Economy News - Baghdad

The Kurdish Change Movement has expressed its dissatisfaction with the Kurdistan Regional Government’s approach to impose a high deduction rate on the salaries of employees in the region.

Movement MP Ghalib Muhammad said, "Although more than two months have passed since employees and retirees in the Kurdistan region did not receive their salaries, the government plans to impose a high rate of deduction from their salaries, up to 21%."

He added, "The economic conditions in the region are very bad and the government does not care about the suffering of citizens, and it is more appropriate for the federal government to impose a set of conditions before sending any amount to Erbil, including not deducting the salaries of employees."

Muhammad pointed out that "the employees do not know which month they will receive their salary and when they will receive it, and the regional government does not follow the principles of transparency in announcing the numbers of revenues that the region gets monthly from the sale of oil and the revenues of border crossings and others."

Follow-up The reporter of the Finance Committee in Parliament, Ahmed Al-Saffar, said today, Monday, that the federal government will, today or tomorrow, send 320 billion dinars to the Kurdistan region. Al-Saffar said, in statements to Kurdish media, that "all matters for sending money to the region are ready, and Baghdad will send an amount of 320 billion dinars to Baghdad, today or tomorrow." Al-Saffar added, "The Iraqi government needs 14 trillion dinars per month to secure expenses, while the incoming does not exceed 4 trillion dinars." The decision of the Finance Committee indicated. Until "the Iraqi deficit during the next 4 months is 40 trillion dinars, and this poses a threat to the economy of Iraq and the Kurdistan region." The Minister of the Region for Negotiations with Baghdad, Khaled Shawani, revealed, on Thursday (August 20, 2020), a condition set by Baghdad to send more than 320 billion to the Kurdistan region, indicating that this condition is linked to Iraq's imports. "The role of America and Britain as well as the United Nations representative in Iraq in the negotiations between Erbil and Baghdad was positive, and it contributed to bringing the two parties closer together and reaching an agreement," Shawani said in a televised interview. And on sending 320 billion dinars a month by Baghdad to the Kurdistan Regional Government, Shawani says that "the agreement between Erbil and Baghdad is for three months, meaning that the Iraqi government will continue to send 320 billion dinars per month for only three months, and if Iraq's imports increase, the Kurdistan region’s share of The budget will increase to more than 320 billion Iraqi dinars, and the agreement on the Iraqi federal budget for the year 2021 may be in another form. He added, "It is easier to agree with the government than to pass the budget bill in Parliament. Therefore, it is necessary for the Kurdistan Regional Government and its representatives in Baghdad to take serious work to facilitate the determination of the Kurdistan Region’s share in the project and pass it in Parliament. Shwani valued Al-Kazemi's role in rapprochement between Erbil and Baghdad, and said that "Al-Kazemi played a positive role in the agreement between Erbil and Baghdad. On Saturday (August 15, 2020), the Iraqi federal government agreed with the Kurdistan Regional Government to unify the procedures of the air, sea and land border crossings, agree on customs accounting, and install a technical team of government employees to monitor the implementation of the agreement. The agreement also included unifying customs procedures and ports in the Kurdistan region with the federal government outlets, and setting up accounting systems to collect customs imports collected at the ports of the Kurdistan region and dispose of them in accordance with Federal Financial Management Law No. (6) of 2019. As well as laying down controls by which the two parties are bound to control the entry of import materials into Iraq, and the two governments are committed to the policy of oil production within the OPEC Plus agreement according to proportions. It was also agreed to finance the Kurdistan region at 320 billion dinars per month for the months of August, September and October, to pay some of the region’s expenses. The agreement stipulates that in the coming years it will be agreed to set an amount in a fair percentage from the federal budget for the Kurdistan region through the introduction of constitutional standards, population ratios, and Kurdistan region’s imports (oil and non-oil) in the previous year. The agreement document, which will be in effect until the approval of the federal general budget for the year 2021, states that within 35 days of this agreement, an agreement will be concluded on a mechanism for the payment and scheduling of payment of the TBI's debts owed to the Kurdistan region, as well as the treatment of previous Kurdistan region debts, provided that the region does not object to presenting All information required to develop an action plan to be addressed. Regarding the issue of auditing the accounts, the agreement provides for the formation of a joint committee from the Office of Financial and Federal Supervision and the region to deal with the issue of accounts resulting from the two parties and agree on methods of settling accounts between the federal government and the Kurdistan Regional Government and from the accounts of the year 2014 until 2020, and the region provides all the information requested by the government Federal. The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, affirmed that the Erbil government is seeking to resolve the differences with Baghdad in accordance with the constitution and build an integrative political, economic and security relationship with the federal government.

