dollars."
He added, "It is necessary for the Iraqi state represented by the Ministries of Justice and Foreign Affairs to file a lawsuit in international courts to obtain compensation for this case that exhausted the Iraqi economy and obstructed the process of developing the infrastructure in the oil extraction and transportation sector."
He pointed out that the defendants recently admitted to paying bribes amounting to $ 17 million before foreign courts. It is Iraq’s right to recover its money in the form of compensation approved by the competent courts in the world.
The case of Unaoil corruption was first exposed in Iraq in 2016 by the two media institutions, Firefox and Huffington, and it had a wide media response.
According to the UK's Serious Corruption Cases website, in October 2020, Basil Al-Jarrah was sentenced to three years and four months in prison for paying bribes of more than $ 17 million to secure unfair contracts worth nearly $ 1.7 billion in the Unaoil case. Al-Jarrah pleaded guilty to five crimes of conspiring to provide bribes in connection with two projects, one to install three mooring buoys and the other to construct two oil pipelines.
Al Jarrah's associates were also found guilty of bribes from mooring buoys, namely Stephen Whiteley and Ziad Akli, Aqli was sentenced to five years and Whitley was sentenced to three years.

Intense dialogues precede the session of the Iraqi parliament to settle the election law

Baghdad
Baraa Al-Shammari
09 October 2020

The Iraqi political forces and parliamentary blocs continue their dialogues aimed at agreeing on a single formula for the form of electoral districts in order to resolve the election law in the parliamentary session designated for that tomorrow morning, Saturday.

A member of the Parliament's Legal Committee confirmed to Al-Arabi Al-Jadeed, on condition of anonymity, that the political forces did not agree until Friday morning on a unified formula for the shape of the electoral districts, explaining that the matter that cannot be bypassed by these blocs is that each governorate is divided To multiple electoral districts, after the widespread rejection of attempts by some parties to return to the previous electoral laws that considered each governorate a single electoral district.

He pointed out that there are 3 proposals under discussion, the first stipulating the division of each governorate into 3 or 4 electoral districts, and the second calling for the adoption of the previous division while granting privacy to the governorates of Baghdad, Nineveh and Basra, by granting the three mentioned governorates a greater number of constituencies due to the high population density in them compared to In other Iraqi provinces. As for the third proposal adopted by the deputies of the Sadrist-backed "Sairoun" coalition, it is to divide Iraq into multiple electoral districts, the number of which is equal to the number of members of parliament.

The same source explained that the lack of agreement on one of the three proposals makes the Saturday session open to all possibilities, meaning that it may witness voting in the form of electoral districts, or it may be delayed as a result of the absence of agreement, which is what the member of parliament for the "Sairoun" coalition went to Sabah Taloubi, who spoke about the difficulty of resolving the election law at the Saturday session, explaining in a press briefing that some blocs are inconsistent with the various departments because they believe that they will lose a lot of seats.

And he expressed his hope that an agreement on the issue of multiple circles will soon be concluded, explaining that this issue is still a subject of disagreement between the political blocs, and it has not been resolved.

For his part, Fadel Al-Fatlawi, a member of the House of Representatives for the Al-Fateh coalition, said that the parliament session that will be held on Saturday will be devoted to discussing the distribution of electoral districts in the provinces, pointing out in an interview to local media that there are multiple views on the division of districts.

He explained that the issue of the constituencies will be the main topic of tomorrow's session, and that there will be discussions regarding the delay in the distribution of employees' salaries.

It is noteworthy that the Iraqi protests that began last year had forced the Iraqi parliament to vote in December 2019 on a new election law that allows voting for individual candidates regardless of their party lists. He also divided the governorates into multiple electoral districts, unlike the previous electoral laws that considered each governorate a single electoral district. However, the parliament did not complete the appendix to the election law relating to the division of electoral districts within the governorates, which made this issue a subject of political controversy over the past 9 months. .

He added, "Total purchases by countries for the month of August amounted to 27.2 tons, as Turkey bought 19.4 tons, Qatar 3.1 tons, India 2.8 tons, and Kazakhstan 1.9 tons, while the total sales amounted to 17.7 tons."

Secrets And Motives Of The Central Bank's Decision "The Auction Quota According To The Bank's Assessment"

On October 10, 2020

Al-Mustaqila / - In the first quick step taken by the new central bank governor, Mustafa Ghaleb Makhaif, and in the first week of assuming his duties, a meeting of the Board of Directors of the Central Bank is held to take a decision to reconsider the banks ’valuations and distribute the currency auction shares for the dollar according to the new assessment.

And the news from the banking community indicates that this step provoked a lot of confusion, complaints and appeals against the central bank’s assessments, and this is a step that the new governor is well aware of as he is an official in the central bank and participated in these evaluations previously, and he and others received what he and others suffered from confusion and therefore he knows before others. And that it will cause many problems for him and the Central Bank because of the difficulty in achieving 100% justice.

