Das sind alles gute Neuigkeiten!

I'm envisioning us all, when we get together to celebrate...

...we were all wearing our DV avatars as "campaign" buttons for us to identify one another.

Of course some will be easy to identify...since they opted to have their actual faces as their avatar...

Paying employees

10/06/2020 18:39:45

The Ministry of Finance announced that the salaries of employees will be paid, starting tomorrow, Wednesday.

"According to the directives of Prime Minister Mustafa Al-Kazemi, the Ministry of Finance confirms that late payments of public sector salaries for the month of September will begin to be paid in full, starting tomorrow, Wednesday (10/7/2020) and the following days," the ministry said in a statement received by Al Furat News.

The ministry indicated that it is "obligated to fulfill its legal obligations despite the acute shortage of revenues facing the country, and looks forward to cooperating with the House of Representatives and the relevant authorities in order to develop quick solutions to address the current economic and financial crisis."

The ministry added that it would like to point out that "the financial pressure in the country will continue in the foreseeable future, as the country's main source of income from oil exports will be constantly affected by the global decline in demand and the massive outbreak of the Corona pandemic."

It indicated that it "appreciates the urgent demands on the federal budget from all directions. Iraq is facing an economic emergency that will be bypassed by national unity and cooperation between all parties." She pointed out that "the task force led by the ministry has completed the" white paper "for economic reform, and the ministry is about to finalize the 2021-2023 budget. We are confident that the reform and change process will lead to a more robust economy and contribute to raising the living standards of our people.

Representative Finance: The salary crisis is fabricated and the state's revenues are sufficient to secure it

المالية النيابية: أزمة الرواتب مفتعلة وإيرادات الدولة كافية لتأمينها

10/06/2020 15:55:06

The Parliamentary Finance Committee confirmed, on Tuesday, that there is no crisis in the salaries of employees.

"We hope that Al-Kazemi will solve the salary crisis within 24 hours, as he stated, and we are not responsible for his statements," committee member Majid Adab said in an interview with Al-Furat News. "This crisis is fabricated, and it is a political crisis par excellence, and we provide the media with information about the reality of what is happening through members of the House of Representatives, and we believe that there is no crisis in salaries basically." "The success of the government is reflected in the parliament, with a lack of pressure from citizens and a lack of resentment, and we wish the government’s success in its work," he added.

He pointed out that "the revenues are the responsibility of the government, whether maximizing or distributing revenues, and salaries is the responsibility of the government. There is no need for parliament in this matter, neither to legislate a law nor pass a resolution, and all the powers are granted to the government," stressing that "oil is exported naturally in addition to the existence of other revenues such as taxes." Customs, agriculture and others."

It is noteworthy that the government is facing a severe financial deficit in securing the salaries of employees, while Prime Minister Mustafa Al-Kazemi announced during his visit to Dhi Qar province on Monday that the salary crisis will be resolved today {yesterday}.

The Parliamentary Finance Committee revealed, on Tuesday, that the Minister of Finance had issued a decision to stop paying employees of the ministries' self-financing companies, even though they are profitable companies and have nothing to do with any financial crisis.

A member of the Finance Committee, Majed Al-Waeli, told Al-Maalouma that "economic life in Iraq has been completely paralyzed due to the wrong policies of the Ministry of Finance."

He added, "There are self-financing companies that have turned into profitable companies affiliated with the Ministry of Industry and a number of other ministries, and they have nothing to do with any financial crisis hitting the country."

Al-Waeli clarified that "the Minister of Finance, with a strange and exciting decision, issued a decision to stop paying the salaries of the employees of these self-financing companies and deprived their employees of salaries for the current month, despite the presence of money in their budgets."

He stated that "stopping the salaries of self-financing companies is a dangerous precedent, and no one knows the reason behind taking such decisions."

The "white paper" ... The Iraqi parliament signals a single solution to the salary crisis

1601288353263.jpeg

7th October, 2020

The Financial Committee of the Iraqi Parliament confirmed, today, Wednesday, that the solution to the Iraqi state employees' salary crisis is through the approval of the "white reform paper."

A member of the committee, Naji Al-Saeedi, told Shafaq News, "The white reform paper expresses economic reform in the aspect of fiscal and monetary policy," indicating that "this paper includes finding real economic resources to consolidate the existing financial resources and reduce unnecessary existing spending."

Al-Saeedi explained that this "helps in creating additional revenues for the budget and reducing the deficit, which will positively affect the provision of employees' salaries and secure them during the coming period."

