On Monday, Iraqi Prime Minister Mustafa Al-Kazemi handed over a project to reform the economy, or the so-called "white paper", to the political forces, amid assurances that its provisions will ensure that the country overcomes its financial crisis. 

The Media Office of the Prime Minister issued a statement saying that Al-Kazemi held a meeting today with the political blocs in the presence of the Speaker of Parliament Muhammad al-Halbousi and the President of the Supreme Judicial Council, Faiq Zaidan.
He added, “During the meeting, which was attended by the Minister of Finance and Planning, the paper was discussed. Reformist white lines for overcoming the economic challenges the country is going through, especially with regard to the financial aspect.  

Al-Kazemi indicated, according to the statement, that "the size of the challenges facing Iraq, whether on the health level and the repercussions of the Corona pandemic, or at the economic level and the stifling financial crisis, or at the level of major security challenges," stressing that despite the pressures and obstacles that the government faces, only It is determined to work hard to overcome the ordeal. ”
Al-Kazemi explained that“ the government has assigned specific duties that culminate in early elections, and a date has been set for them, and the election law has been completed, and work is continuing with the Elections Commission and the concerned authorities, to conduct the elections on time. ”  

The prime minister stressed that "addressing economic challenges is not an easy task, and the current crisis is systematic, not related to this government and its procedures, and it needs real and radical reform and long-term plans to overcome them," stressing the need for integration in work between the authorities to achieve what we seek.
Al-Kazemi reviewed the reform paper, explaining that it is "a preliminary paper that needs everyone's efforts to develop it, and to benefit from the existing experiences, in order to translate it into a reality of long-term work."

Kazmi pointed out that " the white paper represents the beginning of economic reform, despite being lengthy and includes some of the procedures, but it will be the base we base them in the development vision of the country 's future , " and expressed "hope that the House of Representatives will discuss the paper and approved in principle.
In the first after a statement delivered “The White Paper,” Al-Kazemi stressed, in a blog post, that “the reform paper that we presented today to the political forces is a project for a solution to the chronic economic management crisis, complete dependence on oil and not diversifying sources of income.”
He added that “the interaction of brothers in political forces with the paper and its proposals. It betrays a responsibility towards our people that deserves to be praised. ”

Last June, the House of Representatives stipulated that the Prime Minister present a reform paper within 60 days to address the financial and economic crisis in Iraq in exchange for voting on the borrowing law to finance employee salaries.

While a member of the Finance Committee in the House of Representatives, Sherwan Mirza, confirmed that the talk about converting the exchange rate of the dinar and amending the salary scale for employees as two options among the solutions proposed in the reform paper that will be presented by the Finance Ministry is just a talk in the media that the Finance Committee has not seen yet.
Mirza said, "The committee is still awaiting the reform paper prepared by the Ministry of Finance and promised to send it to the House of Representatives, in order to study it well, discuss its content and find out the extent of its benefit to reduce the damages of the financial crisis that the country is going through."

Earlier, the economist, Nabil Al-Marsoumi, explained the percentage of employees ’salaries reduction, according to the white reform paper that the Minister of Finance, Ali Allawi, will present to Parliament.
Al-Marsoumi said in a post on his Facebook page, that “the white paper that the Finance Minister will present to Parliament in order to reform the economic situation in Iraq and address the financial crisis that the country is going through, explains the reduction of salaries and employee wages from 25% to 12.5% of GDP. Total over a period of three years.
"The white paper, whose theoretical origins are derived from the school (neoclassical), aims to use the fiscal and monetary policies to address the deficit in the balance of payments and the general budget," he added.
The economist considered that “it would have been better for the salary reduction to be calculated on the basis of its percentage of operating expenditures or public expenditures and not through its ratio to the GDP, which is an inaccurate judgment and estimation criterion, in addition to that the payment of salaries is through the general budget and not through Gross domestic product.

Putting a hand on the "most prominent" differences over Iraq's electoral law

Shafq News/ Mp for the Parliamentary Bloc of The Walking, Sabah Talupi, revealed Tuesday the "highlight" of the differences that hindered the completion of the vote on the electoral law, excluding its completion this week.

"Political differences between the blocs are still going on and not over, as the vote on the electoral law is unlikely to be completed this week," Talubi told Shafq News, referring to "the continuation of dialogues and discussions between the presidency of the House of Representatives, political blocs and the legal committee."

"The most prominent differences at the moment are the number of constituencies and the preparation of voters in the elections, especially in the capital Baghdad and some provinces, but other provinces do not have any disagreement over the various constituencies," he said.

The new draft electoral law is the biggest dilemma for the early elections that Prime Minister Mustafa Al-Kadhimi called for on June 6th.

The Iraqi parliament began discussing the new law legislation late last year under popular protests, which is expected to allow more room for the rise of independents and small blocs to parliament.

Invitations To Establish A Company To Manage, Extract And Export Crude Oil In Kurdistan

Al-Mustaqillah / - Oil Minister Ihsan Abdul-Jabbar suggested establishing a company to manage crude oil extraction and export affairs in the Kurdistan region.

Abdul-Jabbar said to the official agency, its independent follow-up , today, Tuesday: “The approaches of the Kurdistan Regional Government negotiator are in harmony with the directions of the federal government to reach a formula for constitutional solutions to disputes over the production and export of crude oil in the region.”

He added that he submitted a proposal to establish an oil company in the Kurdistan region to manage the extraction and export operations in the fields of the region, and it is linked technically and administratively to the presidency of the region and the Federal Ministry of Oil, in order to reach a final agreement between the federal government and the region, similar to the oil companies operating in the producing provinces.

He pointed out that there are positive understandings between the central government and the Kurdistan region regarding the production and export of oil produced in the fields of the region within the ongoing negotiations between the two parties on oil policy in the region in accordance with the constitution.

He explained that, the region has a positive spirit to solve the points of disagreement over the nature of managing the region’s oil fields and the quantities of crude oil exported to global markets, indicating that there are positive indications in the discussions with the regions.

He pointed out that the talks confirm the existence of new visions and ideas for the region to manage the oil fields with the center in Baghdad, indicating that the policy of the Ministry of Oil is to manage oil wealth, whether in the region or producing provinces in accordance with the constitution.

After receiving the "white paper" .. Parliament announces to resume its session tomorrow

A parliamentary source confirmed, on Tuesday, the arrival of the "white paper" on economic reform to the House of Representatives in order to review it, while Parliament failed to resume its session today due to lack of a quorum .

"The House of Representatives session, to be held today, will resume tomorrow, Wednesday, at 12 noon, as the session was left open since last Saturday, until the voting on the electoral districts is completed," the House of Representatives media department stated in a statement today.

A representative source had stated that "the white paper prepared by the Ministry of Finance, on economic reform, has reached the House of Representatives, in order to review and pass it."

The paper included a vision on reforming the private sector, activating investment, improving the investment environment in Iraq, as well as restructuring self-financed public companies, in addition to the electric power file, which included issues of collection, rationalization, consumption, distribution networks, and others.