But nevertheless, the new governor and part of the deal taking over the position, which four or five banks contributed to, four of which belong to one owner, and the fifth bank belongs to another name, knowing that the two names of the two persons (the owners of the five banks) finance one political party and it is the one who pressured this person to assume this position, Accordingly, the first step that the governor must make compulsorily (part of the setup deal for the site) is to manipulate the banks ’valuations and link them to the auction share, thus taking advantage of the price difference and the quantities granted to these banks in this circumstance (for that evaluation will last only three months).

* The new governor devises a tricky plan

The cunning plan pursued by this group (the new governor with the owners of these four or five banks), according to a source close to these parties, and for the sake of camouflage, is to distribute these four or five banks to the first categories so that the new evaluation was issued on Sunday, the fourth of October ( The evaluation was decided by one week, while the previous evaluations took months for the need for justice and due diligence). In general, the new evaluation made one of the banks (the Middle East of its owner, “ Ali Ghulam,” a friend of the new governor from 2012 and the financier of the appointment deal for the governor with one of the parties) in the A category Two other banks have a weak auction activity, with an auction share of 100% ؜ of the demand. Thus, this bank will have the largest seller in the A share due to the weak activity of those in the same category in the auction, then the new governor placed the other banks Al-Qibli, Al-Ansari and Al-Qatars (to their owner " Ali Ghulam" Also) in Class B which guarantees 75% of the auction.

articles_between

A simple analysis and daily figures for the auction share of these four banks gives a large result for the size of the daily profits in light of the difference in the official price and the market price for the dollar.

Pay off the installation deal

The evidence that the new evaluation is for an illegal purpose and to get quick profits to pay off the installation deal is the evaluation period of only three months, as if it is only to achieve certain profits and for a certain category and quickly. By it and making the space for diligence greater in order to achieve the purpose for which it was established ....

Bankers in Iraq are well aware of the game and regret this outrageous way that matters of a respectable institution such as the Central Bank have come to pass and warn of the impact of this on the banking system as a whole and selective dealings, as they put this dangerous information in front of decision-makers (Mr. They ask them to investigate and investigate this dangerous manipulation by the Central Bank Authority in these difficult days in which our country and our citizens live in a stifling economic crisis, while unfortunately there are suspicious agreements with which official bodies such as the governor of the Central Bank and corrupt parties and personalities contribute to the purpose of obtaining non-profit Legitimate and future political change equations.

The decision to reconsider the bank’s valuations and the distribution of the auction shares for the dollar according to the new assessment, angered many specialists in financial and economic affairs, who considered it “useless”, as a result of the existence of a previous evaluation, and the fact that these classifications are local and not international, given that most banks in Iraq are both small Whether it was with its capital or its management of banking operations, while others considered that the revaluation of banks in a short period of time raises doubts.

Abdul Rahman Al-Mashhadani, a professor of political economy at the Iraqi University, said in an interview with Alsumaria News, "The bank had previously set standards for classification and evaluation of banks in 2016 for a period of three years on the basis of applying international banking standards by studying the status of banks and their data to come up with a classification for them. It did not include all banks, as a group of them was excluded, but we were surprised today by the new governor of the Central Bank to take a decision to re-classify these banks within one week, which raises more than one question mark.

Al-Mashhadani continues, "The process of re-evaluation of these banks at the present time, and according to what I received from information, is an inventory of dealing with a group of banks that have a lot of confusion."

He adds that "the classification mechanism followed (ie, B, C) is not clear and does not approach international classifications, and there is no disclosure in the local classification standards." Banks have their place in the world, not to follow a classification of your own, which will not constitute anything on the global banking map

For its part, demanded the economic expert Salam sesameIn an interview with Alsumaria News, knowing "what are the criteria that are adopted for re-evaluation and to know exactly why the revaluation is done", indicating that "in the past the evaluation was done on the basis of the size of the capital, the expansion of the bank and the volume of transactions that the bank undertakes." In turn, sees the economist

Sumaisem points out that "the purpose announced regarding the evaluation is to reset the issues because everyone is heading to the issue of selling the currency, and therefore the revaluation comes to consider the feasibility of the auction and the shares granted to the banks", asking the bank to "ensure transparency, governance and standards that it will adopt." To re-evaluate. "

Durgham Muhammad Ali In an interview with Alsumaria News that "IraqNo need for this number of private banks , especially as it does not contribute to the development and practice of banking mostly. " Considered MP

And stresses that "the evaluation and classification of banks, if carried out properly without favoritism for the party-owned banks, is positive because the banks now live on auction only." She added, "This issue is not easy and is not limited to being a mere classification. Rather, it affects the economy directly in terms of granting confidence to ineffective banks at the expense of active and influential banks in the investment movement." In a move described as "quick", the new central bank governor, in the first week of taking office, held a meeting of the bank’s board of directors to take a decision to reconsider the banks ’valuations and distribute the auction shares for the dollar according to the new assessment.

