Remember, no one really knows what will happen, or when. They're simply stating their opinions based on what they perceive to be happening in Iraq. Also, these things should have been done already a decade ago. I think this is the point of the WB. We can see articles with the new prime minister al-Kazemi implementing programs to correct these issues.
