Displaced people from Sinjar in a camp after losing their homes in the northwestern region of Iraq Displaced people from Sinjar in a camp after losing their homes in the northwestern region of Iraq

The federal government in Baghdad and the Kurdistan Regional Government - Iraq announced, on Friday, that they had reached an agreement on the administration of the city of Sinjar, which the two sides described as "historic," after years of disagreement that prevented the return of tens of thousands of displaced people who were displaced by ISIS when it took control of the region in 2014.

After the expulsion of ISIS militants in 2015, Sinjar came under the control of "the first two illegitimate administrations made up of armed groups and the other legitimate ones that were carrying out their duties from Dohuk," Kifah Sinjari, a media advisor in the office of Kurdistan Region President Masrour Barzani, told Al-Hurra.

Sinjari added, "This historic agreement sets a road map for the return of the displaced and an end to the anomaly that prevailed in the city."

Ahmed Mulla Talal, spokesman for the Iraqi Prime Minister Mustafa Al-Kazemi, said for his part, that Al-Kazemi oversaw a historic agreement that "strengthens the authority of the federal government in Sinjar in accordance with the constitution, on the administrative and security levels, and ends the power of intruder groups."

He pointed out, in a tweet, that the agreement "paves the way for the reconstruction of the city and the return of its entire afflicted people, in coordination with the Kurdistan Regional Government."

Prime Minister Mustafa Al-Kazemi @MAKadhimi sponsored today a historic agreement that strengthens the authority of the federal government in Sinjar in accordance with the constitution, at the administrative and security levels, ends the domination of intruder groups, and paves the way for the full reconstruction of the city and the return of its distressed people, in coordination with the Kurdistan Regional Government.

- Ahmad Mulla Talal (@AhmadMullaTalal) October 9, 2020

Terms of the agreement

The most important terms of the agreement, according to Sinjari:

Establishing a joint administration in cooperation between the federal government and the Kurdistan region and canceling the arrangements established after 2017.

The second item is the security arrangements clause, which assigns security to the Federal Police in cooperation with the Kurdistan region.

As for the third item, it includes services, and it is also done in cooperation between the two parties to reconstruct the city, which was damaged by eighty percent due to its occupation by ISIS.

And Iraqi Prime Minister Mustafa Al-Kazemi had confirmed in a statement issued by his office, that "the federal government, in coordination with the regional government, will play its primary role in order to properly implement the agreement, to ensure its success, in cooperation with the people of Sinjar first."

And everything that is security falls within the scope and powers of the federal government in coordination with the Kurdistan Regional Government. As for the service side, it will be the responsibility of a joint committee between the federal government, the regional government and Nineveh Governorate, according to the statement.

The President of the Kurdistan Regional Government, Masrour Barzani, welcomed the agreement between Baghdad and Erbil. He said that "the two sides agreed to manage Sinjar in terms of administrative, security and service aspects jointly," noting that "the agreement will be the beginning of the implementation of Article 140 of the constitution."

The possibility of concluding the agreement

On the possibility of implementing the agreement on the ground, Sinjari told Al-Hurra, "The criterion for the success of the agreement depends on the return of 350 thousand people who are residents of this district," and the majority of them are Yazidis. There are also Muslim and Arab Kurds, and a minority of Christians and Turkmen.

However, the Iraqi writer Hussein Abdul Hussein questioned the possibility of implementing the agreement, and said that its implementation depends on the ability of the federal side to fulfill the promises, "Kurdistan is more cohesive and in control of the land, while the federal government is subject to a problem with the militias."

Abdul-Hussein added to Al-Hurra website, saying that “Al-Kazemi is unable to control areas in Baghdad as in Jurf al-Sakhar, south of Baghdad, and the Imam Ali base on the Syrian border, let alone the areas that were retaken from ISIS in Kurdistan .. The agreement on paper is excellent, but On the ground there are still doubts and question marks. "

Iraqi MP Mahasin Hamdoun welcomed the Sinjar agreement, despite some reservations. She told Al-Hurra website, "I think that what would allow the reconstruction and return of the displaced could be applied on the ground. But it was necessary to take the opinion of the people of Sinjar, they are a priority. In principle, consulting only with the PKK is not enough. There are no representatives of the people in this agreement." .

UN support

The representative of the Secretary-General of the United Nations, Jenin Plasschaert, who attended the agreement, said, "It is a historic day for Sinjar after the massacres that its sons lived at the hands of ISIS gangs, and the hardships they suffered after the expulsion of ISIS."

"It is a real beginning for the return of the displaced to their areas, and the United Nations is ready to support stability in this region," she added.