Nassif high In press statements, "It is regrettable that the bank classification mechanism came upside down, as it placed banks with limited activity in the highest classification, and multi-activity banks that contributed to development and investments in the lowest classification."

The Central Bank of Iraq began at the end of 2016 to adopt specific weighting criteria related to the participation of banks in the window of sale of foreign currency (dollars), by evaluating and classifying them into three categories, namely I, B and C.

He added, "In Iraq, people pay at least 20% of the cost of mental health services, and it is worse for low-income families and other vulnerable groups because the cost of this basic care can cause them financial hardship, but when we get comprehensive health coverage together, We ensure that people with mental health problems are not left behind. Mental health care needs remain significant in Iraq. Although the government and partners have developed a national mental health strategy and plans, most people do not have access to quality psychological services.

He continued, “The Covid-19 pandemic has highlighted many issues, the most important of which is the importance of mental health for general well-being. A member of the Parliamentary Legal Committee, Hussein Al-Aqabi, demanded, on Saturday, to host Prime Minister Mustafa Al-Kazemi and Minister of Finance Ali Allawi to discuss the file of employees' salaries, while warning against compromising currency reserves.

Al-Aqabi said in a press conference, inside the parliament building, that "the financial crisis that the country was exposed to, especially with regard to the issue of delaying salaries, revealed a truth once, which is the inability of the government in general and the inability of the first official represented by the prime minister and the Ministry of Finance to address this dangerous file related to the livelihood and strength of Iraqis." Daily. "

He added, "The government's inability throughout the past period to present the economic reform paper, finance the necessary expenditures, and secure the salaries of employees reflects clear confusion and clearer mismanagement, and failure is evident and does not require bright minds to analyze and stand on."

"We believe in the importance of hosting the Prime Minister, the Ministers of Finance and Planning and all the personalities and parties concerned with the salary file inside the parliament, to find out the partial delay in salaries and the truth of what happened during the past two weeks, uncovering the truth in front of public opinion and correcting the performance and work of the government," Al-Uqabi continued.

And he continued, "We believe that it is necessary to look at the reasons for the conflicting statements of the Minister of Finance that it is impossible to finance salaries without approving the new borrowing law and then suddenly financing it after the minister's meeting with the governor of the Central Bank."

The deputy pointed out that "it is important to inform the public about the course of this mysterious meeting, whose features or limits were not clear, and which may include a deliberate plan to drain the strategic storage of the Iraqi state in the central bank, which we strongly reject."

Al-Uqabi warned against "compromising the strategic storage of the Central Bank to finance and cover the deficit in salaries, because it places us in severe embarrassment in the face of international obligations and before the Iraqi people and official institutions and is considered a disgraceful and defective matter and a fundamental defect in the body of the Iraqi state."

Parliamentary Security and Defense: A law to approve compulsory conscription to be sent to the parliament upon completion

Training of Iraqi soldiers
Friday (October 9, 2020), the Parliamentary Security and Defense Committee revealed efforts to approve the compulsory conscription law, confirming that it is still in the Council of Ministers and will be sent as soon as it is completed.

The official news agency quoted a member of the committee, Kata Al-Rikabi, as saying: The Parliamentary Security and Defense Committee seeks and encourages the approval of this law, adding that it is still in the Cabinet and will be sent upon completion of its reading to the House of Representatives.

He pointed out that with regard to the National Security Law, it was discussed within the National Security more than two weeks ago, and it will be presented in the Council of Ministers, and then submitted to the House of Representatives, and the Intelligence Law is present, but it has not been presented yet, and it has not been discussed.

Regarding the air defense system, Al-Rikabi explained that the capabilities of Iraq for the existing air defense system are medium, and not from the strong systems capable of defending the skies of Iraq, so some friends can be used in this.

And he indicated that there is insistence from the Security and Defense Committee and the Ministry of Defense to provide the Ministry with modern systems, and there are efforts towards Russia and France to do so.

On August 7, 2019, the Security and Defense Committee in the Iraqi Council of Representatives announced its efforts to activate and approve the compulsory conscription law during the next phase.

And she emphasized the necessity of investing in the service aspects, emergency or other sectors, and not limiting their work to military tasks.

The calls to revive the compulsory military service system in Iraq after it was suspended for 17 years have sparked a great debate between a supporter who believes that it contributes to increasing national cohesion and reinforces the principle of equality, and opponents who say that it will exhaust the state budget and need huge sums of money.
