Mubasher: The Speaker of the Iraqi Council of Representatives, Muhammad al-Halbousi, said that no government request has reached the House of Representatives to enact a law that strengthens the government’s budget to fulfill its obligations before citizens.

Al-Halbousi added, during the 11th session of the first legislative term in the third year, that the parliament is waiting for the government to send a bill that will boost government revenues to enable it to fulfill its obligations before citizens.

He continued: "The letter to amend the borrowing law has not been sent to the House of Representatives, indicating that the Federal Budget Law for the year 2020 was received by the Council and it was withdrawn the same day for amendments to it."

Al-Halbousi stressed that there is no failure by the House of Representatives regarding the issue of salaries or other expenses that the government is directly responsible for.

The Speaker of Parliament called on the government to expedite sending the financial reform paper in order to maximize state revenues and address the financial crisis.

For his part, the Vice President of the Finance Committee explained that the House of Representatives has no interest in delaying the payment of employees' salaries, indicating that the committee has not received any amendment to the borrowing law or the general budget law and is still awaiting the receipt of the government reform paper that the Minister of Finance committed to.

He stressed: “The Ministry and the National Carrier Administration are keen to re-operate this important line while strengthening its preventive measures and adhering to the instructions issued by the Supreme Committee for Health and National Safety during the implementation of flights in addition to the instructions issued by the Iraqi Civil Aviation Authority and international aviation organizations to prevent the risk of catching the Corona epidemic.”

And the Ministry of Transport had announced earlier today the resumption of direct flights from Basra International Airport terminal to Delhi Airport after a stop that lasted more than 7 months due to the Corona pandemic crisis.

The Director General of the Iraqi Airways Company said that a direct flight, carried out by one of the air fleet’s aircraft, was launched from Basra to Delhi, with 199 passengers on board, most of them Iraqis.

The sovereign debt crisis in Iraq is one of the worst economic experiences in the world, which sheds light on the role of government policies, governance crises and political stability in transforming one of the richest countries into the worst, poorest and most destitute debtors. Iraq has suffered from a foreign debt crisis over four decades of its history, and yet there are no efficient economic policies to this day that help Iraq get rid of the consequences of this crisis, which may reach the collapse of the Iraqi state.

In the early eighties of the last century, Iraq had an advanced financial position in the region, which made it one of the debt-donor countries, and Iraq's debts did not exceed 2% of GDP (Figure 1). As oil prices, accompanied by advanced economic policies, provided stability to the financial position of Iraq. But with this financial strength, which made it safe from external debt, there were no future economic policies that would reduce the burden of public spending. Rather, the state continued, by virtue of (the prevailing socialist policies) to control the economy with the marginalization of the private sector and slow development processes, despite the fact that Iraq was at the right time and circumstance that could have provided a historic opportunity to change the economic systems and shift to the stage of the economic model, as happened in other countries. Such as Malaysia and Singapore.

The image of Iraq's sovereign debt changed dramatically during the 1980s. Iraq emerged from the Iran-Iraq war and is burdened with war debts, and Iraq's foreign debts have reached 86 billion dollars in less than ten years. In 1989, Iraq transformed from a creditor state to a debtor state, with a net debt ratio of 278% of the gross domestic product.

In the wake of the 1991 Gulf War, Iraq's sovereign debt has ballooned to a record high, reaching about 733% of GDP.

In 2003, within the framework of the (war on Iraq) variables, the Paris Club restructured the Iraqi debts and the International Monetary Fund provided loans for the reconstruction of Iraq, but the Paris Club countries requested the Fund to prepare an integrated study of how the Iraqi debt can be sustained before agreeing to any reduction or write-off of debts Iraq. On the other hand, the United States led a wide campaign to reduce Iraq's debts, which it considered a fundamental and very important matter, and appointed a special envoy to deal with this issue. Indeed, the United States succeeded in writing off Iraq's debts with the Group of Seven within one year.

After 2003, the United States succeeded in putting pressure on allies to remove the burden of debt and reduce the proportion of debt to GDP, as the ratio of sovereign debt to GDP reached about 50%, thanks mostly to the growth of the size of the gross domestic product and not to the decline in debt as well as to a change in the composition of debt .

However, the previous table does not provide a realistic picture of Iraq's sovereign debt. As Iraq's debts are considered poor sovereign debt that does not have sufficient cover for repayment, but it often depends on the presence of international support or the will of international powers that provide facilities to restructure those debts. On the other hand, the floundering of domestic politics and the trap of conflicts, in addition to the fragility of political stability, often lead to the waste of wealth and the inflation of public debt.

Despite the opportunities that were made available to Iraq to reduce its foreign debt and improve economic performance, these opportunities have not been exploited and the harmful debt crisis continues to dominate development in Iraq, where the debts constitute only 10% of the total public spending on development projects and infrastructure. The "natural resource trap" continued, especially the unilateral dependence on oil as a primary source to pay off consumer debts. After 2003, the Iraqi governments did not succeed in finding alternatives to oil or reducing public government spending, developing the private sector and making it sustainable to serve the gross domestic product.

Iraq was able to obtain a huge amount of international grants and loans that could have been converted to serve investment in development and improving infrastructure, as Iraq got, between the years 2003 to 2013, about 94 billion dollars. But what happened is that Iraq used these loans in favor of filling the deficit in the operational budget, especially after the crisis of low oil prices after 2014 and the war on terror, which brought Iraq back to the stage of external borrowing allocated to support the defense budget, which is the same trap that Iraq fell into in the eighties, which led to His foreign debt has ballooned with default.