In 2014, Sinjar, in northwestern Iraq, was subjected to a violent attack by ISIS militants, during which they carried out killings, captivity of women, and mass destruction in the region.
Despite the defeat of ISIS in 2015 and the deployment of PKK forces in Sinjar, many residents of Sinjar, the majority of whom are Yezidis, are still present in displacement camps due to the lack of stability and reconstruction in their areas.

The situation in the region was further complicated by its invasion by the Popular Mobilization Forces in 2017 after a self-determination referendum conducted by the Kurdistan region.

Erbil: «Asharq Al-Awsat»

The Iraqi Prime Minister, Mustafa Al-Kazimi, signed agreements on normalizing the situation to restore security and stability to the disputed Sinjar district between Baghdad and Erbil, with the Kurdistan Regional Government delegation in Baghdad yesterday, in the presence of United Nations representatives, while the United States welcomed the agreement and announced its support for it. The Minister of Interior of the Kurdistan Regional Government, Ripper Ahmed, said in a press conference held after the end of the meeting of the region’s delegation with Al-Kazemi, that “today's meetings resulted in reaching an agreement to normalize the security, military and administrative situation in Sinjar,” indicating that “the two sides aim to restore the situation to Nature in Sinjar, and for the displaced to return to their homes. ”
The spokesman for the Iraqi federal government, Ahmed Mulla Talal, said in a tweet on his official account on social media that “The Prime Minister, Mustafa Al-Kazemi, sponsored today a historic agreement that strengthens the authority of the federal government in Sinjar, according to the constitution, on the administrative and security levels, And it ends the power of foreign groups, and paves the way for the reconstruction of the city, and the return of its entire afflicted residents, in coordination with the Kurdistan Regional Government.
Mulla Talal added, "What others have failed, this government has succeeded, by implanting mutual trust, offering good intentions, and based on a solid political will to restore security, stability and reconstruction to Sinjar, and the return of all of its afflicted people to their homes."
The mayor of Sinjar, Mahma Khalil, said in a statement that "the agreement includes removing all armed factions, including those affiliated with the (Popular Mobilization) and the Kurdistan Workers' Party (PKK)."
The United States of America, in turn, congratulated the Iraqi government and the regional government on the joint agreement on Sinjar, in an official statement saying: “We are looking forward to fully implementing the agreement. We hope that this agreement will lead to lasting security and stability for the Iraqi people in northern Iraq.
The United Nations Assistance Mission for Iraq (UNAMI) also welcomed the agreement between the Iraqi federal government and the Kurdistan Regional Government, in a statement saying that "the agreement is an important first step in the right direction." The mission expressed its hope that this agreement would pave the way for a better future. The Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Jennice Plasschaert, expressed her hope that “the agreement will be the beginning of a new chapter in the interest of the people of Sinjar in the first place, and that this step will help the displaced to return to their homes, and to start a reconstruction campaign that leads to improved public services. In the region, ”stressing“ the continued support of the United Nations to help normalize the situation in the judiciary. ”
The signing of the agreement comes amid fears that it will collide with the rejection of the "Popular Mobilization" factions that control the region, as it poses a threat to the so-called "Iranian crescent" that extends across Iraq and Syria to Lebanon.
In this context, Dawood Sheikh Jundi, a member of the Nineveh Provincial Council from Sinjar, said in a special statement to Asharq Al-Awsat, that “Sinjar district is actually being run by a volunteer administration from the (Popular Mobilization) since 2017, after the elected Sinjar administration withdrew to Dohuk. "Indicating that" this agreement comes after pressures by the United Nations and international actors on the two parties to find a solution to the Sinjar administration crisis and restore stability to the region, to push for the return of the displaced and start the reconstruction process. "
He pointed out that «this agreement will have negative repercussions more than positive ones, unless the parties on the ground are involved in the process of forming the administration and selecting those responsible for it.
In turn, Saman Daoud, a journalist interested in minority affairs, told Al-Sharq al-Awsat that “the former director of the North District, Khadr Rasho Darwish, is the most likely candidate for the position of mayor of Sinjar district, out of 3 names submitted by the Kurdistan Regional Government to the federal government,” indicating "Sources close to the prime minister, Mustafa Al-Kazemi, confirmed the final agreement on this candidate."
Regarding the expected opposition to this agreement, Daoud said, “This agreement will be rejected by the (Popular Mobilization) controlling the ground, since this agreement will make Iran's orientations in the region under threat, so the appointment of a KDP, and the agreement between the region and the center, will constitute a painful blow. for them". Regarding the expected moves by the "Popular Mobilization Forces" to prevent this agreement, he said that "the YPG forces that are ideologically affiliated with the (PKK), and are officially considered one of the factions of the (Popular Mobilization), will reject this agreement in any way." Even if the matter came to a military move, it might be a reason to undermine social security in Sinjar ».
Noah explained that “these people cannot return before solving the problem of multiple authorities and the ruling security forces. There are the army, the Popular Mobilization Forces, the Peshmerga and the Sinjar Resistance Forces close to the Kurdistan Workers' Party,” indicating that “(the crowd) is the main force in the region, if not to say the actual ruler, An understanding must be made with them in the process of selecting any new administrative official, as it is not conceivable that (the crowd) will give up the gains it has made in the region, as its presence there secures the link between Iran and Syria, within the framework of what some of them know as the (Shiite Crescent) extending from Iran to Lebanon. Through Syria and Iraq ».
He added, “We must not forget that Turkey also has ambitions to exist in Sinjar and nearby Tal Afar, if we do not transfer control over it, and therefore we are talking about a regional conflict over the region, and here lies the difficulty of forming a joint administration that can convince the displaced to return to a devastated city that lacks services, and not It has an economy, except for recruitment into the ranks of the various security forces, each of which acts as if it were a state with its own law.
ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces recaptured it the following year. However, the Iraqi army, backed by the "popular crowd", invaded the region due to the tension between the region and the federal government, against the backdrop of the independence referendum in 2017.