Al-Saeedi stated that "the white reform paper expresses a future vision for the Iraqi government, in cooperation with the House of Representatives in order to end the employee salaries crisis, as well as other financial and economic crises, and this paper is not part of the solution but rather the entire solution."

He added that "after the approval of the white reform paper during the coming period, its implementation will be followed up by the Iraqi parliament, and we will see how serious the government is in implementing what was mentioned in this paper, and on the contrary, we will have a position."

The government of Iraqi Prime Minister Mustafa Al-Kazemi is facing increasing criticism for its inability to secure sufficient liquidity to pay the salaries of state employees, which may expose it to tremendous pressure in the coming months. By the end of a week in October, the government had not yet disbursed employees' salaries for the month of September.

The Iraqi government is struggling to secure employee salaries and other operating expenses due to the collapse in oil prices due to the Corona pandemic, which has crippled large sectors of the world economy. The country relies on revenues from selling crude to finance 95 percent of state expenditures.

The revenues from oil sales amounted to about $ 3.1 billion in September, while the monthly salaries of state employees in Iraq are about $ 5.5 billion.

Thus, the Iraqi Ministry of Finance provided salaries last September?

image.jpeg.94dbb8fe771e7db0b3227eae59e00bd5.jpeg

10th October, 2020

Frequent crises that have rocked Iraq since the end of last year, represented by popular demonstrations demanding accountability for corrupt people and money stealing, which led to the resignation of the previous government headed by Adel Abdul Mahdi, and then entering Iraq in the storm of the Corona pandemic, and the complex political file of the persons assigned to head the government to move to a new government headed by Mustafa Kazemi faced by the difficulty in its economic due to the significant deterioration in the global black gold market and direct impact on being the Iraqi economy unilaterally depends by up to 95% of fiscal revenue realized from the sale of crude oil, which is converted to build the annual general budget."

The Hot revenue The monthly sale of Iraqi oil went from about 6.5 billion dollars last year to nearly 1.5 billion dollars last April. After more than 30 days have passed, the Iraqi Ministry of Finance announced the start of today distributing salaries for the month of September, while the ministry confirmed the completion of the white paper for economic reform.” In turn, the Finance Committee in the House of Representatives confirmed submitting proposals to maximize revenues and overcome the financial crisis, while noting that “The Ministry of Finance did not resort to urgent solutions in order to secure salaries.” Committee rapporteur Ahmed Al-Saffar said in a statement to the official news agency, “The committee is awaiting the government reform paper to hold a discussion session that includes presenting the two papers and working on merging them into one paper.” He indicated the parliament’s readiness to provide assistance. To the government to get out of the financial crisis, "indicating that the Ministry of Finance did not resort to urgent solutions in order to secure the salaries of employees, nor did it have sufficient vision to cross the crisis."

The salary crisis had formed a political debate between the legislative and executive authorities and the exchange of accusations between the two parties, in addition to popular discontent about that. However, the economic advisor in the Iraqi government, Mazhar Muhammad Salih, revealed to Mawazine News about the mechanism and the reasons that led to the Ministry of Finance announcing the provision of Monthly salaries.” Saleh explained,“ Despite the sincere debate taking place between the legislative authority represented by the Parliamentary Finance Committee on the one hand and the executive authority represented by the Ministry of Finance, lines of communication and consultation have been continuing between the two authorities to address a sensitive issue of paying the salaries of employees of the Republic of Iraq for a month Last September, which is estimated at about 3 trillion, a thousand dinars per month, which has not been paid until the present time."There are approximately 4 million employees (or of them according to the employee's judgment such as the procedure and others) who did not receive their salaries according to the specified monthly timings until the date of issuance of the Ministry of Finance's statement on Tuesday (6-10-2020) to pledge to pay them promptly according to Saleh.”

The economic advisor indicated that the delay It disrupted the financial obligations and regular expenditures of about 50% of the population of Iraq “(assuming in this regard that one employee constitutes financial support to 5 members of the same family)” in addition to the monthly salary disbursement that leads to the mobilization of domestic economic activity from the owners of professions and interests, renters and suppliers of household needs And others." In light of this financial forestry and the fact that the Ministry of Finance is awaiting the realization of actual revenues from crude oil and other non-oil revenues that are in the process of collection or that were collected during the period of non-payment of salaries, as liquid revenues accumulated that helped the Ministry of Finance meet the salaries as soon as they accumulated And filling it with a clause of salaries. Salih stressed the importance of financing the remaining months of the fiscal year without delay, which requires the House of Representatives to approve the proposed borrowing law in order to avoid delaying the payment of employees ’salaries from their specified monthly dates and times until the end of the fiscal year 2020.

