Kurdistan pledges the continued reduction of its oil production on the commitment of Baghdad to pay financial dues

Baghdad - People

The spokesman for the Kurdistan Regional Government, Gutiar Adel, confirmed, on Thursday, Kurdistan’s commitment to reducing its crude oil production in light of the commitment to the decisions of OPEC Plus (+ OPEC) meetings in fair rates commensurate with the quantities of oil produced from its fields.

Gutiar said in a statement, "People" received a copy of it, (October 22, 2020), that "the Kurdistan Regional Government has committed to reducing its crude oil production in light of the commitment to the decisions of OPEC Plus (+ OPEC) meetings at fair rates commensurate with the quantities of oil produced from His fields, "noting that" the region's production of crude oil does not exceed 10% of the total production of Iraq. "

Gutiar stressed that "there is no objection to the regional government to continue with the reduction procedures in accordance with the fair percentage that are agreed upon, provided that the federal government is committed to securing the region's dues to cover its financial expenses in exchange for the oil revenues that it loses as a result of the production reduction, otherwise the region cannot manage its affairs and cover its basic expenses." On top of which are the salaries of his employees. "

He pointed out that "the amount allocated to part of employees' compensation was also reduced by the Federal Ministry of Finance from 453 billion dinars to 320 billion dinars per month, in addition to the significant decline in non-oil revenues due to the consequences of the (Covid-19) pandemic, as well as the federal government did not spend. Until now, the part devoted to compensation for the region’s employees for months 5, 6 and 7 for the year 2020, ”pointing out that“ this requires the federal government to take into consideration the dire financial crisis that the region has faced since February 2014 after deducting its prescribed share from the federal budget. ”

He explained that "an agreement had already been reached in this regard in Baghdad, on 4/18/2020, between the federal government delegation headed by the Deputy Prime Minister for Energy and Oil Minister, and the regional government delegation headed by the Minister of Finance and Economy, and that agreement was announced in a joint press conference, and confirmed In it, the two sides need to take into account fairness in determining the percentage of reduction in the region’s crude oil production, so that it is based on the quantity of what the region produces in relation to the total production of Iraq, and that this reduction does not cause additional significant financial damages to the region.

On Monday, the oil marketing company SOMO confirmed Iraq's commitment to the agreements concluded with OPEC + to create a balance between supply and demand in global markets.

The director of the company, Alaa Al-Yasiri, said in a statement to the official news agency affiliated with "Nass", (October 19, 2020), that "Iraq has not requested an exemption from the issue of reducing oil exports, and that the country's commitment to OPEC decisions is a voluntary and moral commitment aimed at creating a balance between supply, demand and control On global oil market prices. "

He added, "Lack of control over the global oil stockpile leads to a drop in prices, which causes great harm to the crude exporting countries."

Al-Yasiri said, "The matter of reducing production rates for OPEC countries was discussed before the approval of Iraq, and there are countries that agreed to the agreement out of benefit to be able to sell the barrel at a price of $ 40."

He continued, "If Iraq requests exemption from the decision to reduce production, this means a breach in the studies prepared in order to create a balance in the global oil market and not achieve the desired goal of stabilizing the price of a barrel, which requires compensation for the shortfall from other countries, and this cannot happen."

The director of SOMO stated that "the organization discussed the reduction issue with the participating countries to reach the equilibrium stage and divided the reduction rates among those countries."

He pointed out that "oil prices decreased during the fourth month and reached 9-11 dollars per barrel due to the Corona pandemic, which caused great harm to exporters, which required the intervention of OPEC and countries outside it to agree to reduce production in order to raise prices and control the global market."

Al-Yasiri stressed that "Iraq is with the agreement and the first stages have been crossed, which is the period of highest commitment and the reduction was by 23% in the past months and now the percentage has become less .. as prices have begun to recover and the price has become satisfactory to all exporting countries."