Shafaq News / The Kurdish leader, head of the Democratic Party, Masoud Barzani, discussed during a phone call with the Prime Minister of Iraq, Mustafa Al-Kazemi on Friday, the agreement between the federal government and the Kurdistan Regional Government regarding the normalization of the situation in Sinjar district.

A statement issued by Barzani's headquarters said that the two sides expressed their happiness for reaching this important agreement, stressing that such an agreement strengthens confidence between the federal government and the regional government.

In a separate statement, Barzani described the agreement as positive.

He expressed his hope that this important step between the two sides would be a gesture to address all problems and differences between Erbil and Baghdad.

Earlier Friday, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for the   administration of the judiciary in terms of administrative, security and service jointly.

ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces regained it the following year.

However, the Iraqi army backed by the Popular Mobilization Forces invaded the region due to the tension between the region and the federal government against the backdrop of the independence referendum in 2017.

The Iraqi authorities installed new officials in the district in place of the elected officials who withdrew from the area to Dohuk Governorate when the Iraqi forces advanced.

There are currently two local governments for Sinjar, one of which was appointed by the federal government authorities, and the second is the elected government, which conducts its business from Dohuk Governorate.

The anti-Ankara PKK also formed a faction loyal to it there, called the "Sinjar Protection Units" and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.

Kurdish workers reject repeated calls from the Kurdistan Region to leave the region, which is under Turkish attacks from time to time, which impedes the return of tens of thousands of displaced Yazidis to their homes.

And the new agreement will address the issue of duplication of administration, and Al-Kazemi stressed Baghdad’s keenness on Sinjar being free of armed groups, whether internal or from outside the country, in reference to the PKK.

Former MP for the district of Sinjar in Nineveh province, Majid Shankali, believed, on Saturday, that the agreement concluded by Baghdad and Erbil was "important", but indicated that there was a need to implement it on the ground.

In an interview with Alsumaria News, inkali said, "The agreement of the federal government and the Kurdistan Regional Government regarding the judiciary Sinjar It is a courageous and very important agreement, and we welcome it and consider it an essential step on the way to overcoming points of contention and returning displaced families to their areas. "

Shankali added, "The agreement will not be effective if it is not implemented on the ground, especially with regard to disarmament outside the rule of law, internally and externally, and at the forefront of these groups are Kurdistan workers' party Given that the return of the displaced families, whether Kurdish or Arab, will not be achieved except with the exit of these armed groups, which was the main reason for not returning 80% of the people of the judiciary to their homes, not to mention the importance of this step to ensure that foreign intervention in general and Turkish in particular does not repeat the bombing of our safe areas under the pretext The presence of these undisciplined forces. "

Shankali stressed, "The removal of these forces is not an easy thing, as a result of their penetration into rugged areas and the establishment of tunnels and passages difficult to follow, in addition to being a group that does not respect the laws and does not apply them, which makes them search for any chaos through which they live in those areas to ensure their sustainability, which requires harnessing them." All efforts are made by the governments of Erbil and Baghdad To achieve the goal of removing it and re-establishing security in the district to ensure the safe return of the displaced families from the district residents to their areas.