Indeed, Iraq's debts returned to inflation again with the decline in the value of debt service. Iraq's debts in 2017 amounted to about 122.9 billion dollars. Iraq continued to manage the financial deficit by resorting to debt. The debt ratio reached 64% of the value of GDP, and rose to 65% in 2018.

The future of the sovereign debt crisis: the missing solutions

The Iraqi Ministry of Finance announced that the size of the external debt of Iraq reached 135 billion dollars, which represents 90% of the gross domestic product, at a time when government efforts have faltered in approving the general budget, in which the size of the deficit is estimated at 67 billion dollars. The World Bank expected that the sovereign debt crisis in Iraq will continue due to low oil prices and unstable imports, and that this gap will be financed from the reserves of the Central Bank of Iraq and state-owned banks, which increases the country's vulnerability in the near term.

In a recent report issued by the United Nations Development Program in Iraq, it indicated that the size of Iraq's sovereign debt is likely to rise to a rate of 87.0% in 2022, which leads to the exposure of financial policies in Iraq to increased risks in the short and medium term.

The Iraqi government is still suffering from its inability to resolve its financial strategy to manage sovereign debt inflation, although the effects of financial distress and sovereign debt inflation have become evident on the Iraqi economy and the government has begun to suffer from an imbalance in the operational budget allocated for the payment of salaries and dues that are consuming most of the internal and external public debt. In fact, the absence of a clear plan or strategy will affect the Iraqi government's ability to borrow as international lenders are looking for repayment guarantees that are guaranteed by realistic and revolutionary reform plans carried out by the government accompanied by a package of serious reforms, which is often done through a painful process of reducing Government spending, import cuts, and economic activity.

Iraq is going through a global economic circumstance, the economic effects of the Covid-19 pandemic, as it is one of the countries that is expected to fall within the circle of the most affected by the negative consequences of the epidemic on the financial liquidity systems. It is also from the countries that are going through a bad political circumstance by virtue of the weakness of political stability systems and the absence of mechanisms for building Turkish economic policies that help in building medium and short-term economic rescue plans, and accordingly, there is no doubt that Iraq will continue to adopt external or internal borrowing as a means to fill the deficit in the balance of payments . But the biggest danger is embodied in political confusion and the absence of central policies to manage economic reform programs, which means that Iraq loses international support and any international borrowing process becomes a very complex process and is accompanied by painful social and economic consequences.

The statement stressed that "in the meeting, they discussed the Iraqi-Turkish relations, the political situation, especially in the wake of the recent agreement on Sinjar, as well as developments in the elections file and files of common interest." 

Al-Nujaifi affirmed, "the content of the statement issued by the Salvation and Development Front, and presented his vision in the field of evaluation from its positive and negative aspects, stressing the importance of the return of the displaced from the various components of the Sinjar district, and the withdrawal of crowds of non-residents of the region with the necessity and importance of consulting with the political forces in Nineveh Governorate that have suffered." Much is due to the situation in Sinjar and other parts of the governorate, and any solution should be based on the interest and will of the citizens in Nineveh Governorate specifically, especially the citizens of Sinjar, including Arabs, Yazidis and Kurds.

He also stressed the "negative effects associated with the activities and practices of the Kurdistan Workers Party, which has wreaked havoc and terrorism in the region." 

In dealing with the election file, Al-Nujaifi stressed the importance of completing the election law’s provisions, distributing electoral districts in a manner consistent with the will and interest of the citizens, and standing against any attempt to exploit this for the sake of a party or political bloc.

It is not known precisely the number of armed elements in Sinjar, but it is estimated, according to sources, of more than 10 thousand, including non-Iraqi nationalities.

In the agreement, which was revealed last Friday, regarding the restoration of the situation in Sinjar, the Baghdad government described the armed elements in the city as "intruder groups" that must "end their power."

The agreement between Baghdad and Erbil is supposed to return hundreds of thousands of displaced people, most of them Yezidis, to Sinjar, six years after the journey of displacement after ISIS took control of the city.

According to a leaked copy of the agreement received by Al-Mada, the local police and the National Security and Intelligence Agency are responsible for providing security within the judiciary and all other security formations outside the boundaries of the judiciary are excluded.

The agreement also includes consideration of the administrative sites by the joint committee, which will proceed with its work by selecting a new mayor.

Harvesting long understandings

Fear of clash

It is not known yet how the mechanism for removing these forces from the city will be, but the advisor to President Barzni "hopes that an armed clash will not take place in it."

Barzani's media advisor continues: "Some of the details of the agreement were not announced, and the popular crowd was a party to the agreement, but the mechanisms have not yet been determined."

In March 2019, the Labor Party was accused of attacking security forces affiliated with Nineveh operations, when its members ran over a member of the patrol. Khalaf Al-Hadidi, a former member of the Nineveh Provincial Council, told Al-Mada that "the Labor Party has become a state within a state, and it prevents federal forces from entering the city." After the crisis of the self-determination referendum that was organized by Kurdistan in September 2017, armed factions invaded Sinjar and established a new administration there, and deported the old one to Dohuk.

The President of the Kurdistan Regional Government, Masrour Barzani, welcomed the agreement between Baghdad and Erbil, and said that "the two sides agreed to manage Sinjar from the administrative, security and service aspects jointly," noting that "the agreement will be the beginning of the implementation of Article 140 of the constitution."

Re-displaced