The second largest oil producer in OPEC is facing an economic crisis due to the decline in crude prices and an agreement to reduce production by more than one million barrels per day, in addition to the political and health crises represented by the Corona pandemic. Economic advisor Tariq Al-Ansari said, "There is no crisis that hinders the payment of salaries. Rather, there is a crisis of financial management and cash flow management." The Ministry of Finance is pressing for the initiation of internal and external loans, according to Al-Ansari, who stressed that "Iraq does not need loans, but rather needs to correct its financial resources in a correct manner." Al-Ansari calls on Mawazine News to correct the annual financial resources to pay all those who receive a salary from the state and not to rely on a single financial resource.”

Economic expert Ihssan Al-Kinani said that all resources are available and available and can be relied upon instead of oil to secure the budget amounts, pointing out that the coming years may be the worst in the history of Iraq in the event of the continuation of the economic approach pursued by the government.

Al-Kinani said to "the information", that "a lot of resources are not exploited and there is still control over them by some politicians and corrupt parties, without the government moving on them in order to exploit them properly."

He added that "natural gas, religious tourism, tourist centers, antiquities, and Iraq's possession of two rivers. It is possible to build tourist resorts on their banks, in addition to state lands, farms and vast areas. All resources can be put up for investment and open the door for Arab and foreign companies to benefit from their revenues."

And that "the government's reliance on oil revenues by more than 90% heralds a real disaster in the coming years, and in the event that the contrived financial crisis is overlooked now, the government will not be able to pay salaries during the next two years because of pursuing a borrowing policy instead of resorting to the huge cash reserve." 65 billion dollars.”

On Wednesday, the Parliamentary Finance Committee returned the announcement of the Ministry of Finance about releasing the salaries of employees after a delay that lasted for good days, evidence that the crisis is fabricated and cannot pass without an account, indicating that the funds have been calculated and that the state has sufficient funds for salaries.

A member of the Finance Committee, Majid Al-Waeli, told / Al-Maouma / that "Iraq has not gone through a financial crisis that reaches the non-payment of salaries, and what was announced is a financial crisis contrived by the government to divert people's attention towards parliament."

He added that "the announcement by the Ministry of Finance after a 12-day delay to pay salaries without the approval of Parliament to borrow is the best evidence that the crisis is contrived," noting that "the matter cannot pass without an account." After tampering with the citizen's sustenance by the Minister of Finance.

Al-Waeli explained that “the financial statement earlier indicated that it owned 50 trillion and spent at a rate of 6 trillion per month until July, and then the government secured the salaries for the month of August.” So".

He stated that "the government received 3 trillion and 300 billion dinars of oil imports for the month of September and received amounts amounting to 600 billion and customs revenues for the month of September, which is equivalent to 4 trillion dinars only from oil and customs," noting that "the government needs 3 trillion and 750 billion dinars per month to secure salaries and any The amounts declared otherwise are inaccurate.

He continued, "There are other funds that entered the state treasury from fees and outlets covering the government's disbursements to other doors, which confirms that the crisis was fabricated by the government to throw the ball in the court of Parliament."

The Central Bank of Iraq amends housing loans ... 15 years
instead of 10

1600581768742.jpg

7th October, 2020

The Central Bank of Iraq decided on Wednesday to amend the time limit for housing loans to extend it to 15 years instead of 10 years.

The Central Bank stated in between today that "in response to the economic conditions that our country is going through and in order to contribute to alleviating the burdens of borrowers in light of the current financial distress, the Central Bank of Iraq decided to amend the time limit set within its initiative for financing housing fund loans and the real estate bank (the Five Trillion Initiative)., So that the new time limit will be (15) years instead of (10) years, with a retroactive effect.

The statement added that the bank "continues to take all necessary measures to contribute to creating a banking system capable of responding to the challenges of the financial crisis and crossing the Iraqi economy to safety."

The central bank launched an initiative several years ago to support the banks of the agricultural, industrial and real estate sectors and the Housing Fund with loans worth five trillion dinars, to revive the economic situation and financial liquidity. Official statistics indicate that the need for building housing units in Iraq ranges from (2-3) million units, ie an average of 150,000 housing units annually.

And successive governments after 2003 failed to find a solution to the housing crisis in most regions of the country, which led to the expansion of the phenomenon of slums and the rise in rental prices, which is burdening most Iraqi families.