He pointed out, "The region did not hand over the percentage of oil equivalent to (250 thousand) barrels per day to the Oil Marketing Company from the crude it exports," noting that "there are high-level discussions between Baghdad and Erbil, and SOMO participated in some of them, where there was a preliminary agreement." However, the region is ready to deliver this percentage and is subject to other agreements with the Ministry of Finance.

Economy News - Erbil

The employees of the Kurdistan region, whose number is estimated at about 650 thousand people, have fallen victim to the political conflict between Baghdad and Erbil, over oil revenues, border crossings, fees and taxes, and the Kurdistan Regional Government seeks not to give Baghdad money in exchange for Baghdad that gives it the salaries of employees.

The Kurdistan region issues daily, according to the estimates of the Central Ministry of Oil, 437 thousand barrels per day, and the region is not committed to the OPEC Plus agreement, and all these funds go to the regional government, and the regional government refuses to distribute the salaries of employees except after Baghdad has transferred the money.

The former prime minister, Adel Abdul-Mahdi, granted the Kurdistan region their share in exchange for the region did not abide by the agreement signed between Baghdad and Erbil, and the current government continued under the leadership of Mustafa Al-Kazemi despite the Minister of Finance's admission that Baghdad did not control the border crossings and oil, as it transferred 2.4 trillion dinars.

The employees in the region want to be linked directly in the capital, Baghdad, after not distributing their salaries during the past months, on the pretext that Baghdad did not hand over money to the region, and Parliament voted yesterday, on the second borrowing law, which stipulates that the region will not give any amount if no barrel oil.

An employee in the Kurdistan region, who refused to be named, told Al-Iqtisad News that corruption in the Kurdistan region is very large, and the conflict between Baghdad and Erbil is where we are falling victim, by cutting our salaries, while Kurdish oil revenues go to senior officials in the region.

He added that the region is witnessing great economic chaos, as the government has deducted a percentage of salaries in addition to distributing low salaries, calling for Baghdad to control the region’s salaries so that they become similar to the employees of other provinces.

On the other hand, the Kurdistan Regional Parliament said, in a press statement, "It is with deep regret that we look at the last step of the Iraqi parliament, as it passed the law to bridge the fiscal deficit without taking into account the principles of coexistence and partnership established in the Iraqi constitution, adopting the majority, without regard for the rights of the people of Kurdistan . "

Burhan Al-Maamouri calls for the implementation of "automation" at the border crossings

 Baghdad: Hoda Al-Azzawi
, the Saeron Coalition, confirmed that suspicions of corruption are still haunting the border crossings, calling for the application of "automation" and electronic collection to reduce corruption in them. The coalition revealed that the real revenues of the outlets amount to more than $ 15 billion annually in the event that the ports are fully controlled.
Head of the Sairun Coalition in Diyala Governorate, MP Burhan Al-Mamouri, said in an interview with Al-Sabah, that "among the conditions of the borrowing law that has been put in place is (automating) border crossings to know the size of the inside and outside, taxes and levy, in addition to the volume of hard currency that is sold for the purpose of import." Noting that "when we compare the volume of imports with selling the currency, it constitutes only 20 percent, and most of that currency is smuggled out of Iraq under the pretext of unreal import."
Al-Maamouri pointed out that "hard currency is supposed to be sold for the purpose of import, but what happens in the currency auction is that it takes a trade path for some parties, where the dollar is bought at a price of 1180 dinars, for example, and it is sold at a value of 1240 or 1230 dinars, offset by no There is a real import ", suggesting" selling the currency to the citizen directly to bring in revenues for the state, instead of taking the hard currency out of Iraq. "
Al-Maamouri confirms that suspicions of corruption persecute the border crossings, and that it cannot be controlled, especially with the failure to change the employees of the ports who have indicators of corruption, calling for the dismissal of any employee who has these indicators, and that the employee does not remain for more than 4 years in his position, to conduct an operation Rotate as part of port control.
Al-Maamouri stated that “if the control and (automation) of the border crossings are achieved, real and not formally, as is happening now, and we have adopted a real electronic collection between taxes and customs on goods entering and importing, as well as controlling the ports of the Kurdistan region, then the budget will be supplemented by at least 15 One billion dollars annually, "noting that" the Bureau of Financial Supervision and the Parliamentary Financial Committee have complete reports verified with numbers regarding the border crossings and the sums they will provide to the state treasury. "
Al-Maamouri stressed that most of the border crossings "are still loose, and if they were in safe hands, their imports would have covered the financial deficit in the state treasury," adding that "Iraq is an agricultural country with 70% of its lands, but random imports and weak government control over the ports were the reason. President of the deteriorating agricultural reality in the country. "
"The absence of control over the borders and the failure to protect the local product have pushed many farmers to leave their agricultural lands," said the head of the Sairoun coalition in Diyala, noting that "today most of them are looking for a job in the state to sustain their livelihood."