During his speech to the "Deep Breath" program, Shawani said, "We want the relationship with Baghdad to turn from the conflict that was evident under previous governments to the harmony on all levels," adding, "We cooperate with the federal government to solve Kurdistan's financial problems and at the same time we appreciate the current economic situation despite We are receiving less than we deserve, "he also stressed that the Kurdistan region’s political decision is based on building a solid relationship with the Baghdad government and said," We will continue on the understandings that have been made with the Abdul Mahdi government. "

The Minister of the Kurdistan Region for Federal Government Affairs explained that Erbil had agreed to deliver 250 thousand barrels to the SOMO company, but the delay in approving the 2020 budget caused the failure to implement the agreement with Baghdad, which apologized for the implementation of the agreement, adding, "We are committed to dealing with border outlets in accordance with the provisions of the constitution related to shared powers and are ready to link Kurdistan electronic outlets with the federal government outlets, "stressing that the Kurdistan government does not object to an audit of the revenues, expenditures and budget of the Kurdistan region according to an agreement between the two bureaus of financial control in Baghdad and Erbil. He also revealed an agreement with the Baghdad government to send 320 billion dinars in exchange for 50% of the revenues The region's outlets, indicating that "the recent economic crisis has prevented its implementation so far," and explained, "Erbil's endeavor to establish a stable relationship with the federal government, including the region's percentage in the general budgets, provided that it is not at the expense of the rest of the provinces, but only to guarantee the rights of the people of the region."

The region does not mind auditing revenues, expenditures and the budget .. Shwani reveals the understandings

Shwani stressed that Erbil is seeking to find national solutions to resolve disputes with the Al-Kazemi government, including the disputed areas, calling on the main forces to conclude an agreement that is based on a national approach that saves Iraq from its security and economic crises and to make the country a center for the meeting of international and regional interests and to keep it away from the current conflicts as the country faces Shwani crossroads

continued, "The number of employees reaches 1.2 million, including those who are recruited, retired, and those with social care salaries, which is a normal figure compared to the number of federal government employees," rejecting the accusations directed at the Kurdistan region regarding the presence of space employees in order to acquire a greater percentage of the funds of the federal budget, "he also revealed The federal government has not introduced any job degree for the Kurdistan region since 2014.

On the disputed areas, Shawani said, "There are some security vacuums that ISIS terrorist groups exploit in these areas, such as Khanaqin, Hamrin, and Tuz Khurmatu, and we seek to combat the terrorist groups by agreeing to form joint cooperation centers on the intelligence side between Baghdad and Erbil and with the help of the International Coalition Forces to reduce security breaches." Indicating that the disputed areas are going through an unnatural situation in terms of "Arabization", and what happened in Kirkuk by excluding more than 60 Kurdish administrators in the province under the pretext of achieving balance is the best proof.

Regarding the recent bombing of Erbil, the Minister of the Kurdistan Region for Federal Government Affairs affirmed that what happened is unacceptable, and it is an attack that cannot be justified in any way, especially as it was launched by areas controlled by the army or the crowd, and this confirms that it is a systematic targeting that is intended to send a specific message to the region, explaining that "The Kurdistan region will not be drawn into one axis against another, and we will not enter into the policy of the axes in the region. We will have a serious relationship with all the axes and all parties in the region and the world, and we support that Iraq is a place where regional and international interests meet and move away from the current conflict."

Shafaq News / The Iraqi Finance sent, on Wednesday, 320 billion dinars to pay salaries to employees.

An informed source told Shafaq News that the region received the amount, which was  part of the employees' special salaries.

The previous Iraqi government headed by Adel Abdul Mahdi decided last April to cut the salaries of state employees in the Kurdistan Region after it accused the region of not adhering to the agreement to deliver 250 thousand barrels of oil per day to the Baghdad-owned SOMO, which the Erbil government denied.

Since the decision to cut the salaries of the region’s employees, the two sides have been holding talks to contain the differences.
