In addition to the above, future professions will depend on artificial intelligence, knowledge and communication technologies, while our university outputs most of them are not related to these disciplines, and the paper lacks the foundations, type, conditions and means of implementing governance, as it has been referred to without clarification of the mechanisms, objectives and means of implementing them. Finally, the paper lacks a definition of implementation tools for the proposed reforms in terms of quality, quantity, time and place.
We hope that the government will take into consideration these observations and proposals to enrich the paper and present it in its entirety. It is a completed paper as I mentioned, but it lacks some of the aforementioned notes.

Don’t forget about Black Friday, Thanksgiving, New Years, When the Budget is done, fiscal year end, and fiscal year beginning.  Many more I’m sure that slipped my mind. 

Of course the biggest one of the all....Before, During, or After Ramadan

I’ve got my hopiem set by the 4 qts.  of the year! Now that the 3 qt has ended I’m hoping now by the start of the 1st qt 2021! Hopefully Adam is right with his 6 month window for the RV, so now I’m hoping by 3-15-21! I was hopeful for the 2020, because that would have salvaged, what I believe to be the worst year of my life! If you look at all the problems we are facing as a nation and globally, it just been down right $hi++y! Excuse my language! I’m riding this horse till it dies and right know the hind legs are dragging! Go RV !🤠

The Ministry of Planning stated that the 2021 budget will focus on addressing the repercussions of the health and financial crises in the country, while stopping work on new projects until the completion of their previous counterparts in Baghdad and the provinces.
The Undersecretary of the Ministry, Dr. Maher Hammad Johan, told "Al-Sabah": "The suspension decision will not include urgent cases that affect the citizen's need, or the completion of a previous project that had stopped or wavered."
He added, "The decision came due to the financial distress experienced by the country, as it is not possible to start new projects through it, which leads to the accumulation of obligations concurrent with the few financial outputs."
Johan pointed to “the necessity of completing previous projects that have witnessed a delay in their completion, and in which work is still ongoing with limited financial capabilities.” He stressed that “the precedence will be to complete the assigned projects and stop entering into contractual obligations that carry the public treasury additional sums that cannot meet its obligations during the two years. Or the next three years ».
Meanwhile, a statement quoted Minister of Planning Khaled Battal Al-Najm as saying during his presidency of the meeting devoted to discussing the review of the paths of the five-year national development plan 2018-2022 that the 2021 budget will not include the inclusion of new projects except in case of extreme necessity and by a decision of the Council of Ministers.
He stated that the Ministry's directions focus on addressing the repercussions of the health and financial crisis in the country, and there are priorities included in the current and future stage, which are represented by three main tracks and other paths that support and lift the economy and development, including strengthening and implementing policies and programs aimed at poverty alleviation, after the noticeable rise in these indicators as a result of the pandemic And the financial crisis, along with the development of flexible mechanisms for government contracts.
He indicated that the ministry is making exceptional efforts to find solutions and treatments for ongoing projects, which are threatened with stoppage due to the scarcity of financial allocations, pointing out that the ministry will also focus on statistical indicators that the Central Statistical Organization will produce, because they represent an important pillar of development plans.

Minister of Finance, Dr. Ali Abdul-Amir Allawi focused on the role of the private sector, which he considered is not only a partner but the main engine for any approach to reform and economic construction, indicating "the need to support it with state funds for its development and support, and it is imperative to build a solid bridge between it and the executive authority to achieve the foundations of partnership." .
He added, "The reform paper came in response to a request from the House of Representatives, and we do not claim that it is a paper of emergency remedies for the current complex situation, which may give the impression that it is the magic paper to save the country, but it helps in improving the situation, and faces the challenges of its implementation and what it requires from a broad and radical revolution, for all the pillars and foundations of construction." There is no doubt that the white paper cannot be crammed into a particular current, ideology, political, social, or ideological spectrum, as it raised the Iraqi concern above the sub-identities, so it is a roadmap for its flexibility, objectivity and Iraqi identity.

The private banks have defaulted for mostly objective reasons, reflecting the instability at all levels. The white paper has diagnosed and wrote the recipe, but there are those who say that we have been hearing for 17 years that there is a restructuring of the Rasheed and Rafidian banks. Together with the rest of the official banks, they account for 90 percent of the monetary mass. Without restructuring, the monopoly of banking remains governmental, so restructuring becomes the infrastructure on which the public and private sectors in banks in general, including foreign banks, are based, as an encouraging prospect. 
For the purpose of framing the infrastructure by restructuring the Rafidain and Rasheed banks, the economic identity must be defined in response to the challenges of the current experience, with its bitterness, between oil rents and the fragility it revealed through the white paper indicators.
Capital is not as cowardly as it is rumored, as it is objective and practical, as it often reaches the risk of risk. The objective conditions for banking, in light of what was stated in the paper, diagnosed the existence of cheap labor in light of unemployment of 31 percent among the youth, with 6000 businesses lagging, Governmental companies and factories lose and the state pays their costs from the public treasury to become a financial burden on me 
The budget.

Therefore, the paper focused on insurance to cover risks, as stated in page 56 of the paper, paragraph 4, by reviewing the Industrial Bank Law and increasing its capital, in order to expand its business base, and present it as a model for reforming other government banks. 
So the white paper has put its hand on a defect, the least that is said to be fundamental, for the central bank remains the supervisor of the roles of banks in coordination with the relevant authorities smoothly and laws and instructions do not accept jurisprudence so that private banks can play a fundamental role in sustainable development without which banks return to an unenviable role. -