A source in the Ministry of Finance and Economy announced that the local oil and non-oil revenues were collected to secure the payment of salaries for Kurdistan Region employees, but "the salary disbursement date is linked to the arrival of 320 billion dinars from Baghdad."

On August 15, Baghdad and Erbil reached an agreement to send the federal government 320 billion dinars per month to the Kurdistan Region until the budget law is voted on, for a period of three months.

But the Iraqi parliament approved the law on financing the fiscal deficit on November 12, despite the withdrawal of the representatives of the Kurdish blocs in objection to the article stipulating that the Kurdistan Region’s share of the total actual spending (current and investment project expenditures) be determined after excluding the sovereign expenditures “on the condition that the Kurdistan Region must pay The oil exported from the region and in the quantities specified by the Iraqi Oil Marketing Company SOMO exclusively and the federal non-oil revenues, and in the case of non-commitment of the region, the expenses may not be paid to the region, and the violator of this text bears legal responsibility ”, which threatens the August agreement between the Kurdistan Region and the federal government.

Information obtained from an informed source in the Ministry of Finance and Economy of the Kurdistan Regional Government revealed that the local oil and non-oil revenues were prepared for the purpose of disbursing the salaries of Kurdistan Region employees for the month of October of this year, and the source explained: “There are two sources of salary insurance, the first of which is the revenues "The local oil and non-oil sector has secured 100 billion dinars from domestic non-oil revenues and less than 300 billion dinars from oil revenues."

The informed source in the Ministry of Finance indicated that the Kurdistan Regional Government will not begin to disburse the salaries of its employees until after releasing the amount of 320 billion dinars from Baghdad, or determining the fate of this amount: “The salary disbursement date is linked to determining the fate of the 320 billion dinars by Baghdad.”

Iraq is going through a stifling financial crisis as a result of the collapse of oil prices, the Corona pandemic, and the repercussions of the unstable political situation in the country, amid the failure to approve the current year’s budget.

The Kurdistan Regional Government needs about 895 billion dinars to secure the salaries of its employees in normal conditions, but with 18% of these salaries deducted, the government needs about 754 billion dinars for salaries.

Today, Sunday, a Kurdish report revealed that the Kurdistan Regional Government has refrained from distributing salaries to the region’s employees, despite the availability of about 400 billion dinars.

The report, which was published by Rudaw and followed by the news agency, stated that, according to information obtained from sources in the Ministry of Finance and Economy of the Kurdistan Regional Government, the local oil and non-oil revenues were prepared for the purpose of disbursing the salaries of Kurdistan Region employees for the month of October of this year.

The report clarified that "there are two sources of salary security, the first of which is the domestic oil and non-oil revenues. 100 billion dinars of non-oil domestic revenues have been secured and less than 300 billion dinars of oil revenues."

He pointed out that the Kurdistan Regional Government will not start disbursing the salaries of its employees until after releasing the amount of 320 billion dinars from Baghdad, or determining the fate of this amount: "The date for the payment of salaries is linked to determining the fate of the 320 billion dinars by Baghdad."
